The immediate goal for 2025 is for Don Duong district to have 5G mobile services in 100% of its communes, towns, and tourist areas, including building Lac Lam commune to meet the standards of a smart new rural area; applying Industry 4.0 technology to address urgent issues such as forest fire warning, digitizing historical sites, and using 3D technology to preserve and promote the value of historical sites and cultural heritage of ethnic minorities; and applying technological advancements in the management of agricultural production.
By 2030, the goal is to achieve advanced levels in many areas and rank among the top digital governments in the province. Specifically, the target is to achieve 80% of citizens and businesses using online public services; the adult population possessing basic digital skills and engaging in cashless transactions; over 55% of total factor productivity contributing to economic growth; at least 30% of the total product value being digital; and over 10% of businesses engaging in innovative activities. Don Duong District will allocate at least 3% of its total annual budget to science, technology, innovation, and digital transformation, gradually increasing this amount as needed. The human resources for scientific research, technology development, and innovation will reach 10 people per 10,000 inhabitants; the number of patent applications and patent protection certificates will increase annually, and the commercial exploitation rate will reach 8-10%.
Simultaneously, Don Duong district has developed a 5G mobile broadband network covering 99% of the population, effectively applying several strategic technologies and digital technologies such as: Artificial intelligence, the Internet of Things (IoT), big data, blockchain, semiconductors, quantum technology, nanotechnology, 5G and 6G mobile communication, and some emerging technologies; achieving 100% of users having access to fixed broadband with speeds exceeding 1Gb/s. The Don Duong district report further emphasizes the goal by 2030: “Complete the construction, connection, and synchronous sharing of databases across sectors; effectively exploit and utilize digital resources and data. Develop digital government, digital economy, digital society, digital citizens, and digital cultural industry to a high level within the province. Ensure cybersecurity, data security, and data protection...”. Based on that foundation, Don Duong district's vision for 2045 is to achieve an economic growth rate (GRDP) of over 10%; over 70% of key products and services and 100% of OCOP products with 3 stars or more will be registered for intellectual property protection, management, and development; and to attract a number of reputable domestic and foreign technology organizations and businesses to establish headquarters, factories, research centers, and production facilities in the locality.
To achieve digital transformation goals and apply science, technology, and innovation in each stage, Don Duong district is promoting smart production and digital transformation in key sectors such as agriculture, industry, trade, finance, education, health, transportation, construction, logistics, and tourism. Specifically, it is deploying digital platforms for monitoring and collecting environmental data, managing natural resources, water resources, and waste; and applying artificial intelligence (AI) to support the analysis and warning of natural disasters, responding to climate change, and protecting the environment.
In addition, Don Duong district is promoting digital transformation in the tourism sector to attract tourists; supporting people to easily access and use smart and convenient sports services; building and developing high-quality digital cultural products; encouraging and attracting a large community to participate in creating and producing positive digital cultural products, digitizing heritage sites, libraries, etc.
In addition, the plan includes implementing a mechanism for ordering and assigning tasks to businesses to carry out key digital transformation tasks; developing and publishing a list of large-scale science and technology tasks on digital transformation; promoting businesses to participate in global value chains to create practical value and master technology; and transferring modern digital technology achievements from abroad for effective application in various fields within the locality.
