Digital transformation within the Party: from policy to action at the grassroots level.

In the context of the rapidly unfolding Fourth Industrial Revolution, digital transformation is an inevitable trend occurring in all areas of social life. In Party work, digital transformation is identified as a crucial and necessary issue. In Son La , many grassroots Party committees have proactively embraced digital transformation, gradually changing their working methods and ways of serving the people.

Chiềng Sơn commune, a border commune of Mộc Châu town, has seen its Party Committee's administrative work gradually shift from paper-based to digital platforms. Meetings and document management are now conducted in a paperless environment.

Mr. Phan Thanh Hoang, Secretary of the Party Committee of Chieng Son Commune, Moc Chau District, Son La Province: “Regarding the record-keeping system, we have now applied digitalization of records. In addition, 100% of the Executive Committee meetings are now paperless. In the near future, we will implement electronic management of Party member records, which is a new step forward in storing and managing Party records.”

Not only internal affairs, but also the activities of the Party branch have changed. Thanks to the application of digital platforms, the dissemination of information, voting, and management of Party members have become faster and more transparent.

Mr. Vu Duc Quang, Chairman of the Farmers' Association of Chieng Son Commune, Moc Chau District, Son La Province:Currently, we are strongly implementing digital transformation; all our members are using smartphones. We use phones as a platform for exchanging information and conducting work from the association to its branches and members, demonstrating very positive effects from technology.”

However, digital transformation is not always smooth sailing everywhere. Many remote areas lack equipment, have weak internet connections, or have older party members who are not yet tech-savvy.

Mr. Phan Thanh Hoang, Secretary of the Party Committee of Chieng Son Commune, Moc Chau District, Son La Province: “Currently, most commune-level officials are proficient in using computers, but many comrades in villages and sub-districts have limited access to technology. Furthermore, the telecommunications infrastructure in these areas does not yet adequately support network access. However, we believe that with this roadmap and the State's attention, the process of popularizing technology among agencies and the people will be shortened.”

Implementing Decision 204 of the Central Committee of the Communist Party of Vietnam on approving the "Digital Transformation Project in Party Agencies," aiming to raise awareness among leaders and managers at all levels, as well as cadres, Party members, and civil servants of provincial Party agencies, digital transformation in Party agencies is not limited to technology but also aims to build a working culture in a digital environment. From policy to action, digital transformation in the Party is bringing about positive changes. This is the foundation for enhancing leadership and management capacity, meeting the requirements of Party building in the new era.
