Digital transformation in research and application of science and technology.

According to Mr. Nguyen Dinh Diep, Director of the Department of Science and Technology, based on the results achieved, in 2023, the Party Committee and the Board of Directors of the Department of Science and Technology focused on decisively directing digital transformation tasks; identifying this as a key, overarching task that significantly contributes to state management activities in science and technology in the province.

The Department of Science and Technology requires and facilitates civil servants and public employees to update and improve their knowledge and skills in digital transformation, gradually changing their perceptions and improving their work; and to thoroughly implement the directives and guidelines from the Central Government and the province on digital transformation to all civil servants and public employees.

*To date, 100% of the Department of Science and Technology's incoming and outgoing documents have been digitized and transmitted online.*

The Department of Science and Technology has implemented the digital transformation process quite comprehensively and effectively. Specifically, regarding digital infrastructure, to date, 100% of the Department's incoming and outgoing documents are digitized and transmitted online (except for confidential documents), 100% of outgoing documents are digitally signed; and 100% of civil servants and employees in the department have been provided with official email accounts for exchanging information and documents.

Regarding digital government, the Department of Science and Technology has completed the digitization of 100% of the results of administrative procedure processing records that are still valid for the period 2020-2025, and has been digitally signing input documents for administrative procedures since July 2023.

Regarding the digital economy , the settlement and payment of funds related to the agency's budget are all carried out through the Treasury's public services via bank transfer, not cash. In 2023, the Department of Science and Technology implemented guidance and support for building and updating data in accordance with traceability standards for 14 key products of cooperatives/enterprises in the province...

In accordance with Plan No. 279/KH-UBND dated April 25, 2023, of the Provincial People's Committee on digital transformation, the Department of Science and Technology has closely followed the scoring criteria of the Digital Transformation Index (DTI) to implement the tasks of the sector. It has directed and completed the task: "Building an information system and database for managing science and technology in Bac Kan province".

This has initially formed a database on science and technology, facilitating the management, storage, exploitation, sharing, and connection of data to serve the research and application of science and technology in the province. As a result, the Department of Science and Technology ranked 10th out of 22 units in the Digital Transformation Index (DTI) in 2023.

The Department of Science and Technology has issued the digital transformation plan for 2024; and regularly directs and reviews the implementation of tasks to ensure progress and effectiveness.

To further enhance digital transformation, the Department of Science and Technology has been, is, and will continue to focus on applying information technology while promoting administrative reform based on the unified and synchronized application of information systems.

Strengthen training and education to raise awareness of digital transformation and digital transformation skills to ensure that job requirements are met. Manage, regularly update, and effectively utilize information systems.

"The Department of Science and Technology will effectively implement solutions to enhance system security, information security, and data safety; coordinate with relevant units to connect and share data according to the Government and provincial projects and programs. "The application of digital transformation creates information linkages between specialized departments within the unit; helping the unit to exploit information and data for timely and accurate reporting. Currently, the Center for Science and Technology Application and Innovation is exploiting data on industrial property information; inventions, utility solutions; technical standards; and information on science and technology tasks on the database system of the Department of Science and Technology to build the unit's annual plan to suit practical needs."
