A "launchpad" for new policy decisions.
Following the administrative unit reorganization and merger, Chi Lang ward faced numerous challenges regarding organizational stability and staff morale. Recognizing that implementing the Party's Resolution must begin with a streamlined and effective apparatus, the ward Party Committee quickly implemented personnel restructuring steps immediately after the first session of the ward People's Council for the 2026-2031 term.

According to Phan Thanh Dung, Secretary of the Party Committee and Chairman of the People's Council of Chi Lang Ward, the main breakthrough was the thorough implementation of the motto "clear person, clear task, clear responsibility." Each official and civil servant, upon starting their new duties at their new unit, was assigned specific targets linked to the key tasks of the Party's 14th National Congress Resolution. As a result, in the first quarter of 2026 alone, over 96% of Party members in the ward completed the program of studying and understanding the resolution.
The application of information technology has become an "extended arm" helping the Party Committee of the ward to manage and operate effectively. The Party member database system 4.0 and the electronic Party member handbook are no longer unfamiliar concepts, but have become daily working tools. Thanks to this, the transmission of directives and resolutions from higher levels to individual Party members has become instantaneous and accurate, eliminating delays in the traditional reporting process.
A successful resolution is one that puts the people at the center, especially in caring for vulnerable groups and ethnic minorities. During the recent Lunar New Year and traditional festivals, the ward mobilized over 1.3 billion VND from social resources to care for poor households and families entitled to preferential policies. Humanitarian models such as "Godmother" programs, "Zero-Cost Kitchens," and the campaign to build 14 new solidarity houses have affirmed this spirit of mutual support and compassion.
Expectations for a breakthrough.
With the people's support, the implementation of socio -economic development targets has become easier than ever. In the first four months of 2026, Chi Lang ward's GRDP is estimated to reach 8.69%, significantly higher than the 6.3% of the same period in 2025. Total social investment reached over 26 billion VND, far exceeding the set plan. Key public investment projects with a total investment of over 23 billion VND have completed the preparation phase and are ready to commence simultaneously in the next quarter.
Mr. Nguyen Quoc Khanh, a resident of Chi Lang ward, shared: “We are very excited about the development of the locality; especially the construction and upgrading of many transportation projects, creating favorable conditions for people to travel easily. We believe and will work together to contribute to building a more prosperous and beautiful homeland with the local Party committee and government.”
In the cultural and social fields, people's lives are maintained stably with an average income of 81 million VND/year, and the health insurance coverage rate reaches 95% of the ward's population. Healthcare and social security are ensured. National defense, security, order, and social safety remain stable.
However, many challenges remain. To ensure the remaining targets for 2026 are met on time, Mr. Phan Thanh Dung stated that in the coming period, the Party Committee and government of Chi Lang ward will focus on promoting commercial and service models based on innovation and the application of information technology; promoting digital transformation and green transformation in small businesses and enterprises in the area. At the same time, they will improve the material and spiritual lives of the people…
