The overarching goal is for the entire country to transform its administrative management model into a social governance model, re-examining practical issues affecting people's lives from a new perspective: better serving the needs of the people.

The effectiveness of digital transformation in today's era, with its comprehensive digital application results, has allowed social governance to transcend geographical and topographical boundaries, fulfilling the requirements of remote and online monitoring effectively, ensuring the tracking and support of social activities down to the smallest "cell"—that is, the human being.

The merger of provinces and cities, the elimination of district-level management, the expansion of supervisory and support areas, and the delegation of responsibilities down to the grassroots level (wards and communes) are necessary steps to gradually change the long-standing management structure, alter the old management mindset and concepts of the administrative apparatus, and guide citizens and social governance levels towards proactiveness, self-responsibility, and the ability to propose legitimate requests…

Therefore, with the merger of the two administrative areas, Dak Lak province will have an expanded scope for social governance. It can no longer confine itself to the highland boundaries but must extend its vision and responsibilities further, converging with other administrative areas to create regional linkages, a regional economic vision, and a shared responsibility for managing the development needs of the entire region. The roles of economic organizations, especially private businesses, and individual citizens will automatically define their rights and responsibilities in parallel, contributing to the common good of the region, no longer dependent on state management for exemption from responsibility. Consequently, the strategic vision for development planning, management of economic sectors, and investment in the locality will be completely transformed.

The reality is that the economic potential of Dak Lak and the Central Highlands has long depended on agriculture , a region with unique local characteristics. Investment strategies and projects have revolved around these existing advantages and been confined to specific geographical areas. However, the province's territory will now expand, potentially encompassing more diverse geographical regions and developing a more diversified economic sector.

The agricultural sector remains dominant, and Dak Lak's development plans will continue to be implemented, but the working space will be expanded and made much more convenient. Consequently, the mindset regarding social governance also needs to change, becoming bolder and more synchronized.

Here, it's important to understand the central government's perspective: agricultural development needs to be built on two foundations: specialized farming and logistics. Large production volumes and fast transportation and distribution speeds will bring sustainable value to agriculture. Therefore, the need to connect Dak Lak with other areas, such as Khanh Hoa or the Southeast region, and northward, will be significant. Intra-regional transportation must be further invested in and improved to ensure efficient transportation and logistics operations. The projects to expand National Highway 29 or accelerate the Khanh Hoa – Buon Ma Thuot expressway are truly urgent requirements, reflecting a longer-term vision and aligning with the local situation, in the context of the need for accelerated local economic production.

On the other hand, the local efforts in recent times regarding the organization of digital transformation at the grassroots level, the synchronization of data across administrative areas through the merging and splitting of communes and wards, and the streamlining of local administrative apparatuses... have allowed Dak Lak to keep pace with the rest of the country in changing and proactively approaching new demands in social governance thinking. When the local data system is updated and verified down to each citizen identification number, the requirements for consolidating regional governance, managing economic sectors, social and political activities... will be met very quickly. When citizens check their personal identification numbers, they will realize the new, streamlined, and unexpectedly beneficial conveniences, helping them better organize their daily lives and work, coordinate with civil organizations and the national administrative apparatus to strictly fulfill their civil responsibilities...
