Ensuring smooth operation of public service activities.
In fact, Nguyen Quang Trung had received his Citizen Identity Card a long time ago but lost it, so he chose today to get a replacement in order to "prepare for job applications and starting work." Seeing Trung's shyness, Captain Phung The Tan meticulously guided the young man through each step, starting with declaring information on the Public Service Portal, then moving on to taking photos, iris scans, and fingerprints. Fortunately, all the population data, judicial data, and civil registration data of the residents in the ward had been cleaned up, according to Lieutenant Colonel Nguyen Manh Toan, Head of the Muong Thanh Ward Police. As a central ward of Dien Bien Phu city, with many hotels, restaurants, and guesthouses, and a constant flow of tourists , for a long time, officers and soldiers had been dividing themselves to visit each accommodation establishment, encouraging owners and staff to declare guest information. Having gathered data and a thorough understanding of the local area, during the 70th anniversary of the Dien Bien Phu Victory, when a large number of local people and tourists flocked to the area, overwhelming accommodation facilities, the ward police went to each household with available rooms and encouraged residents to provide lodging for guests. The residents responded enthusiastically, treating visitors with care and attention, and if a fee was charged, the price was reasonable. These acts of kindness left a deep impression on tourists visiting Dien Bien Phu during this major event.
Integrating and synchronizing sufficient population data with the National Population Data Center, meeting all requirements—accurate, complete, clean, and relevant—has made it easier and more convenient for the Muong Thanh Ward Police to carry out their assigned tasks. 100% of children under 14 in the ward have been issued ID cards. While this part of the work was time-consuming and complex, it was completed successfully, exceeding expectations, according to Lieutenant Colonel Nguyen Manh Toan: “In coordination with the tax department, we cleaned up 8,000 tax data records of citizens. Many people registered as permanent residents in the ward, but did not reside there regularly, traveling to work and live in other localities. Therefore, it required a great deal of patience and meticulous effort to complete the tax data.” Keeping up with the increasingly popular cashless trend in social life, the officers and soldiers of Muong Thanh Ward Police are patiently and thoughtfully encouraging and persuading the majority of people, especially retirees, to open bank accounts to receive their pensions, although for the elderly, getting used to this change is a significant challenge both psychologically and in terms of skills, Lieutenant Colonel Nguyen Manh Toan shared.

As a border commune, with villages like Hong Lech Cuong located far from the commune center and adjacent to Laos, Thanh Hung commune ( Dien Bien district) has promptly organized security and order teams with 48 officers evenly distributed across 16 villages. The communication link between these teams and the commune police is always smooth and efficient. The regular police force had been deployed to the commune beforehand and proactively prepared for the new situation. Therefore, when taking on additional tasks from the Dien Bien District Police after its dissolution, the Thanh Hung commune police were able to both assume functions and duties while maintaining operations without any difficulties or interruptions. The commune police station is only 200 meters from the commune People's Committee office, making it convenient for residents to access public services. Lieutenant Colonel Bui Hong Phong, Head of the commune police, said: Due to the unique characteristics of the area, many residents are unfamiliar with using public services, so the commune police have divided themselves to guide and support residents in all situations. With professional training and a long history of working at the Thanh Hung Commune Police, Senior Lieutenant Nguyen Phung Anh has accumulated a wealth of practical experience in the area. Upon receiving investigation assignments, the commune police, through the network of security and order teams and the active reporting of crimes by local residents, have quickly detected, prevented, and promptly handled many cases. Regularly meeting and interacting with the people, encouraging and warning them, Senior Lieutenant Nguyen Phung Anh and his colleagues have helped the villagers avoid and resist phone scams. Even in a particularly difficult border commune like Thanh Hung, there have been cases where residents were scammed out of nearly 1 billion VND because they trusted "friends they met on the phone."
Colonel Ngo Thanh Binh, Director of the Dien Bien Provincial Police, said that, strictly implementing the directives of the Government, the Prime Minister, the Ministry of Public Security, the Provincial Party Committee, and the People's Committee of Dien Bien province, from March 1st to the present, the provincial police forces, with a high sense of responsibility, have proactively deployed tasks in a systematic, scientific, synchronized, and effective manner to serve the people; contributing to maintaining political security, ensuring public order, and effectively serving the socio-economic development of the province... The Dien Bien Provincial Police also took over five additional state management tasks from departments and agencies regarding drug addiction treatment and post-treatment management; network information security; criminal records and the provision of public services for issuing criminal record certificates; driver's license examination and issuance...
People don't have to travel far, saving costs.
Located right next to the busy National Highway 6, the newly established Moc Son Ward Police Station (Moc Chau, Son La) inherited the former Moc Chau District Police Station, making it familiar to local residents. From March 1st, 2025, the ward police station has taken on additional responsibilities: receiving and processing applications for residence registration and management, and receiving and managing applications for driver's license renewals and vehicle registration. This is incredibly convenient, as previously, Moc Chau residents sometimes had to travel hundreds of kilometers to Son La city to complete the procedures for renewing their driver's licenses and registering their vehicles. Now, they can go directly to the ward police station to do these things, or use the online public service portal. As a mountainous province with the third largest natural area in the country, before the transfer of the responsibility for issuing and renewing driver's licenses to the Public Security sector, Son La only had one location handling this function, at the Provincial Public Service Center. According to Lieutenant Colonel Nguyen Trung Kien, Deputy Head of the Traffic Police Department of Son La Provincial Police, the Provincial Police Directorate has directed the establishment of 12 additional points for receiving applications for driver's license renewal, spread across police stations in wards and communes throughout the province. People are enthusiastic about the convenient procedures, and as of March 1st, the Moc Son Ward Police Station received 50 applications for driver's license renewal, revealed Lieutenant Colonel Vu Dinh Chien, Head of the Moc Son Ward Police Station. The reduced travel time, cost savings, and eased pressure on the driver's license renewal process have significantly eased the burden on local residents. “Being close to the people and deeply involved with them, the local police force understands first and foremost the thoughts, feelings, aspirations, and needs of the people in their daily lives, making it easier to meet their legitimate requests,” Lieutenant Colonel Vu Dinh Chien confided. Prior to March 1st, many officers and soldiers had undergone training to familiarize themselves with new tasks such as: conducting driving tests and issuing/renewing driver's licenses; and issuing criminal record certificates, so that the needs of the people could be met immediately without interruption.
Located in the heart of Moc Chau town, Moc Son ward enjoys a cool climate year-round, attracting many tourists. The ward has a population of less than 10,000 people, not including approximately 2,000 permanent residents. However, during the Lunar New Year 2025 (January and February), Moc Chau town, with Moc Son ward as the focal point, welcomed hundreds of thousands of tourists, generating a total social revenue of 1,300 billion VND. With a heavy workload and high responsibility, "the local police force has made tremendous efforts, vigorously implementing assigned tasks, including those that have been recently received, ensuring synchronization and effectiveness, best serving the legitimate needs of the people, and making effective and practical contributions to the socio-economic development of the province," as noted by Major General Dang Trong Cuong, Director of the Son La Provincial Police.
