Announcing 6 major problems in science and technology, digital transformation in the field of National Defense

The Ministry of National Defense affirmed that the announcement of the list of major problems in science, technology, innovation and digital transformation in 2025 demonstrates the determination and specific steps in implementing Resolution No. 57-NQ-TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation development and Resolution No. 71/NQ-CP dated April 1, 2025 of the Government on amending and supplementing the Government's Action Program to implement Resolution No. 57-NQ-TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation development.

The list includes 6 problems focusing on strategic areas, directly serving the goal of modernizing national defense and protecting sovereignty in the new context.

First, the problem of high-performance computing platforms serving the protection of national sovereignty in cyberspace.

The desired outcome of the problem is that this platform is built and optimized specifically for activities aimed at protecting national sovereignty in cyberspace.

Specifically: Forecasting information security risks; proposing incident response plans; analyzing malware, investigating numbers; testing and evaluating defense capabilities; evaluating system performance.

Second, the problem of infrastructure management and information technology potential to serve the protection of national sovereignty in cyberspace.

The expected results of the problem: Establish network profile management; manage specialized systems; monitor network infrastructure, warn of risks; mobilize, utilize, and concentrate resources to solve military and defense tasks.

Third, the problem of sharing and exploiting cross-sectoral cybersecurity data and automatically identifying and preventing threats in cyberspace.

The expected results of the problem: Collect data, update, synchronize data from multiple sources; control database exchange and sharing; secure one-way data exchange; warn, identify, and prevent threats.

Fourth, the problem of building and developing infrastructure and secure network connection solutions to serve national digital transformation.

The expected results of the problem: Control Internet connection activities and network traffic; allow secure two-way data transmission; prevent the risk of data loss.

Fifth, the problem of applying technology to simulation systems for training.

The desired result of the problem is to build realistic 3D simulation systems.

Specifically: Simulation of operations according to technical features; simulation for training in exploitation and operation; simulation for training activities; simulation for research, improvement and upgrading.

Sixth, the problem of mastering the technology of manufacturing hardware, operating systems, and software for computers, tablets, and phones serving military and defense missions.

The expected results of the problem: Master the technologies for developing phones and operating systems; developing semiconductor chips; building production lines.
