Civil servants will be scored on monthly KPIs.

The Government has just announced the Draft Decree on evaluating and classifying the quality of civil servants, with an important new point being the application of KPI index for monthly monitoring and scoring, as a basis for year-end classification, linked to arrangement, use and treatment.

According to the Draft, KPI will be the key tool to measure the level of task completion, based on quantity, quality, and work progress associated with each job position.

Monthly scoring results account for 70% of the total year-end score; the remaining 30% is based on criteria such as political qualities, ethics, discipline, and attitude towards serving the people.

The set of criteria focuses on three groups: qualities, ethics, public service discipline; professional capacity, work efficiency; innovation, creativity, daring to think and dare to do.
