Civil servants will be evaluated based on their monthly KPIs.

The government has just announced the Draft Decree on evaluating and classifying the quality of civil servants, with an important new point being the application of KPIs to monitor and score monthly, serving as the basis for year-end classification, linked to placement, utilization, and remuneration.

According to the draft, KPIs will be the central tool for measuring task completion, based on the quantity, quality, and progress of work associated with each job position.

Monthly performance reviews account for 70% of the total year-end score; the remaining 30% is based on criteria related to political qualities, ethics, discipline, and attitude towards serving the people.

The criteria focus on three groups: qualities, ethics, and discipline in public service; professional competence and work efficiency; and innovation, creativity, and a willingness to think outside the box and take risks.
