Comrade Nguyen Thanh Sinh - Vice Chairman of the Provincial People's Committee - presided over the meeting at the provincial level.

According to a report from the Department of Agriculture and Environment, the entire province has implemented the 120-day plan, with 100% of communes and wards establishing steering committees and support teams.
The Department of Agriculture and Environment issued a detailed plan, assigned specific tasks, organized technical guidance conferences, and provided training for staff.
The Land Registration Office established 5 working groups to implement land surveying, mapping, and cadastral record preparation; provide direct guidance to communes participating in the overall project; and compile data periodically every 3 days.
The Provincial Steering Committee and relevant departments regularly monitor and inspect progress, and address any difficulties to ensure implementation according to plan.

As of May 18, 2026, significant progress has been made in reviewing, enriching, and cleaning land data. Specifically, for the 0.55 million land parcels for which databases have been established but are not yet complete, the province has reviewed over 196,500 parcels (achieving 71.8% of the target for the first phase). For the approximately 2.4 million land parcels for which databases only contain spatial data, lacking attribute and legal information fields, information has been updated and supplemented for 462,778 parcels (achieving 19.5% of the plan).
The cadastral surveying and mapping work in the 27 communes under the overall project has also achieved many results, with the surveyed area reaching 27,596.6 hectares out of a total of 92,748.09 hectares, corresponding to approximately 30% of the planned design.
The database operating system continues to be reviewed to ensure secure transmission lines and equipment; data is synchronized with the national land and population database and updated in real time.



At the conference, communes and wards reported on the progress of their tasks, highlighting difficulties such as old, handwritten land certificates, lost documents, and a large workload while manpower is limited.
Local authorities proposed strengthening technical guidance, adding tools to support data processing, and establishing mechanisms for connecting and synchronizing with population data.
Members of the Steering Committee and relevant departments also focused on discussing solutions to strengthen inter-agency coordination, monitor progress, and resolve difficulties in order to complete the database according to plan.


Concluding the conference, Vice Chairman of the Provincial People's Committee Nguyen Thanh Sinh affirmed that surveying, compiling cadastral records, and building a land database is a particularly important political task, serving state management, socio-economic development, and the building of a digital government.
The Vice Chairman of the Provincial People's Committee acknowledged the efforts of the localities, especially the village heads, neighborhood group leaders, and grassroots working groups in implementing the 120-day campaign. At the same time, he requested that localities tighten administrative discipline, enhance the responsibility of leaders; and criticized units that were behind schedule, lacked proactive coordination, or did not pay sufficient attention to their assigned tasks.
Vice Chairman of the Provincial People's Committee Nguyen Thanh Sinh directed that from now until the end of June 2026, localities must shift their focus from reporting difficulties to proactively proposing solutions to overcome them, determined to complete the objectives according to Plan 149/KH-UBND of the Provincial People's Committee. Members of the Steering Committee in charge of the area must directly go to the grassroots level to inspect and supervise; localities that are behind schedule or have low completion rates will be held accountable in the evaluation of officials.

To achieve the goal of reviewing, enriching, and cleaning up 0.55 million land parcels, the Department of Agriculture and Environment, the Land Registration Office, and local authorities need to focus on completing this by May 2026; and strengthen daily data updates and reporting to ensure progress monitoring by the Ministry of Agriculture and Environment .
Regarding the more than 2.4 million land parcels that still require verification and information standardization, the comrade requested that localities focus on resolving difficulties in a flexible manner, closely adhering to the practical management situation at the grassroots level; and update information according to the current management and actual use status in villages, hamlets, and residential areas to accelerate progress.
To ensure resources and implementation progress, the Vice Chairman of the Provincial People's Committee assigned the Provincial Police to coordinate the effective exploitation of population data for information verification; members of the Steering Committee were instructed to strengthen inspections, directly go to the grassroots level to resolve difficulties, and prevent delays and shirking of responsibility. Localities were urged to proactively mobilize additional personnel to support data entry and processing technology; and to strengthen coordination with training institutions to support human resources in disadvantaged areas.
Regarding field surveying work, the comrade requested that consulting units follow the principle of "completing the survey and documentation simultaneously," accelerating progress in the 27 communes included in the project. At the same time, he instructed the Department of Finance to urgently advise on the allocation and disbursement of funds for surveying, database construction, and support for personnel participating at the grassroots level; communes that have not yet completed their budget estimates should urgently submit their documents before May 26, 2026.
The Vice Chairman of the Provincial People's Committee also emphasized that no inconvenience should be caused to the people during the implementation process. Working groups must proactively go down to the villages and hamlets to support people in filling out and registering on the spot, especially in remote areas and areas inhabited by ethnic minorities; absolutely no one should have to travel multiple times to complete the procedures.
