The index to assess the level of digital transformation for small and medium enterprises is designed to include 6 main pillars: Digital experience for customers, strategy, infrastructure and digital technology , operations, digital transformation of corporate culture, data and information assets. Each pillar includes specific components, quantified into 60 criteria to comprehensively assess the level of digital transformation of an enterprise.
Each criterion in the 6 pillars is scored on a 5-level scale, from "not yet started" (level 0) to "leading" (level 5), depending on the rate of digital transformation application in business operations. Notably, the index does not only stop at assessing the current situation, but also has an orientational nature by providing specific descriptions for each score level so that businesses can easily visualize and improve.
Mr. Nguyen Xuan Son, Director of the Department of Science and Technology, said that the development of this index is part of the city's major orientation on developing digital government, digital economy and digital society. The index will be a transparent and accessible assessment tool, thereby helping small and medium-sized enterprises to approach digital transformation in a practical way and in line with the unit's capacity. The special feature of the index is the ability to integrate online, allowing businesses to score online and receive suggestions for digital transformation roadmaps based on the assessment results.
In order to accompany businesses in the digital transformation process, as well as effectively implement the Index to assess the level of digital transformation for small and medium enterprises, the Department of Science and Technology has built and put into operation the digital platform "For businesses" integrated on the Hue-S platform. This is a convenient, fast and effective digital space for businesses, aiming to improve management efficiency and competitiveness for the local business community.
With an intuitive interface, diverse practical and friendly functions, the "For businesses" digital platform is organized into 3 main content blocks: Displaying business information; integrating essential functions such as reflection, e-commerce, policy access, digital transformation level assessment, digital transformation training, business promotion and a news block that continuously updates the situation, policies, events related to production and business activities, information on market trends, digital transformation and business opportunities for local businesses.
The representative of the Hue City Smart City Operation and Monitoring Center (IOC) said that the "For Businesses" digital platform is an important part of the city's digital transformation ecosystem. With integrated tools, the platform helps businesses, especially small and medium-sized enterprises, easily access technology, digitize processes, optimize costs and expand markets. It is also an effective bridge between businesses and management agencies, contributing to promoting the formation of a digital economy, digital government and digital society in Hue.
Businesses easily connect and interact with the government
According to a survey by the Department of Science and Technology, most small and medium-sized enterprises in the area are currently at the "starting" or "beginning" stage in the digital transformation journey. Many businesses only have a simple Facebook fanpage, do not have a professional website or have a limited electronic invoice application, and manage customers using Excel...
Ms. Le Thi Nhu Quynh, Director of Bach Ma Herbals Production and Service Co., Ltd. shared that if referring to the level of participation in digital transformation of enterprises according to the Index set by the Department of Science and Technology, the self-assessment unit is still at the level of intersection between "starting" and "beginning". Currently, the enterprise has set up an e-commerce website, doing business on e-commerce platforms, and testing management and customer care software as well as the accounting department has integrated software tools for revenue and sales statistics. There are still limitations in management and marketing activities, so small enterprises like Bach Ma Herbals want to be trained and guided in applying the Index set as well as participating in the digital platform "For businesses" on Hue-S.
At the launching ceremony of the digital platforms "For businesses" and "Digital work" serving the local business community, Mr. Phan Quy Phuong, Vice Chairman of the People's Committee of Hue City, said that supporting businesses to access policies, knowledge, skills and digital transformation tools to improve their adaptability and competitiveness in the digital economy era is always a top priority of the city. Through the digital platform "For businesses" or the set of indicators to assess the level of digital transformation for small and medium enterprises, businesses will have favorable conditions to connect and interact with the government, quickly access information, support policies, participate in training programs, and consult on digital transformation online.
Evaluating and quantifying the level of digital transformation not only helps businesses review their own capacity, but also helps local management agencies identify priority groups that need support. In the context of Hue promoting the implementation of Resolution 57 of the Politburo as well as promoting the development of the private economy, promoting digital transformation for small and medium enterprises is considered the key to improving competitiveness and sustainable development.
