The digital transformation index for small and medium-sized enterprises (SMEs) is designed with six main pillars: Digital customer experience, strategy, digital infrastructure and technology , operations, digital transformation of corporate culture, and data and information assets. Each pillar includes specific components, quantified into 60 criteria to comprehensively assess the level of digital transformation of a business.
Each criterion across the six pillars is scored on a five-point scale, from "not yet started" (level 0) to "leading" (level 5), depending on the rate of digital transformation application in business operations. Notably, the index not only assesses the current state but also provides guidance by offering specific descriptions for each score level, making it easier for businesses to visualize and improve.
Mr. Nguyen Xuan Son, Director of the Department of Science and Technology, said that the development of this index is part of the city's major orientation towards developing digital government, digital economy , and digital society. The index will be a transparent and accessible evaluation tool, helping small and medium-sized enterprises (SMEs) to approach digital transformation in a practical way that suits their capabilities. A special feature of the index is its online integration capability, allowing businesses to score online and receive suggestions for a digital transformation roadmap based on the evaluation results.
To support businesses in their digital transformation process and effectively implement the set of indicators for assessing the level of digital transformation for small and medium-sized enterprises, the Department of Science and Technology has developed and launched the "For Businesses" digital platform, integrated on the Hue-S platform. This is a convenient, fast, and efficient digital space for businesses to connect, aiming to improve management efficiency and competitiveness for the local business community.
With its intuitive interface, diverse and practical functions, and user-friendly design, the "For Businesses" digital platform is organized into three main content blocks: displaying business information; integrating essential functions such as feedback, e-commerce, policy access, digital transformation assessment, digital transformation training, and business promotion; and a news block that continuously updates the situation, policies, and events related to business operations, market trends, digital transformation, and business opportunities for local businesses.
Representatives from the Hue City Smart City Operations and Monitoring Center (IOC) stated that the "For Businesses" digital platform is a crucial part of the city's digital transformation ecosystem. With its integrated tools, the platform helps businesses, especially small and medium-sized enterprises (SMEs), easily access technology, digitize processes, optimize costs, and expand markets. It also serves as an effective bridge between businesses and management agencies, contributing to the development of a digital economy, digital government, and digital society in Hue.
Businesses can easily connect and interact with the government.
According to a survey by the Department of Science and Technology, the majority of small and medium-sized enterprises (SMEs) in the area are currently at the "starting" or "beginning" stage in their digital transformation journey. Many businesses only have a simple Facebook fan page, lack a professional website, and have limited use of electronic invoicing applications, managing customers using Excel, etc.
Ms. Le Thi Nhu Quynh, Director of Bach Ma Herbals Production and Trading Service Co., Ltd., shared that, according to the index set developed by the Department of Science and Technology, the company's self-assessment shows that it is still at a transitional stage between "starting" and "beginning." Currently, the company has established an e-commerce website, conducts business on e-commerce platforms, and is testing management and customer care software. The accounting department has also integrated software tools for revenue and sales statistics. However, there are still limitations in management and marketing activities, so small businesses like Bach Ma Herbals hope to receive training and guidance on applying the index set and participating in the "For Businesses" digital platform on Hue-S.
At the launch ceremony of the "For Businesses" and "Digital Work" digital platforms serving the local business community, Mr. Phan Quy Phuong, Vice Chairman of the People's Committee of Hue City, stated that supporting businesses in accessing policies, knowledge, skills, and tools for digital transformation to enhance their adaptability and competitiveness in the digital economy era has always been a top priority for the city. Through the "For Businesses" digital platform and the set of indicators for assessing the level of digital transformation for small and medium-sized enterprises, businesses will have favorable conditions to connect and interact with the government, quickly access information and support policies, and participate in online training and consulting programs on digital transformation.
Evaluating and quantifying the level of digital transformation not only helps businesses assess their current capabilities but also helps local authorities identify priority groups requiring support. In the context of Hue's efforts to implement Resolution 57 of the Politburo and promote the development of the private sector, accelerating digital transformation for small and medium-sized enterprises (SMEs) is considered key to enhancing competitiveness and sustainable development.
