Enhance discussion and leverage collective intelligence.
One of the most noticeable changes is the shift away from traditional branch meetings that rely heavily on reading resolutions verbatim, which can easily foster passivity. Instead, the approach emphasizes exchange, discussion, and leveraging collective intelligence among cadres and party members. Through these meetings, party members analyze and dissect issues, and discuss solutions for leading and directing the implementation of tasks in accordance with the specific conditions of their respective localities and units.
The recent Party branch meeting in residential area 20, Kim Long ward, is a vivid example of this spirit of innovation. The meeting took place in a democratic, open, and responsible atmosphere, moving away from the mechanical application of documents. After the Party branch secretary informed and explained the new contents of the Politburo and the Secretariat; the preparations for the 14th National Congress of the Party; the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; and the initial results of the two-tiered local government model… the Party members in the branch engaged in lively discussions, directly relating the issues to their specific tasks in the residential area.
According to Le Quang Toa, Secretary of the Party Branch of Residential Area 20, Kim Long Ward: “Innovating Party branch activities should not only be about form, but must be demonstrated through concrete actions and a new mindset in approaching resolutions. Each content of the discussion must be linked to the practical issues of the residential area, so that Party members clearly understand their role and responsibility, and how to bring the most effective results for the people through concrete actions.”
Following the directives of the Kim Long Ward Party Committee, on the eve of the 14th National Congress of the Party, the Party Branch of Residential Area 20 mobilized cadres, Party members, and the people to simultaneously display Party flags and national flags to welcome this important political event. The streets adorned with red flags not only created a joyful and solemn atmosphere but also demonstrated the high level of consensus and unity among the people under the leadership of the Party branch.
From that foundation of consensus, many practical issues affecting people's lives, such as environmental sanitation, street beautification, building cultural neighborhoods, supporting disadvantaged families; and promoting and mobilizing people to participate in cultural, artistic, and sports activities, and in response to major holidays of the homeland, the country, and the city... were all discussed democratically in Party branch meetings, quickly concretized into actions and movements with the active participation of a large number of people.
Not only in TDP 20, but the renewal of Party branch activities is being implemented synchronously and flexibly in many localities throughout Hue City. Besides regular meetings, many Party branches proactively organize thematic meetings related to studying and following the ideology, ethics, and style of Ho Chi Minh; and thematic meetings on leadership in digital transformation, administrative reform, building a civilized urban lifestyle, environmental protection, social welfare, land clearance, etc. Through these activities, the role of the Party as a bridge between the Party and the people is increasingly strengthened; and the people's trust in grassroots Party organizations is constantly being enhanced.
The role of the leader is a key factor.
Mr. Nguyen Dinh Dang, Secretary of the Party Branch of Residential Area 10-11 An Dong, An Cuu Ward, shared: “Through Party branch meetings, the responsibilities of each Party member are more clearly defined, and the spirit of pioneering and exemplary conduct is promoted. This is also an important channel for the Party committee to promptly grasp the thoughts and aspirations of the people, thereby improving the effectiveness of leadership and guidance at the grassroots level.”
In practice, the quality of Party branch meetings depends greatly on the role and responsibilities of the Party branch secretary. Recognizing this, the Hue City Party Committee has focused on training Party work skills and expertise for Party branch secretaries, especially those in residential areas and neighborhoods. As a result, many Party branch secretaries have proactively innovated their meeting management methods, carefully prepared the content, initiated discussions, and assigned specific tasks to each Party member after the meeting, overcoming the problem of formality and "talking a lot but doing little."
The reform of Party branch activities in Hue City has been bringing about positive changes, contributing to enhancing the leadership capacity and fighting strength of Party organizations at the grassroots level. Party branch activities are becoming more in-depth and substantive; the sense of responsibility and self-improvement of Party members are enhanced; and the close relationship between the Party and the people is becoming increasingly strong.
In discussions with many grassroots officials and Party members, a common point mentioned was that the Politburo's Directive No. 50-CT/TW dated July 23, 2025, on "Continuing to innovate and improve the quality of Party branch activities in the new period" has truly created a new impetus. The Directive clearly defined the requirements for innovation, opening up a flexible, practical approach suitable for each type of Party branch in the new period...
