On May 21st, the Quang Ninh Provincial People's Committee held a conference to conduct an in-depth analysis of the province's PAR INDEX, SIPAS, PCI, and BPI for 2025, and to implement tasks for 2026. Attending the conference were Mr. Bui Van Khang, Chairman of the Quang Ninh Provincial People's Committee, leaders from the Vietnam Chamber of Commerce and Industry (VCCI), and the Administrative Reform Department ( Ministry of Interior ).
Experts from VCCI and the Ministry of Interior have outlined several solutions to improve Quang Ninh province's indicators in the coming period, focusing on effectively implementing key administrative reform tasks, accelerating the removal of institutional barriers, simplifying procedures, and allocating resources to fulfill the criteria for becoming a centrally-governed city.


Experts point out that Quang Ninh needs to upgrade and develop a dedicated webpage on administrative reform, strengthen guidance and support for businesses in carrying out administrative procedures online, remove land-related bottlenecks, continue dialogue between the government and businesses, especially regarding capital and export markets, and promote the development of the blue marine economy …
Experts also pointed out shortcomings and limitations in the implementation of the PAR INDEX, SIPAS, PCI, and BPI indicators for 2025 in Quang Ninh province. Specifically, some agencies, units, and localities have at times lacked decisiveness in leadership, direction, and organization of administrative reform and improvement of the investment and business environment.
Based on expert analyses, Mr. Bui Van Khang, Chairman of the Quang Ninh Provincial People's Committee, requested that departments, agencies, and localities continue to enhance the responsibility of their leaders. This includes tightening administrative discipline and accountability in the performance of official duties. The focus should be on improving the quality of administrative procedures and the level of satisfaction of citizens and businesses, promoting digital transformation, enhancing the effectiveness of online public services, and improving the quality of the staff, civil servants, and public employees.
Units need to strengthen training programs, significantly improve the investment and business environment, enhance the quality of economic management, focus on developing the private sector, improve the quality of the BPI Index, and strengthen monitoring, inspection, and supervision of implementation results.

At the same time, relevant departments and agencies will monitor and urge the implementation of PAR INDEX, SIPAS, PCI, BPI indicators, digital transformation, online public services, and the tasks assigned by the Government and the Prime Minister. They will periodically review and publicize results, promptly rectify areas with slow implementation, and strengthen supervision and feedback to effectively serve leadership and guidance in 2026 and the subsequent period.
The Provincial People's Committee is the focal point for regularly inspecting and evaluating the results of implementing the indicators, using them as an important basis for assessing the level of task completion of agencies, units, and their heads.
According to the 2025 assessment results, Quang Ninh province's Public Administration Reform Index (PAR INDEX) reached 93.16/100 points, an increase of 1.67 points compared to 2024, ranking second out of 34 provinces and cities nationwide. The 2025 assessment results for the Citizen Satisfaction Index with Administrative Services (SIPAS) for Quang Ninh province reached 88.33%, ranking second out of 34 provinces and cities nationwide, 2.79% lower than the leading unit (which achieved 91.12%).
In 2025, Quang Ninh's Provincial Competitiveness Index (PCI) reached 67.55 points, continuing to be among the top 5 localities with "Good" provincial-level economic governance quality. This marks the 13th consecutive year that Quang Ninh has maintained its position among the leading provinces nationwide in terms of PCI.
