On the evening of November 15th, Lieutenant Colonel Lai The Linh – Deputy Head of the Traffic Police and Public Order Team of Hue City Police (Thua Thien - Hue) – stated that the unit promptly dispatched officers to help a patient suffering from severe heart failure to Hue Central Hospital for treatment.
Earlier, via the emergency hotline 1900.1075, the Hue City Police received a report that a person in Phu Duong commune was seriously ill and in life-threatening condition, requiring immediate emergency medical attention. Meanwhile, the floodwaters were too high, and it was dark, making it impossible for any local residents to reach the person.
Traffic police officers waded through floodwaters to push their boats to reach people in distress.
Despite the heavy rain and high water levels, the Waterway Traffic Police team of the Hue City Police Department's Traffic and Order Division quickly dispatched officers to the patient's home to transport them to the hospital.
The person rescued was Mr. Le Van Mau (residing in Phu Duong commune). Mr. Mau suffered from a severe heart condition and experienced a sudden attack of pain; he was surrounded by water on all sides, making it impossible for him to reach the hospital.
From the night of November 14th until now, police units and local authorities throughout Thua Thien Hue province have promptly transported many pregnant women, the elderly, children, and people with serious illnesses to hospitals for timely treatment; at the same time, they have helped people move their belongings to safe places. The forces have also coordinated to provide temporary accommodation, food, and supplies for evacuated people and households facing difficulties.
Police officers successfully reached the victim, brought him onto a speedboat, and transported him to the hospital for timely emergency treatment.
At noon on November 15th, local police also rescued six sisters whose boat capsized. These six had hired a boat to cross the floodwaters and return home to Kim Doi village (Quang Thanh commune, Quang Dien district). However, while passing the Quang Thanh commune cultural center, they encountered strong currents and the boat overturned. Fortunately, the authorities reacted quickly and rescued them in time.
On the same day, police officers from An Cuu ward (Hue City) waded through floodwaters to push a boat and rescue a 90-year-old woman residing at 296 Phan Chu Trinh Street (Hue City) who was "trapped" in her flooded house. That morning, An Cuu ward police also assisted a pregnant woman in labor during the heavy rain and flooding, taking her to a medical facility to give birth.
The police in Huong Tra town also coordinated with the local people to promptly rescue a married couple who were buried under rocks and soil in a landslide caused by heavy rain in Binh Tien commune (Huong Tra town).
According to information from the Thua Thien Hue Provincial Steering Committee for Disaster Prevention and Search and Rescue, heavy rain, and in some places very heavy rain, has fallen in Thua Thien Hue over the past 6 hours (from 7:00 AM to 1:15 PM). Over the next 6 hours, moderate to heavy rain, and in some places very heavy rain, will continue in Thua Thien Hue province, with rainfall amounts generally ranging from 40 to 80 mm, and exceeding 100 mm in some areas.
There is a very high risk of flash floods on small rivers and streams, and landslides on slopes, especially in Phong Dien, A Luoi, Nam Dong districts, Huong Tra, Huong Thuy, Phu Loc towns, and Hue City. There is also a high risk of prolonged flooding in urban areas and low-lying regions.
