The resolution on piloting a number of specific mechanisms and policies for the development of Hai Phong city will be a boost for the new Hai Phong after the merger to clear bottlenecks.

Carry the spirit of "dare to think, dare to do"

In June 2025, at the 9th Session, the 15th National Assembly unanimously passed a Resolution on piloting a number of specific mechanisms and policies for the development of Hai Phong city. The Resolution consists of 12 articles, with 6 groups of specific mechanisms and policies.

The issuance of the resolution is an urgent requirement not only for Hai Phong, but also to create a driving force to spread and promote double-digit growth for the Red River Delta region in the period of 2026-2030. The resolution is built on the basis of thoroughly grasping the major orientations from the four breakthrough resolutions - the "four pillars" of the Politburo. The Ministry of Finance, the agency assigned by the Government to preside over the drafting of the Resolution, has closely coordinated with Hai Phong city and Hai Duong province to assess the current situation and development potential, thereby proposing appropriate policy mechanisms for the new administrative unit organization model after the merger.

Resolution No. 226/2025/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong city takes effect from July 1, 2025. The Resolution stipulates many specific mechanisms and policies for the development of 5 general policy groups including investment management; finance, state budget; planning, urban and natural resources, environment; science and technology, innovation; policies on the regime of civil servants, public employees, experts, scientists, talented people, managers, and highly qualified workers.

Among them, many policies are outstanding such as decentralization and delegation of authority to the City People's Committee in approving and adjusting investment policies for port and port area construction projects. Piloting financial mechanisms to implement measures to reduce greenhouse gas emissions according to carbon credit exchange and offset mechanisms. Allowing land recovery to develop logistics centers, logistics services and some projects serving public interests, in accordance with local realities...

Regarding the group of policies on science and technology, innovation also has many breakthrough mechanisms such as piloting tax incentives for creative startups; supporting the development of semiconductor microchips and artificial intelligence. The Resolution allows the City People's Committee to decide on controlled testing of new technology solutions; establishing a Venture Capital Fund to invest capital in high-tech enterprises, science and technology enterprises, creative startups, etc.

The notable and important point in Resolution 226 is that the National Assembly agreed to establish the Hai Phong Free Trade Zone with a series of specific policies. The specific policies are based on international practices: applying special investment regimes to priority projects, allocating land without auction, allowing the use of foreign currency, allowing goods to be transferred through border gates and carrying out customs procedures according to the model of "One declaration - One inspection - One approval". This model will be piloted, strictly inspected, and serve as a basis for nationwide replication in the future.

The push to expand space, room for development

With its important strategic position, the Central Government has always paid special attention to Hai Phong's development for the region and the country. With Resolution 45 of the Politburo and Resolution 35 of the National Assembly, over the past 5 years, the city has continued to invest in key areas such as high-tech industrial development, logistics seaports, commercial tourism, focusing on improving planning and investment in transportation, infrastructure, smart cities, attracting investment, improving the business environment, improving the quality of human resources and improving people's lives...

Along with the joy after the merger, Hai Phong expanded its natural area, population size, and economic scale significantly, Resolution 226 replacing Resolution 35 of the National Assembly is the basis and foundation for the city to seize opportunities, take full advantage of advantages to make a breakthrough.

At the scientific workshop "Building a socialist model associated with socialist people in Hai Phong" held at the end of May 2025, organized by the Hai Phong City Party Committee in coordination with the Communist Magazine, Associate Professor, Doctor Le Minh Thong, former assistant to the Chairman of the National Assembly, said: In the current conditions, Hai Phong is one of the few localities that has all three factors of favorable weather, favorable terrain, and favorable people for development. Hai Phong has a strategic location as a seaport, a gateway to the North, is an open city and can access the world very quickly. Hai Phong has grown strongly and continuously in recent years, with a wide open development space. Now, after the merger of two lands and two cultures that are typical of Northern culture, it has created new potential and more development opportunities for the new Hai Phong.

Mr. Nguyen Quang Vinh, Vice President of the Vietnam Federation of Commerce and Industry (VCCI), commented that after the merger, Hai Phong will be one of the cradles of economic development and will certainly be the leading city in the country's growth. With its new role and position after the merger, Hai Phong needs a special mechanism strong enough to clear bottlenecks and develop breakthroughs.

Hai Phong is newly positioned as a major locality of the country, developing towards the sea, affirming the position of the ancient Eastern land. And the Resolution on piloting a number of specific mechanisms and policies for Hai Phong's development will create a boost for the city to develop, attract domestic and foreign investment, promote economic integration in many key economic sectors, and realize the goals of Resolution 45 of the Politburo.
