Also attending were Bui Huyen Mai, Member of the Standing Committee of the City Party Committee and Secretary of the Thanh Xuan District Party Committee; Pham Thi Thanh Mai, Deputy Head of the Hanoi City National Assembly Delegation; and representatives from various city departments and agencies.

The voter outreach event was held in a hybrid format, combining in-person and online participation, with the main venue located in Cau Giay district.

It is proposed that preferential policies be implemented soon to help restore production after Typhoon No. 3.

During the meeting with constituents, National Assembly representatives provided information on the planned agenda for the 8th Session of the 15th National Assembly and summarized responses to constituents' requests regarding issues within the jurisdiction of the National Assembly, the Government, central ministries and agencies, and the Hanoi People's Committee. Accordingly, the 8th Session of the National Assembly is expected to consider and pass 16 laws, 2 resolutions, and provide feedback on 12 draft laws.

Voters expressed joy and enthusiasm, placing their trust in the Party's guidelines and policies, and the State's policies, with 26 legislative items; 9 groups of items on socio -economic issues, the State budget, supervision, and other important matters passed at the 8th Session of the 15th National Assembly. At the same time, voters expressed concern about solutions to overcome the consequences of Typhoon No. 3; the reorganization of administrative units; salaries for preschool teachers, etc.

Voters in Thanh Xuan district hope that the National Assembly will soon consider and issue a Resolution approving the rearrangement of administrative units at the district and commune levels in Hanoi and other provinces and cities nationwide, ensuring the necessary criteria are met for early implementation; that the National Assembly restore the Committee for the Protection and Care of Children to have the best state management agency for children, representing the legitimate rights and interests of children, and meeting the requirements of the current social situation; and that the National Assembly research and consider a plan to reimburse people for outpatient treatment at basic-level hospitals (provincial hospitals of level 2 and level 1 - not classified as the final level) (possibly reimbursed at a suitable percentage) to ensure people's rights when participating in health insurance.

Voters in Cau Giay district suggested that the National Assembly should strengthen supervision, inspection, and rectification of the activities of the government and law enforcement agencies to protect, maintain, and promote the achievements of the viewpoint "economic development linked with maintaining political stability"; avoiding the separation and merger of organizations and apparatuses to maintain long-term stability...

Following the devastating impact of Typhoon No. 3, voters requested that the National Assembly and the Government implement specific and timely preferential policies to help businesses and people restore production, rebuild and repair houses, and prioritize investment in educational facilities in mountainous areas. They also requested consideration and a unified approach to mobilizing public support for those affected by the typhoon and floods, ensuring effectiveness and avoiding duplication of efforts.

The Capital City Law will improve the quality of the People's Council's operations.

Responding to the voters' suggestions, Deputy Head of the Hanoi National Assembly Delegation Nguyen Ngoc Tuan stated that this was the first voter outreach activity of the Hanoi National Assembly Delegation before the session. The opinions and suggestions from voters in the three districts of Cau Giay, Nam Tu Liem, and Thanh Xuan were very heartfelt, demonstrating their close monitoring of the activities of the legislative body, the oversight activities, and the decisions made by the National Assembly on important issues. He requested that the districts consider and select those suggestions within their jurisdiction for resolution.

The Chairman of the City People's Council stated that the city is implementing major key tasks related to planning, especially the amended Law on the Capital City. Therefore, all levels and sectors need to strengthen propaganda efforts to ensure that officials, Party members, the people, and voters understand and effectively implement the policies of the Law.

Regarding the recovery efforts following Typhoon No. 3, Comrade Nguyen Ngoc Tuan stated that the Government has implemented several important measures, including postponing and extending tax payments for businesses. Currently, Hanoi City has also issued specific directives on these matters. It is expected that the special session of the Hanoi City People's Council in early October 2024 will also consider several policies for the agricultural sector, investment policies for infrastructure projects, dams, and social welfare.

Currently, the city is focusing on implementing key projects, accelerating the socio-economic development tasks for the 5-year period 2021-2025; at the same time, organizing many activities to commemorate the 70th anniversary of the liberation of the capital; conducting defense zone exercises… The Chairman of the City People's Council requested the districts to focus on solutions to complete the targets according to the plan; remove difficulties for people and businesses, and ensure good social welfare in the locality.

Regarding voters' opinions on administrative unit reorganization, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan stated that Hanoi has fully followed all procedures, and it is expected that after the reorganization, there will be 518 communes and wards, a reduction of 61 units. The content regarding the development of public education is in line with urban development, and districts are required to review and report on proposed adjustments. Regarding opinions related to the Health Insurance Law and child protection policies, Mr. Nguyen Ngoc Tuan acknowledged them and said he would address them during discussions in the working groups and in the plenary session.

Regarding voters' opinions on urban governance, the proposal to abolish ward-level People's Councils, according to Chairman of the Hanoi People's Council Nguyen Ngoc Tuan, has been effective in Hanoi in the past. The regulations in the amended Capital City Law will increase the number of representatives, including full-time representatives for the City People's Council and district People's Councils, further enhancing their quality.
