Provincial National Assembly Delegation: Listening to voters' opinions and aspirations

Guided by the principle of "listening to the people, speaking in a way the people understand, and acting in a way the people trust," the Provincial National Assembly Delegation has consistently prioritized voter outreach activities, with numerous innovations in both content and form. Through these interactions, the Provincial National Assembly Delegation listens to the concerns and aspirations of voters and the people, linking them to legislative work and participating in decision-making on important national issues.

The thematic voter consultation meeting between National Assembly deputies from Quang Ninh province and workers in Ha Long City in mid-2024 was one of the large-scale thematic voter consultation meetings organized, with the participation of over 300 workers in the province. Voters were very enthusiastic about exchanging views with elected representatives and raised many macro-level issues regarding the regulations of the amended Social Insurance Law and Trade Union Law; comprehensive solutions to support workers during periods of unemployment; and policies to support workers in purchasing social housing...

Ms. Dang Thi Kim Chung, Vice President of the Provincial Labor Union, stated: "The interaction between the Provincial National Assembly Deputies and workers in the province is of practical significance, giving workers the opportunity to meet and express their thoughts and aspirations to the National Assembly and the Government through elected representatives. We are very pleased that at the 7th and 8th sessions of the 15th National Assembly, the two draft laws on Social Insurance and the amended Trade Union Law were passed, containing many new policies beneficial to workers and trade union officials and members. This has helped workers gain more trust in the National Assembly Deputies and trade union organizations at all levels."

In 2024, the Provincial National Assembly Delegation organized 58 meetings with voters in all 13 localities of the province, including 3 thematic meetings and 55 regular meetings, attracting nearly 8,900 voters and 212 voters expressing their opinions. At these meetings, the Provincial National Assembly Delegations promptly informed voters about the content and agenda of the National Assembly sessions; reported on post-session results and the delegation's activities, creating strong engagement and consensus among voters.

Deputy Head of the Provincial National Assembly Delegation, Nguyen Thi Thu Ha, affirmed: The Provincial National Assembly Delegation and its members have seriously implemented regular meetings with constituents before and after each session. The Provincial National Assembly Delegation has planned these meetings early, preparing thoroughly and meticulously. The National Assembly members meet with constituents independently or in groups, rotating through various localities within the province. Leaders of departments, agencies, and localities invited to attend the National Assembly members' meetings have effectively coordinated in responding to, explaining, and promptly addressing relevant suggestions within their authority.

The organization of voter outreach meetings was meticulously and systematically prepared with a high sense of responsibility by the Provincial Fatherland Front Committee and local authorities throughout the province. The format of these meetings was flexible, ranging from in-person to a combination of in-person and online, ensuring both thoroughness and relevance, as well as adaptability, creativity, and consistency within diversity, in accordance with legal regulations. Following the voter outreach meetings, the Provincial National Assembly Delegation held conferences with the Standing Committee of the Provincial People's Council, the Provincial People's Committee, the Provincial Fatherland Front Committee, and relevant agencies and units to unify, exchange, and understand the socio-economic situation and the difficulties and pressing issues faced by voters and the people; and to promptly inform voters of their opinions and recommendations on issues within the local authorities' jurisdiction.

Through meetings before and after the 7th and 8th sessions of the National Assembly, the provincial National Assembly deputies, along with representatives of the local government, directly exchanged views and addressed opinions and recommendations, promptly resolving and limiting the recurrence of requests. The provincial National Assembly delegation compiled 103 recommendations from voters, of which 57 were within the jurisdiction of central ministries and agencies, and 46 were within the jurisdiction of the province. To date, 66 recommendations have been resolved, while the remaining 37 recommendations submitted before the 8th session of the 15th National Assembly are still under consideration and response by relevant agencies. Thanks to this dedication and transparency, voters and the people increasingly trust and appreciate the role of the provincial National Assembly delegation, and continue to entrust their thoughts and aspirations to the National Assembly deputies.

Entering 2025, the 15th National Assembly term continues to present many important tasks. Each National Assembly delegate from Quang Ninh province will continue to strive with even greater determination to fulfill the responsibilities of an elected representative, meeting the trust and expectations of voters, and promoting policies that are increasingly aligned with the needs of life. Meetings with constituents should not only focus on listening, but also open opportunities for dialogue, empathy, and collaborative solutions to build the future and propel the nation into a new era – an era of national progress.
