After hearing the report on the results of the 10th Session of the 15th National Assembly , voters commented that it was a historic session with many contents, encompassing all the functions of the National Assembly, from personnel work, lawmaking, supervision, and especially deciding on important issues of the country. The activities of the National Assembly have demonstrated the concretization of the Party's viewpoint, which is institutional reform that is a "breakthrough of breakthroughs," thereby transforming institutions from bottlenecks into advantages for development.
During the meeting, voter Nguyen Thi Ngoc Trinh from Bach Mai ward requested that relevant ministries and agencies consider continuing to invest in upgrading medical facilities, supplementing equipment, and increasing human resources to ensure that the annual periodic health check-up needs of the entire population are met, avoiding overcrowding at hospitals. She also requested that relevant authorities issue specific guidelines on the periodic health check-up process; complete the electronic health data system to manage citizens' information in a unified and interconnected manner; and clarify the scope of basic hospital fee exemptions, applicable subjects, and implementation roadmap so that citizens understand their rights.
Reflecting on the numerous long-standing and stalled projects that are wasting significant social resources, voter Dinh Quoc Phong from O Cho Dua ward proposed policies to remove bottlenecks and obstacles in the policy mechanism so that localities can apply and implement measures to address outstanding issues, create momentum for double-digit growth, and free up resources for projects, preventing the waste of state, enterprise, citizen, and social assets.

Voter Do Van Thuat from Lang Ward proposed continuing to prioritize investment in and completion of the transportation infrastructure system, accelerating the progress of road expansion projects, and strictly managing road excavation and renovation work to ensure proper restoration and long-term warranty periods. He suggested that relevant parties build overpasses, underpasses, and ring roads to divert traffic and reduce pressure on the inner city; develop a high-quality public transportation network, especially buses and urban rail, to facilitate the gradual shift of people from private to public transport; and strengthen traffic awareness campaigns. Voters also proposed implementing comprehensive measures to strengthen emission control, strictly penalize violations of environmental regulations; promote the development and use of clean energy and green transportation, and convert gasoline-powered vehicles to electric vehicles, as envisioned in the city's core urban area project, gradually expanding to the entire city; and encourage people to use public transportation to reduce emissions.
Currently, the problem of counterfeit and substandard goods, especially those cleverly advertised with false claims online, is rampant. Voter Le Gia Anh from Lang Ward believes that it is necessary to strictly punish the production and sale of counterfeit goods, improve the legal framework to manage counterfeit and substandard goods, and protect consumer rights. He also suggests strengthening price controls and implementing measures to address price manipulation and speculative profiteering, particularly in the real estate sector, to stabilize the housing market. The voter recommends that relevant authorities strengthen control and inspection of telecommunications companies, and crack down on fraudulent messages and calls using illegal AI and advertising substandard goods that cause damage to the property of both the people and the State.
In addition, voters requested that the Central Government pay more attention to mechanisms and policies to support localities and investors in accelerating the renovation of old apartment buildings; invest in synchronized digital infrastructure and data interoperability to facilitate convenient exploitation and use by units; and gradually standardize officials to promote the application of digital technology in the management work of state agencies…

Speaking at a meeting with voters, General Secretary To Lam stated that the tasks and requirements for the coming period include: maintaining political stability, achieving rapid and sustainable national development, and continuing to improve the people's living standards; it is necessary to mobilize the strength of the entire political system and the whole population to accomplish these tasks.
The General Secretary expressed gratitude for the valuable trust and support of all the people, voters of the city and voters nationwide during the 15th National Assembly term; emphasized some of the achievements of the 15th National Assembly term; and informed voters about some highlights of the world and domestic situation.

The General Secretary acknowledged and commended the efforts, endeavors, and decisive spirit in the leadership and management of Hanoi's political system in 2025. Many outstanding issues have been actively resolved. A new spirit and momentum can be felt in the Party Committee, government, and people of the capital city in implementing the Resolution of the 13th Party Congress and welcoming the 14th National Party Congress. These results demonstrate the city's great efforts and are an important foundation for Hanoi to confidently enter a new phase of development with many opportunities but also not a few challenges.
The General Secretary emphasized that Hanoi needs to maintain its leading role in socio-economic development, innovation, and attracting investment; it needs to vigorously implement the amended Capital City Law and effectively deploy the two-tiered local government apparatus. The city should focus on implementing transportation infrastructure projects, relieving congestion, ensuring safety, and reducing pollution. Hanoi needs to develop a plan that ensures sustainable development and publicly announce it to mobilize the participation and support of the entire population.
Responding to several voter suggestions, General Secretary To Lam proposed that Hanoi needs to clearly identify the root causes and implement decisive solutions to address this situation. The city must strictly control sources of environmental pollution, severely punish violations related to waste treatment, domestic wastewater, and wastewater from production facilities… to prevent environmental pollution in the city.
Regarding cybersecurity, market management, and digital infrastructure, the General Secretary clearly affirmed that this is the path to rapid national development in the current period. The reality is that developed countries around the world have all chosen this path and achieved good results. Hanoi needs to take the lead in digital transformation and the development of digital infrastructure, while simultaneously ensuring cybersecurity; strictly dealing with all forms of trading counterfeit and fake goods in the online market; and actively fostering and raising public awareness about accessing, handling, and preventing fraud, and combating online fraud and subversive activities. This is a new and complex issue, requiring strong involvement from many levels and sectors.

In response to voters' concerns about hospital overcrowding and the implementation of the periodic health check-up program and electronic health data, the General Secretary requested that the city and the Ministry of Health vigorously implement Resolution No. 72-NQ/TW dated September 9, 2025, of the Politburo "On some breakthrough solutions to strengthen the protection, care, and improvement of people's health." Regarding the issue of free hospital services, this can be understood as free basic medical services covered by health insurance; to increase the level of free hospital services for the people, the direction is to increase the percentage of people with health insurance, expand the list of health insurance coverage, and increase the co-payment level... so that people with health insurance can receive more free hospital services in stages and according to the country's conditions... The city should continue to invest in upgrading city-level and grassroots hospitals; complete the interconnected electronic health data system; and ensure the legitimate rights of the people when implementing periodic health check-ups.
Voters are very concerned about education and training, therefore, the General Secretary requested that the city continue to implement Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development. The city should invest fully in infrastructure, ensuring spacious, safe, and modern schools; review the curriculum towards simplification, substance, and practicality; strengthen discipline, transparency, and prevent corruption in examinations and admissions; promote digital transformation, reduce procedures, and lessen administrative pressure on teachers and parents. Educational reform is a long-term journey that requires the joint efforts of families, schools, and the entire society. Hanoi should continue to uphold its tradition of valuing education, leading the way in educational reform, and meeting the expectations of the people of the capital and the whole country.
Regarding stalled projects, the lack of synchronized digital infrastructure, and inadequate disaster forecast information, the General Secretary emphasized that the city needs to classify and definitively resolve these stalled projects; accelerate the renovation of old apartment buildings, especially in dangerous areas; invest heavily in digital transformation and data infrastructure; and improve the disaster warning system, proactively responding to climate change. These are long-standing issues that directly affect people's lives. The city has identified this as a key task, requiring a clear roadmap, clearly defined accountability, and reporting of results to the voters.

Regarding some major directions for Hanoi city, General Secretary To Lam requested a renewal of development thinking, daring to think, daring to act, and daring to take responsibility for the common good, focusing on 5 priorities (Improving specific mechanisms and policies; breakthroughs in transportation and urban infrastructure; promoting innovation and digital transformation; developing high-quality human resources; building a civilized, green, clean, and safe living environment). Local governments at both levels must be truly flexible, effective, close to the people, and for the people, with specific commitments on the progress of each task raised by voters.
The General Secretary affirmed that these opinions reflect the people's expectations and serve as motivation for the city and central agencies to continue innovating, creating, and acting more decisively. The General Secretary expressed confidence that the Party Committee, government, and people of Hanoi will continue to uphold the thousand-year tradition of culture and civilization, the spirit of unity, intelligence, and resilience, leading Hanoi to strong development, worthy of being a major center of politics, economics, culture, science, and education for the whole country. Hanoi keeps its promises – doing things quickly, correctly, and effectively; fulfilling commitments; and completing tasks thoroughly, bringing satisfaction to the people.
