Comrade Tran Luu Quang acknowledged that there is still much work to be done in the initial stages, and all these efforts have only one goal: to improve the lives of the people and businesses in the city. People must see a higher quality of life, and businesses must see this as an opportunity and fertile ground for profitable ventures. Based on this, the City Party Secretary emphasized that cadres and Party members must adopt a new mindset, a new way of thinking that is more courageous, flexible, and responsible; and coordinate better. The principle is to carefully manage time, act decisively from the beginning of 2026, and create clear changes from the first projects, actions, and tasks… in order to inspire everyone to strive for success.
In addition, Ho Chi Minh City Party Secretary Tran Luu Quang requested the Party Committee of the People's Committee of the city to quickly develop a plan to implement the Resolution amending Resolution 98/2023/QH15, as this is a "diamond" opportunity that should not be missed and requires the most effective approach; he also hoped that delegates would propose additional special mechanisms within the authority of the city or the central government to overcome difficulties for the city.

The City Party Committee leaders also requested a review and inventory of all public assets, especially houses and land in the area, and to digitize them into a database of public land and housing in the city; to quickly develop a plan in accordance with the spirit of the new Resolution; and to assign specific individuals to be in charge of key projects, public investments, BT (build-transfer) projects, strategic projects, etc.
Ho Chi Minh City Party Secretary Tran Luu Quang urged city officials and Party members to uphold the spirit of "not avoiding difficult tasks, not waiting for new ones, and not shirking responsibility for interconnected matters." He also instructed the City People's Committee Party Committee to study a mechanism for rewarding local communes and wards with budget allocations in the following year for effectively carrying out important tasks, such as land compensation and resettlement.
