
Colonel Nguyen Duc Long, Deputy Director of the Hanoi City Police, said that during the expanded investigation, it was determined that in 2024, Vimo Technology Joint Stock Company, with Do Cong Dien as General Director, Chairman of the Board of Directors, and legal representative, was involved in the case.
The company has three shareholders: Nguyen Huu Tuat, Nguyen Hoa Binh , and Nextpay Digital Transformation Group Joint Stock Company (a company within Shark Binh's ecosystem). The company operates in the field of payment intermediary services (receiving and disbursing payments through the use of POS machines with fees).
Due to Vimo Company's large revenue, in order to conceal the actual revenue and reduce the amount of tax payable, Nguyen Hoa Binh instructed Do Cong Dien, the General Director and legal representative, and Nguyen Huu Tuat to keep the company's revenue understated in February, March, and April 2024, totaling nearly 30 billion VND. Tax experts from Hanoi concluded that the company evaded taxes on the aforementioned amount.
On October 14, 2025, the Investigation Police Agency of Hanoi City Police issued a decision to supplement the case with charges of "Tax Evasion"; to additionally prosecute Nguyen Hoa Binh and Nguyen Huu Tuat; and to prosecute and temporarily detain Do Cong Dien for the crime of "Tax Evasion".
During the investigation and search, the police seized, suspended transactions, and froze the money and assets of the suspects, including cash, gold, and land ownership certificates. The total value of seized, frozen, and suspended assets is approximately 900 billion VND.
Hanoi city police said they will continue to expand the investigation to clarify the full nature, scale, and responsibility of the individuals involved in the case.
Previously, Mr. Nguyen Hoa Binh, also known as Shark Binh, Chairman of the Board of Directors of NextTech Group, was prosecuted and detained by the Hanoi City Police Investigation Agency for investigation into two crimes: "Fraudulent appropriation of property" and "Violation of accounting regulations causing serious consequences" related to the AntEx cryptocurrency project.
Le Khac Ngo has been extradited back to Vietnam.
Also at the press conference of the Ministry of Public Security , Colonel Nguyen Duc Long, Deputy Director of the Hanoi City Police, provided information about the extradition of Le Khac Ngo in the Mr. Pips case.
Accordingly, Le Khac Ngo (aka Mr. Hunter) and Pho Duc Nam (Mr. Pips) are the ringleaders in the case of fraud and appropriation of property (on the internet) through illegal foreign exchange and stock trading platforms.
Le Khac Ngo fled to Cambodia, then to the Philippines. On November 11, 2024, the Hanoi City Police Investigation Agency issued Wanted Notice No. 6399 against Le Khac Ngo. On November 25, 2024, the Interpol Office issued an international arrest warrant for Le Khac Ngo.
Through coordination with the professional departments of the Ministry of Public Security and the Philippine authorities, in September 2025, Le Khac Ngo was arrested by Philippine authorities for illegal entry and is currently being detained at a detention facility of the Philippine Immigration Bureau. Philippine law enforcement agencies have been verifying Le Khac Ngo's activities in the Philippines.
On December 13, 2025, a task force of the Hanoi City Police, in coordination with relevant authorities, safely extradited Le Khac Ngo (Mr. Hunter), a fraud suspect with an international arrest warrant, from the Philippines back to Vietnam.
This is the latest development in the investigation of the fraud case in Vietnam led by Pho Duc Nam (Mr. Pips) and Le Khac Ngo (aka Mr. Hunter). According to Hanoi police, this is the largest fraud ring in Vietnam in the foreign exchange and securities sectors. Most victims fell into the trap because they believed in the glamorous and wealthy image of Nam and Ngo. Coupled with a desire to get rich quickly and become millionaires, investors were easily lured into the scheme.
