Land Management Department: Land prices will fluctuate significantly in the upcoming period.

According to the Land Management Department (Ministry of Agriculture and Environment), land prices in many localities will soon undergo significant changes, impacting the market considerably.

This information was presented by the Land Management Department ( Ministry of Agriculture and Environment ) in a report for the meeting of the Steering Committee on Price Management related to land prices in the second quarter of 2025.

According to the Department, abolishing the land price framework along with regulations on land price tables has helped to open up land management and real estate market development on a transparent basis, closer to market principles. "Increased land prices will benefit the budget and create consensus with people whose land is subject to expropriation," the unit stated.

However, the authorities noted that during the implementation of the land price list, some localities did not promptly monitor the prevailing fluctuations in land prices in the market to adjust the land price list to reflect the actual situation. This resulted in the land prices in the list in some localities being significantly lower than the actual land prices in the area.

The Land Management Department stated that in the coming period, many localities will issue new land price lists, leading to significant fluctuations in adjusted prices. "Each locality will have a different adjustment range, so the real estate market will be significantly impacted," the agency under the Ministry of Agriculture and Environment warned.

Land price tables are used to determine compensation prices, resettlement prices, transfer taxes, and fees and charges related to land.

In fact, from the last quarter of last year until now, some localities have issued adjusted land price lists, and there has been a significant increase compared to the levels applied since 2019. For example, in Hanoi , according to the price list effective from December 20, 2024 to December 31, 2025, the highest land price reached 695.3 million VND per square meter for plots facing the main roads in Hoan Kiem district. This is nearly 3.7 times higher than the old price list.

Land prices along main roads in the three districts of Cau Giay, Thanh Xuan, and Tay Ho increased by an average of 225%. Similarly, prices for this location in the five districts of Long Bien, Hoang Mai, Ha Dong, Bac Tu Liem, and Nam Tu Liem were also adjusted upwards by an average of 210%. According to the Hanoi Department of Natural Resources and Environment, overall, land prices according to the new price list increased by an average of 150-270%.

With the new price list issued by the Da Nang City People's Committee, effective from July 7th, urban land prices increased most sharply in Ngu Hanh Son district (172%), Cam Le district (154%), and other districts increased by 125-140%. Rural land in Hoa Vang district increased by 170%, while land on unnamed roads increased by 126-160%.

In Ho Chi Minh City, land prices in the adjusted price list, effective until the end of 2025, have increased by 4 to 38 times (excluding the K coefficient), but are still about 25-50% lower than market prices. However, it also has some drawbacks. Recently, the Institute of Resource and Environmental Economics of the city proposed increasing agricultural land prices to 65-70% of residential land prices, aiming to reduce the burden of land use fees for the people.

The current land price list sets agricultural land prices too low, causing land use fees for conversion to other purposes to skyrocket. Specifically, agricultural land prices in Ho Chi Minh City range from 400,000 VND to 810,000 VND per square meter (depending on the area and location), while residential land prices range from a minimum of 2.3 million VND to a maximum of 687 million VND per square meter. With such a large difference (approximately 5-25 times), land use fees for conversion can be 5-10 times higher than before, creating significant financial pressure, especially for low-income earners.

The Department of Land Management has requested localities to urgently review the land price list issued under the 2013 Land Law to consider adjustments to suit the actual situation and prepare the necessary conditions for the construction of a new price list effective January 1, 2026.

This unit noted that the adjustment process must focus on analyzing and assessing the impact, having a suitable roadmap, and identifying appropriate areas and locations for each type of land. At the same time, provinces and cities also need to organize consultations with relevant units, organizations, and individuals to ensure consensus among the appraisal agency and affected parties, and to minimize public dissatisfaction.
