Land Administration Department: Upcoming land price list will fluctuate greatly

According to the Department of Land Management (Ministry of Agriculture and Environment), in the near future, land prices in many localities will fluctuate greatly, and the market will be affected by many factors.

This information was stated by the Department of Land Management ( Ministry of Agriculture and Environment ) in a report serving the meeting of the Steering Committee on price management related to land prices in the second quarter of 2025.

According to the Department, the removal of the land price framework along with regulations on land price tables has helped to manage land and develop the real estate market on a transparent basis, closer to the market. "Increasing land prices will benefit the budget and create consensus with people subject to land recovery," the unit stated.

However, the manager said that during the implementation of the land price list, some localities did not promptly monitor the common land price fluctuations in the market to adjust the land price list to suit the actual situation. This led to the situation that the land price in the list in some localities was much lower than the actual land price in the area.

The Department of Land Management said that in the coming time, many localities will issue new land price lists, and there will be large fluctuations in the adjusted prices. "Each locality will have different adjustment ranges, so the real estate market will be affected a lot," the agency of the Ministry of Agriculture and Environment warned.

Land price list is used to determine compensation price, resettlement price, transfer tax, fees and charges related to land.

In fact, since the last quarter of last year, some localities have issued adjusted land price lists and there has also been a large increase compared to the level applied since 2019. For example, in Hanoi , according to the price list effective from December 20, 2024 to December 31, 2025, the highest residential land price is up to 695.3 million VND per square meter for plots facing the street in a series of streets in Hoan Kiem district. This level is nearly 3.7 times higher than the old price list.

Meanwhile, land on the streets of the three districts of Cau Giay, Thanh Xuan, Tay Ho increased by an average of 225%. Similarly, this location in the five districts of Long Bien, Hoang Mai, Ha Dong, Bac Tu Liem, Nam Tu Liem was also adjusted higher by an average of 210%. According to the Hanoi Department of Natural Resources and Environment, in general, land prices according to the new table increased by an average of 150 - 270%.

With the price list just issued by the People's Committee of Da Nang City, which will take effect from July 7, urban land prices increased the most in Ngu Hanh Son district (172%), Cam Le (154%), other districts increased by 125-140%. Rural land in Hoa Vang increased by 170%, while unnamed roads increased by 126-160%.

In Ho Chi Minh City, the land price in the adjustment table applied until the end of 2025 also increased from 4 to 38 times (not including the K coefficient), but is still about 25-50% lower than the market price. However, it also has some shortcomings. Recently, the Institute of Natural Resources and Environment Economics of the city proposed to increase the price of agricultural land to 65-70% of the price of residential land, in order to reduce the burden of land use fees for people.

The current price list is setting agricultural land prices at too low a level, causing land use fees to skyrocket when changing purposes. Specifically, agricultural land prices in Ho Chi Minh City range from VND400,000 to VND810,000 per square meter (depending on the area and location), while residential land costs the lowest at VND2.3 million and the highest at VND687 million per square meter. With such a large difference (about 5-25 times), land use fees when changing purposes can be 5-10 times higher than before, creating significant financial pressure, especially for low-income people.

The Department of Land Management recommends that localities urgently review the land price list issued under the 2013 Land Law to consider adjusting it to suit the actual situation and prepare necessary conditions for the construction of a new price list effective January 1, 2026.

This unit noted that during the adjustment process, it is necessary to focus on analyzing and assessing impacts, having a suitable roadmap, and determining suitable areas and locations for each type of land. At the same time, provinces and cities also need to organize to collect opinions from relevant units, organizations and individuals to ensure consensus of the appraisal agency and the affected subjects, limiting negative reactions in society.
