During this revolution, many experienced officials and Party members have volunteered to retire, creating favorable conditions for organizational restructuring and providing opportunities for younger generations to contribute.

BHG - Implementing the revolution to streamline the administrative apparatus, many provincial departments and agencies, as well as district-level offices and divisions, have merged and reorganized their internal structures, operating stably and effectively handling affairs for citizens and businesses. During this revolution, many experienced officials and Party members have volunteered to retire, creating favorable conditions for organizational restructuring and providing opportunities for younger generations to contribute.

It can be said that over the past decades, many departments and agencies have affirmed their role and mission in promoting the development of localities and the country. They are the places that advise on and organize the implementation of numerous policies and guidelines of the Party and State for the benefit of the people. Countless generations of cadres, Party members, and workers have held positions in provincial-level departments and agencies, as well as in newly merged or dissolved units. It is there that they have been tested, trained, contributed, and matured in their professional lives. It is there that many have dedicated their youth to the common cause; it is also where they shared hardships and shared feelings during the difficult times of the subsidy period, and then during the period when the country embarked on the reform process with countless significant changes.

For many with 25-30 years or more of service, this streamlining revolution is a deeply emotional milestone. For many, including myself, the author of this article, this is a time to demonstrate personal responsibility to our workplace and colleagues, ready to complete the final tasks of our careers to facilitate the merger of the two agencies and then the two provinces. This will allow the agency to have younger, more capable, and more flexible personnel.

Under the leadership of the Party, the country is progressing at the pace of the times. Efforts at innovation, along with numerous great achievements and the impetus for digital transformation and innovative thinking in recent years, have presented our nation with the opportunity to realize the aspiration of building a strong and prosperous country. Faced with this opportunity to rise, we need to realistically assess the effectiveness and limitations in each sector, unit, and locality within the political system to make appropriate adjustments. The Party and Government's determination to streamline the political system is the most correct policy, receiving strong support from the people, as it all aims at the development of the country and improving the people's lives.

The restructuring, streamlining, and merger of agencies and units in our province over the past period have been carried out quickly, efficiently, decisively, and scientifically. The Department of Transport merged with the Department of Construction, the Department of Natural Resources and Environment merged with the Department of Agriculture and Rural Development, and the Department of Information and Communications merged with the Department of Science and Technology… All have entered into stable operation after the merger. While there were some initial difficulties and uncertainties, many officials in the merged agencies and units said that this will strengthen the units, aiming towards building increasingly efficient, effective, and effective agencies after the consolidation. The political, economic, and social effectiveness has been, is, and will continue to be increasingly evident in Ha Giang and throughout the country, providing us with more resources to invest in new development goals and to better care for the people's lives in education, healthcare, and social welfare, as General Secretary To Lam and other Party and Government leaders have affirmed.

The Politburo and the Secretariat of the Central Committee issued Conclusion No. 127 on February 28, 2025, regarding the implementation of research and proposals for further restructuring of the political system's organizational apparatus; the 11th Plenum of the 13th Central Committee of the Party also made historic decisions. The merger of provincial and commune-level administrative units, without implementing the district-level merger, will soon be carried out, affirming the Party's determination to unleash potential, open up more development space for localities and regions, remove bottlenecks in development, and save resources for the country...

With the determination of the Party and the Government, we can clearly see the role and responsibility of each individual in the reform process, sharing a common will, facing reality squarely, and being ready to transform ourselves in line with the country's progress. This will help the commune-level administrative apparatus become more proactive, closer to the people, and better serve the people; the provincial level will become stronger, helping the country to take off and enter a new phase of development, progressing rapidly and strongly alongside the development of the times.

There is a sense of reflection as many individuals and positions will conclude their professional journeys, leaving behind beautiful and unforgettable memories. A new era will begin, bringing initial challenges as some officials and workers must leave their homes and families for new workplaces. However, life is like a flowing stream, requiring continuous progress; therefore, this is a time for sacrifice and dedication to innovation. And especially, there will be no room for personal gain or opportunistic calculations, as General Secretary To Lam said: “Those who feel they cannot meet the requirements should voluntarily withdraw, making way for others more deserving. Voluntarily stepping back for the sake of development is an act of courage, bravery, and something to be proud of and praised.”

In the face of the nation's progress, hostile forces constantly target and slander our Party and State. They employ various tactics to disrupt information, create public confusion, and foster doubt and dissatisfaction among the people regarding the positive changes in the country. Therefore, every cadre, Party member, and citizen needs to unite and remain vigilant against the schemes and actions of hostile forces.

In the development of the country, with the right policies and scientific steps in the leadership and guidance of the Party and Government regarding the revolution to streamline the administrative apparatus and merge administrative units, it will certainly open up a future of greater prosperity and happiness for every citizen on the beautiful land of Vietnam.
