Specifically, Vung Tau City will forcibly reclaim land over an area of ​​over 38,800 m2 leased by the Prime Minister to Ba Ria - Vung Tau Construction and Installation Company (now VRC Real Estate and Investment Joint Stock Company) since 1996.

In particular, Decision 5981 applies compulsory measures to dismantle and relocate assets located on a land area of ​​15,341.70 m2 currently used by Hai Duong International Tourism Joint Stock Company; Decision 5982 also applies compulsory measures to dismantle and relocate assets currently used by Vung Tau International Tourism Joint Stock Company on a land area of ​​23,558.4 m2.

Both of these enterprises have assets on land leased from the state by the Ba Ria - Vung Tau Construction Company and have been approved by the Ba Ria - Vung Tau Provincial People's Committee for compensation for crops, houses, and structures on the land.

Previously, the People's Committee of Vung Tau City had reclaimed 28 hectares of "golden land" Bai Sau from 9 secondary enterprises that had leased it from the Construction Company of Ba Ria - Vung Tau Province. The reclamation of this land was to serve the renovation of Thuy Van Street (Bai Sau) to implement the project to turn Vung Tau City into a high-quality, international-class Tourism Center.

According to Mr. Hoang Vu Thanh - Chairman of Vung Tau City People's Committee, this is an important renovation project aiming to develop Vung Tau City into a high-quality, international-class tourism center, within the planning of Ba Ria - Vung Tau province for the period 2021-2030, with a vision to 2050.

According to the detailed planning 1/500 Thuy Van street, this area has an area of ​​about 77.9 hectares, with the nature of a tourist area, service - trade, housing, public park and beach, the existing area will be a residential area, hotel business.

As for the sea, it is planned as a friendly open space, focusing on the sea with functional areas and suitable utilities so that residents and tourists can enjoy the most natural things from the sea, opening up a view towards the sea.
