Specifically, Vung Tau City will forcibly reclaim over 38,800 m2 of land that was leased to the Ba Ria - Vung Tau Provincial Construction Company (now VRC Real Estate and Investment Joint Stock Company) by the Prime Minister since 1996.

Specifically, Decision 5981 applies coercive measures to dismantle and relocate assets located on a 15,341.70 m2 plot of land currently used by Hai Duong International Tourism Joint Stock Company; Decision 5982 also applies coercive measures to dismantle and relocate assets used by Vung Tau International Tourism Joint Stock Company on a 23,558.4 m2 plot of land.

Both businesses own assets on land leased from the state by the Ba Ria - Vung Tau Provincial Construction Company, and the Ba Ria - Vung Tau Provincial People's Committee has approved compensation for crops, houses, and structures on the land.

Previously, the People's Committee of Vung Tau City reclaimed 28 hectares of prime land in Bai Sau from nine secondary businesses that had leased it from the Ba Ria - Vung Tau Provincial Construction Company. The land reclamation was to facilitate the upgrading of Thuy Van Street (Bai Sau) as part of a project to transform Vung Tau City into a high-quality, internationally-standard tourism center.

According to Mr. Hoang Vu Thanh, Chairman of the People's Committee of Vung Tau City, this is an important urban renovation project aimed at developing Vung Tau City into a high-quality, world-class tourism center, included in the planning of Ba Ria - Vung Tau province for the period 2021-2030, with a vision to 2050.

According to the 1/500 detailed planning of Thuy Van Street, this area covers approximately 77.9 hectares, with the characteristics of a tourism, service-commercial, residential, public park and beach area; the existing area will be a residential and hotel business area.

As for the seaside area, it is planned as a friendly open space, centered around the sea, with functional areas and amenities suitable for residents and tourists to fully enjoy the most natural aspects of the sea, offering unobstructed sea views.
