(Chinhphu.vn) - Alongside the merger plan, the legal system is also being improved and amended simultaneously to ensure the uniformity, feasibility, and effective operation of the two-tiered government model from July 1st. In addition, other factors have been considered in each step of the implementation.

According to Mr. Phan Trung Tuan, Director of the Department of Local Government ( Ministry of Interior ), the Central Party Committee, the National Assembly, and the Government have carefully considered and determined that the time is ripe for the reorganization of administrative units.

"This isn't something we've only been researching for a few months; it's been raised since the 13th Party Congress. We've been making thorough preparations for a long time."

"During the recent project development process, we acted both urgently and cautiously, carefully considering all factors. The elements to ensure the feasibility of the merger plan have been calculated to guarantee the implementation of the strategy for a hundred years, even several hundred years," Mr. Phan Trung Tuan emphasized at a seminar on provincial and city restructuring organized by Dan Tri newspaper.

Besides proposing a plan for the reorganization of administrative units, the Ministry of Interior and other agencies have carefully considered many factors to ensure that this merger plan is feasible and can be effectively applied in practice. This includes the development of a comprehensive legal framework to accompany it.

Currently, the Ministry of Interior has finalized the draft Law on Organization of Local Government (amended) to submit to the competent authority, replacing the current law.

At the same time, the Ministry also advised the Government to issue Resolution No. 74/NQ-CP promulgating the Plan for implementing the rearrangement of administrative units and building a two-tiered local government organizational model.

Based on that, the Government has assigned specific tasks to ministries, sectors, and localities in perfecting the institutional system to ensure that from July 1st, the two-tiered local government model can officially come into operation.

Furthermore, according to Mr. Tuan, during the development of the plan, many other factors need to be considered comprehensively. The competent authorities have clearly outlined the policy and requirements for addressing all issues related to the restructuring and merger of provinces in a coordinated manner.

Mr. Tuan cited an example: if a province in the Central Highlands merges with a coastal province, given the considerable geographical distance, careful consideration must be given to the organizational structure, transportation, accommodation for officials and civil servants, and even the provision of resources for carrying out their duties.

"We took many factors into account to ensure that the merger took place quickly and efficiently, but it was also based on the results of a thorough and carefully researched preparation process."

"From the institutional system to potential scenarios, everything has been fully anticipated to ensure that when the Central Committee and the National Assembly make a decision, the merger plan will be stable and sustainable in the long term," Mr. Tuan emphasized.

The Ministry of Interior has proactively coordinated with localities to provide initial guidance, serving as a basis for developing plans for the arrangement and merger of provinces and the reorganization of communes.

According to initial assessments by the Ministry of Interior, many localities have actively prepared and developed plans in a systematic and thorough manner. The deadline for localities to submit their administrative unit reorganization plans to the Ministry of Interior is May 1st. Based on these submissions, the Ministry of Interior will compile, study, and finalize the overall plan to be submitted to the Government for presentation to the National Assembly for consideration and decision.
