The Chairman of Da Nang City, Mr. Nguyen Manh Hung, has just signed a document on accelerating the process of exploiting and handling surplus land and buildings when implementing organizational restructuring and reorganization of administrative units at all levels.
Accordingly, the Chairman of Da Nang City assigned the Director of the Department of Finance to take the lead in urgently reviewing and advising on the issuance of all relevant documents within the authority of the City People's Committee to implement legal regulations in the field of management and use of public assets.
At the same time, directly advise the City Chairman on leadership and direction of the management, exploitation, and handling of surplus land and buildings under its management to ensure completion of processing, exploitation, and use in the second quarter of 2026.
In addition, compile a list of agencies, units, and localities that have not yet completed the handling of surplus houses and land to report to the city before May 20, 2026.
For properties and land that have already been allocated, transferred, or repurposed for use as offices, operational facilities, or for public purposes, the Chairman of Da Nang City requests that the handover, acceptance, and commissioning be completed urgently, before May 20, 2026.

The Chairman of Da Nang City also requested the Department of Finance to coordinate with relevant units to work directly with each agency, unit, commune, ward, and special zone to urge and direct the management, exploitation, and handling of land and property facilities that have been assigned to local authorities for management.
Specifically, the guidelines instruct on the implementation of plans for exploiting and managing surplus land and buildings, prioritizing their use for public purposes such as healthcare, education , culture, sports, parks, and community facilities. Provide feedback on proposed plans for exploiting and managing surplus land and buildings in communes, wards, and special zones, ensuring compliance with regulations and efficiency; based on this, clearly define the roadmap and responsibilities for implementing the plan to unify the content of the implementation report for the Chairman of the City People's Committee to consider and decide.
The Chairman of Da Nang City emphasized the need for heads of agencies, units, and localities to strengthen inspection and supervision of the management, use, exploitation, and handling of surplus houses and land; promptly detect and strictly handle violations that cause loss and waste of public assets.
The management, exploitation, and disposal of surplus houses and land is one of the criteria for evaluating the performance of heads of agencies, units, and localities.
As of April 30, 2026, Da Nang city has 3,878 properties subject to review and reorganization. The city has issued decisions on 3,746 properties, achieving a rate of over 96%; the remaining 132 properties are still in the process of completing their dossiers and handling plans.
