Da Nang announces 350 projects to be subject to special mechanisms.

The Da Nang City People's Committee has officially announced a list of 350 projects and land plots that will be subject to special mechanisms and policies in accordance with National Assembly resolutions to address long-standing legal issues.

According to Decision No. 2234/QD-UBND issued by the People's Committee of Da Nang City, the first phase includes 350 projects and land areas to which special mechanisms will be applied in accordance with the regulations in Resolution No. 170/2024/QH15 and Resolution No. 29/2026/QH16 of the National Assembly.

This decision is considered a significant milestone in the effort to resolve the long-standing "legal bottleneck" in Da Nang – a city that has witnessed numerous real estate, tourism , and urban development projects stalled due to issues related to inspection conclusions, planning adjustments, land financial obligations, and historical violations.

According to the classification of applicable mechanisms, there are 206 projects and land plots subject to handling under Article 3 of Resolution 170/2024/QH15; 2 projects under Articles 4 and 5; 8 projects under Article 7; 11 projects under Article 11; and 123 projects under Article 12 of Resolution 29/2026/QH16.

This classification shows that the city is taking a "diagnose the problem correctly to prescribe the right solution" approach, rather than treating everything indiscriminately. Each group of projects will be addressed through specific mechanisms related to investment procedures, determination of land and financial obligations, adjustment of legal documents, or resumption of implementation after years of interruption.

Notably, among these projects are numerous prime land plots, large urban areas, and tourism and resort projects that were previously frozen, resulting in a long-term waste of land resources.

The Da Nang City People's Committee stated that this is only the first announcement. The city has instructed relevant departments, agencies, and localities to continue reviewing projects and land plots included in inspection and audit conclusions or court judgments with similar problematic issues, in order to propose additions in subsequent announcements.

This demonstrates a determination to definitively address long-standing issues while simultaneously building a more stable legal framework for the investment environment. For Da Nang, the current challenge is not only dealing with the consequences of the past but also creating a foundation for sustainable development in the future.

The inclusion of 350 projects under the special mechanism is not just an administrative decision, but also a test of the city's capacity for land management and governance, and a reshaping of its urban development model in the new phase.

For many years, Da Nang has faced a paradox: land in the city center is scarce, yet numerous prime plots remain fenced off and abandoned; many projects have been allocated land but are slow to develop, causing resource waste and affecting urban aesthetics. Therefore, "rescuing" these projects legally not only aims to boost investment but also to address the inefficient use of land.

From an urban economic perspective, the reactivation of hundreds of projects is expected to create a strong ripple effect on the construction, labor, materials, and service markets, and especially on land-related budget revenue. In the context of Da Nang seeking new growth opportunities after a period of real estate market stagnation, removing legal bottlenecks could become a crucial driving force for the city to restart private investment flows.

However, experts also argue that deregulation does not mean "legalizing at all costs." The challenge is to ensure transparency and adherence to regulations, avoiding the creation of precedents for lax handling or fostering a mindset of expecting special mechanisms in the future.
