On the morning of August 29, at Dien Hong Hall, the National Assembly House, the Party Committee of the Central Agencies Bloc coordinated with the Office of the President , the Office of the National Assembly, the Ho Chi Minh National Academy of Politics and the Truth National Political Publishing House to organize the scientific workshop "55 years of implementing President Ho Chi Minh's Testament in Central Agencies (1969-2024)".

The workshop was chaired by Comrade Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council; Party Central Committee members: Nguyen Van The, Secretary of the Party Committee of the Central Agencies; Bui Van Cuong, General Secretary of the National Assembly, Head of the National Assembly Office; Comrades: Vu Trong Lam, Director, Editor-in-Chief of the National Political Publishing House Truth; Pham Thanh Ha, Deputy Head of the Office of the President. Also attending were Party Central Committee members, leaders of central and Hanoi departments, ministries, branches; more than 600 cadres, party members, union members, civil servants, and public employees in the Party Committee of the Bloc.
The workshop attracted the participation of many agencies, units, leaders, managers, and prestigious scientists, with 109 papers submitted and presented at the workshop, focusing on analyzing and researching the value of the Testament - one of the most important legacies in Ho Chi Minh's thought. The opinions from many perspectives and aspects, originating from different positions, fields of activity, and research, deepened the historical value and contemporary stature of the Testament.
From the actual activities of agencies and units, delegates highlighted the achievements and lessons learned through 55 years of implementing President Ho Chi Minh's Testament in central agencies; clarified the directional significance of his Testament for the Vietnamese revolution in the current context; and proposed many solutions to continue effectively implementing President Ho Chi Minh's Testament in agencies and units.
The scientific workshop “55 years of implementing President Ho Chi Minh's Testament in Central agencies (1969-2024)” is a meaningful activity expressing respect and deep gratitude to the great President Ho Chi Minh; affirming the strong vitality and everlasting value of the Testament; transmitting, arousing and strongly spreading throughout society the determination, strong belief in the great strength and revolutionary cause of the Vietnamese people. From there, transforming into action so that each party organization, each cadre and party member can raise awareness of self-cultivation, training revolutionary ethics, political mettle, contributing to building a clean and strong Party and political system, promoting the strength of great national unity and the strength of the times, building an increasingly rich, civilized, cultured and heroic Vietnam.
Speaking at the workshop, National Assembly Chairman Tran Thanh Man stated that over the past 55 years, President Ho Chi Minh's thoughts and Testament have always accompanied the nation, illuminating and guiding our entire Party, people and army to be steadfast and loyal to his revolutionary cause and ideals; successfully continuing the great revolutionary cause to which he devoted his entire life and sacrificed. In the process of building and defending the socialist Vietnamese Fatherland, especially in the nearly 40 years of carrying out the national renovation, thanks to promoting the strength of the entire nation, with the joint efforts and unceasing efforts of generations of cadres, party members and people of all walks of life, our country has achieved great achievements of historical significance.
The National Assembly Chairman affirmed that, implementing President Ho Chi Minh's testament, our Party pays special attention to the task of Party building and rectification, always identifying this as a regular and key task. Building the Party in terms of ethics is associated with building a culture of integrity, considering the culture of integrity as the foundation for building the awareness and ethics of cadres and Party members, at the same time, "building a culture of integrity" to "not want" corruption and negativity. To completely and radically eliminate corruption and negativity, building a culture of integrity, as the late General Secretary Nguyen Phu Trong often reminded, "honor is the most sacred and noble thing", is the fundamental and long-term solution.
Regarding the Party building work in the Central agencies, the National Assembly Chairman assessed that there have been many positive changes. These are strategic-level advisory agencies, with a team of cadres with high political theory and professional qualifications; directly performing the task of advising and organizing the implementation of the Party's guidelines and policies, the State's policies and laws in most important areas. The National Assembly Chairman suggested that in the coming time, the Central agencies continue to closely follow the leadership and direction of the Party Central Committee, the Politburo, and the Secretariat to comprehensively, synchronously, and deeply implement the Party building work, uphold the principle of democratic centralism, promote the leadership role and political core of the Party organization, first of all, focus on doing well the political and ideological work, fighting against erroneous and hostile arguments, and firmly protecting the Party's ideological foundation. At the same time, continue to strongly promote the role, improve the leadership capacity and fighting strength of Party organizations and the quality of cadres and Party members, focus on leading cadres and Party members to well perform the political tasks of agencies and units; promote the sense of responsibility and pioneering and exemplary role of cadres and Party members, especially leaders.
The National Assembly Chairman requested that central agencies strictly implement the resolutions and conclusions of the Central Committee on Party building and rectification and the political system; combine studying and following Ho Chi Minh's ideology, morality and lifestyle with the 2024 Special Topic of the Party Committee of the Bloc on "Enhancing the pioneering and exemplary role of cadres and party members, excellently completing the political tasks of central agencies". Party committees at all levels continue to strongly innovate leadership methods; select key, key issues, and breakthroughs to issue specialized resolutions and lead and direct effective implementation; strengthen periodic and ad hoc inspection and supervision by party committees, party organizations and inspection committees at all levels; regularly urge the implementation of the Party's resolutions and conclusions; promptly promote strengths, overcome shortcomings, prevent violations and resolutely handle violations, and effectively resolve complex issues right at the grassroots level.
The National Assembly Chairman emphasized that throughout the history of the Vietnamese revolution, every victory and every step forward is closely linked to the great contributions of President Ho Chi Minh. The entire Party, people and army vow to continue the great cause of President Ho Chi Minh; resolutely and persistently fight to firmly protect the independence, sovereignty, unity and territorial integrity of the Fatherland; build Vietnam into a country of “rich people, strong country, democracy, equality and civilization”; vow to “preserve unity and consensus within the Party as if preserving the pupil of one’s eye”, continue to build and rectify the Party to become increasingly clean and strong; continue to study and follow his ideology, morality and style.
Speaking at the workshop, comrade Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council affirmed that President Ho Chi Minh's Testament is an extremely valuable historical document at the Party platform level - a national treasure, the crystallization of sentiments and enthusiasm throughout a lifetime of noble revolutionary activities, loyal to the Fatherland, to the Party, and devoted to the people; converging outstanding intelligence, deeply expressing the ideology, morality, exemplary style, and immense benevolence of a great revolutionary leader, a great intellect, great humanity, and great courage.
Summarizing the core content of President Ho Chi Minh's Testament, comrade Nguyen Xuan Thang affirmed that, deeply imbued with his instructions before passing away, entering the period of innovation, our Party has proposed correct policies and guidelines, gradually bringing our country out of poverty and backwardness to become a middle-income country; having an independent, self-reliant, multilateral, and diversified foreign policy, being a friend, a reliable partner, and a responsible member of the international community.
Studying and following Ho Chi Minh's ideology, morality and style, together with the entire political system, cadres and party members of central agencies have promoted patriotism, joined hands and overcome many difficulties and challenges, and made many contributions to the cause of innovation, integration and development of the country. Central departments, ministries, branches and mass organizations have actively participated in research, contributed to building and organizing the implementation, concretizing the Party's correct innovation guidelines in all areas of social life; promoted the work of Party building and rectification, building a clean and strong organizational apparatus of central agencies; promoted the sense of responsibility, constantly cultivated and trained revolutionary ethics, political mettle and professional qualifications, built a contingent of cadres with sufficient qualities, capacity and prestige, equal to the task; Actively fight against corruption, negativity, degradation in political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation".
