The 1st National Assembly Party Congress, term 2025 - 2030: Improving the quality and effectiveness of legislative activities to meet development requirements in the new era

Presenting a speech at the National Assembly Party Congress on the morning of September 25, Vice Chairman of the Law and Justice Committee Ngo Trung Thanh emphasized that the legislative work of the National Assembly needs to continue to be strongly innovated and improve quality to work with the Government, sectors and levels to build a legal system, pioneering the way, truly becoming a "breakthrough of breakthroughs".

Timely completion of the legal system, pioneering the way

In the development process of each country, the law always plays a pivotal role in ensuring order, fairness and "orienting" future development. Right from the first year of independence, in the context of the country's fate "hanging by a thread", with the thought that "a hundred things must have the spirit of the rule of law", President Ho Chi Minh directed the drafting of the Constitution. And on November 9, 1946, the first Constitution - the democratic and progressive Constitution approved by the "National Assembly of the People" affirmed independence, laid the foundation for building a legal system and organizing resistance, building the nation, unifying the country, creating the "Era of fighting for national independence, building socialism (1930-1975)".

In the early 1980s, facing enormous challenges, our Party implemented the Doi Moi policy. Accordingly, the National Assembly issued many important laws, such as the Law on Foreign Investment in Vietnam (1987), the Law on Companies (1990)... creating a legal framework for many economic sectors to develop together, build a socialist rule-of-law state, and promote international integration so that "our country has never had the foundation, potential, prestige and international position like today", the result of the "Era of national unification and innovation (1975 - 2025)".

In recent times, under the wise leadership of the Party Central Committee, the Politburo, and directly General Secretary To Lam, the National Assembly has amended and supplemented a number of articles of the Constitution; at the same time, amended and promulgated a large number of new laws and resolutions to create a legal basis for implementing many strategic reforms. The result has been the formation of a system of agencies from the central to local levels that is streamlined, compact, strong, operating effectively, efficiently, and effectively; comprehensive restructuring, creating new development space and advantages, contributing to enhancing the position and strength for the country to confidently enter a new era - the era of national growth, strong and prosperous development.

It can be affirmed that, over the past nearly 80 years, our country's legal system, with the Constitution and laws at its center, has been constantly improved, becoming a solid legal basis for the country to gain independence, unity and steady progress on the path of development. In particular, before each turning point, historical juncture, under the wise leadership of the Party, the careful preparation of the Government and agencies, the National Assembly has always promptly issued important decisions, amended and improved the legal system, pioneered and paved the way, meeting the requirements of the cause of building and defending the Fatherland.

Consider building a Strategy to perfect the legal system by 2045

However, facing the increasingly high demands of the new development stage, the legal system has revealed shortcomings and limitations that, if not promptly overcome, will directly affect the effectiveness and efficiency of state management, reduce trust, transparency and stability of the legal environment, and hinder development.

Resolution No. 66-NQ/TW has set out specific goals for building and perfecting the legal system. To realize this goal, the legislative work of the National Assembly needs to continue to innovate strongly, improve quality to work with the Government, sectors and levels to build the legal system, pioneer and pave the way, truly becoming a "breakthrough of breakthroughs".

In that spirit, the Party Committee of the Law and Justice Committee proposes that it is necessary to clearly identify the improvement of the legal system as the central and top priority task of the Party Committee of the National Assembly. At the same time, there are a number of recommendations and proposals as follows:

Firstly , it is necessary to continue to thoroughly grasp and effectively implement the requirements of Resolution No. 66-NQ/TW, the direction of General Secretary To Lam on innovation in law-making thinking; so that the law is not only a tool for state management but also a catalyst for development. At the same time, it is recommended that the National Assembly Party Committee, the Government Party Committee and agencies consider developing a Strategy to perfect the legal system by 2045, creating a solid political and legal foundation for the country's development in the new era.

Second , it is recommended that the Party Committee of the National Assembly and the Party Committees of the National Assembly agencies continue to promote their comprehensive, direct and regular leadership role in legislative activities; innovate working methods, strongly reform the work of examining and considering the passage of laws; strengthen urging and closely supervise documents detailing the implementation of laws to ensure that laws promulgated by the National Assembly soon come into life.

Third , it is recommended that the Government Party Committee and project-submitting agencies strengthen leadership and direction to prepare quality draft laws, so that each project is truly a product of intelligence, crystallized from practice, and has a solid political, legal and scientific basis.

In recent times, the Government has directed the successful construction of the National Population Database, which not many countries have been able to do. Therefore, it is recommended that the Government Party Committee direct agencies in drafting the draft law to pay close attention to speeding up and promoting the connection, communication, exploitation, promotion and effective use of this "precious gem". Only then can we ensure the successful implementation of digital transformation, simplifying administrative procedures, and transforming them into advantages for national development.

We have good laws, but we also need a team of responsible, intelligent and courageous officials; who dare to act, dare to nurture and realize great aspirations for the nation. The current context, although full of challenges, is also a strategic opportunity, a golden opportunity for the country to accelerate and succeed.

In view of the great contributions of the National Assembly to the country's development, the Vice Chairman of the Committee on Law and Justice believes that the Party members of the National Assembly Party Committee and the cadres of the new era will continue to promote the tradition of solidarity and dedication. Under the leadership of the Party and General Secretary To Lam - Head of the Central Steering Committee on institutional and legal perfection, a modern, synchronous and complete legal system will soon be successfully built, contributing to the nation in the new era to continue writing glorious and brilliant pages of history, and the country will stand shoulder to shoulder with the world powers as wished by President Ho Chi Minh.
