The report at the conference stated that over the past years, the Party Committee of General Department II has led, directed and seriously implemented Resolution No. 347 of the Central Military Commission, achieving comprehensive results in many fields; successfully completed and excelled in many aspects of the tasks of news, research, forecasting and strategic advice, contributing to advising the leaders of the Party, the State, the Central Military Commission, and the head of the Ministry of National Defense on policies and countermeasures to successfully handle situations, avoiding being passive or surprised in terms of strategy; actively and effectively contributing to the Party's foreign affairs, State diplomacy, people's diplomacy and defense diplomacy, contributing to maintaining stability, political security, social order and safety, preventing the risk of conflict, maintaining a peaceful and stable environment for national development, thereby contributing to protecting the Fatherland early and from afar.

At the conference, General Nguyen Tan Cuong acknowledged and commended the results in implementing Resolution No. 347 of the Central Military Commission that General Department II has deployed in recent years, and affirmed that the Standing Party Committee and the command of General Department II have led and directed the successful completion of many central political tasks, especially in research, forecasting and strategic advisory work. In the face of new, complex and sensitive issues related to independence, sovereignty and national and ethnic interests, the Party Committee of General Department II has proactively led the research and forecasting work, promptly advised the leaders of the Party, State, Central Military Commission and Ministry of National Defense to make correct decisions and flexibly and effectively handle situations.

On the basis of performing well the functions and tasks of research, forecasting and strategic advice, the overall strength of Defense Intelligence has been raised to a new level, continuing to affirm itself as a key force, making important contributions to the cause of national construction and defense.

General Department II needs to continue to innovate its thinking, correctly identify the position, role, and importance of research, forecasting, and strategic defense consulting, thereby resolutely directing the improvement of the quality and effectiveness of information collection, research, processing, forecasting, and strategic consulting with the Party, State, Central Military Commission, and Ministry of National Defense.

The Chief of the General Staff of the Vietnam People's Army noted that General Department II needs to pay attention to building a "refined, compact, strong, and specialized" defense strategy research, forecasting, and advisory agency, and building a team of research staff with strong political will, sharp and sensitive strategic thinking, and well-suited to requirements and tasks.
