The report presented at the conference stated that, over the years, the Party Committee of the General Department II has seriously led, directed, and implemented Resolution No. 347 of the Central Military Commission, achieving comprehensive results in many areas; successfully completing, and excelling in many aspects, tasks related to intelligence gathering, research, forecasting, and strategic planning, contributing to advising the Party, State, Central Military Commission, and the Minister of National Defense on policies and countermeasures to successfully handle situations, preventing strategic passivity and surprise; making positive and effective contributions to the Party's foreign affairs, State diplomacy, people-to-people diplomacy, and defense diplomacy, contributing to maintaining political stability and security, social order and safety, preventing conflict risks, and maintaining a peaceful and stable environment for national development, thereby contributing to protecting the Fatherland from early on and from afar.

At the conference, General Nguyen Tan Cuong acknowledged and commended the results achieved in implementing Resolution No. 347 of the Central Military Commission, which the General Department II had carried out in recent years. He also affirmed that the Standing Committee of the Party Committee and the command of General Department II had led and directed the successful completion of many key political tasks, especially in research, forecasting, and strategic planning. Facing new, complex, and sensitive issues related to national independence, sovereignty, and interests, the Party Committee of General Department II proactively led the research and forecasting efforts, promptly advising the Party, State, Central Military Commission, and Ministry of National Defense on making correct decisions and handling situations flexibly and effectively.

Based on the effective performance of its functions and tasks in research, forecasting, and strategic advisory, the overall strength of the Defense Intelligence has been enhanced, continuing to affirm its role as a crucial force making significant contributions to the cause of national construction and defense.

In the coming period, to continue to successfully complete all assigned tasks, General Nguyen Tan Cuong requested the Party Committee and command of the General Department II and the Party committees and commanders at all levels to continue to thoroughly understand and strictly implement the Party's guidelines and viewpoints, the State's policies and laws, the resolutions of the Central Military Commission, and the directives of the Minister of National Defense on the task of protecting the Fatherland in the new situation, including the work of research, forecasting, and strategic planning for national defense; creatively and effectively apply the functions and tasks of National Defense Intelligence in carrying out its functions and tasks, while continuing to thoroughly understand and implement Resolution No. 48 of the Politburo and Resolution No. 160 of the Standing Committee of the Central Military Commission on leading National Defense Intelligence work to meet the requirements and tasks in the new situation…

The General Department II needs to continue to innovate its thinking, correctly identify the position, role, and importance of research, forecasting, and strategic defense advisory work, and then decisively direct efforts to improve the quality and effectiveness of collecting, researching, and processing information, forecasting, and providing strategic advice to the Party, the State, the Central Military Commission, and the Ministry of National Defense.

The Chief of the General Staff of the Vietnam People's Army noted that the General Department II needs to prioritize building a research, forecasting, and strategic defense advisory agency that is "lean, efficient, strong, and specialized," and to develop a team of research officers with firm political convictions and sharp, insightful strategic thinking, capable of effectively meeting the requirements and tasks.
