On the afternoon of July 4, General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense chaired the conference on handover of responsibilities and tasks of Commander of the Air Defense - Air Force (PK-KQ).
Attending the conference were Lieutenant General Nguyen Van Hien, member of the Party Central Committee, Deputy Minister of National Defense; Lieutenant General Pham Truong Son, Deputy Chief of the General Staff of the Vietnam People's Army; Lieutenant General Truong Thien To, Deputy Director of the General Department of Politics of the Vietnam People's Army.
Pursuant to Decision No. 1398 dated June 27, 2025 of the Prime Minister on the appointment of Lieutenant General Nguyen Van Hien, Commander of the Air Defense - Air Force Service, to the position of Deputy Minister of National Defense; Decision No. 1409 dated June 28, 2025 of the Prime Minister on the appointment of Major General Vu Hong Son, Deputy Commander, Chief of Staff of the Air Defense - Air Force Service , to the position of Commander of the Air Defense - Air Force Service, at the conference, Lieutenant General Nguyen Van Hien handed over the responsibilities and tasks of Commander of the Air Defense - Air Force Service to Major General Vu Hong Son.

After listening to the report of the Air Defense - Air Force Service representative, approving the handover minutes and listening to the discussion opinions, on behalf of the Central Military Commission and the Ministry of National Defense, General Phan Van Giang acknowledged and commended the Party Committee and Command of the Air Defense - Air Force Service for leading and directing the Service to successfully complete all assigned tasks in the past time.
Specifically, the unit has strictly maintained combat readiness; managed airspace and flight operations closely, especially the flight mission to celebrate the 50th anniversary of the Liberation of the South and National Reunification Day; performed well in training, participated in and organized drills organized by the Ministry of National Defense and joint drills between military branches and arms with good results; actively and proactively grasped and accurately forecasted the situation, promptly advised and proposed to the Central Military Commission and the Ministry of National Defense policies and solutions, and properly handled situations, avoiding being passive and surprised. These results of the Service have had significant contributions from Lieutenant General Nguyen Van Hien and Major General Vu Hong Son.

Emphasizing that being appointed Commander of the Air Defense - Air Force Service is a very heavy but also very glorious task, General Phan Van Giang requested comrade Vu Hong Son in his new position to inherit and promote the achieved results, quickly start performing his duties and tasks; together with the Standing Committee of the Party Committee and the Command, focus on leading and directing the building of a strong unit, improving the quality of combat readiness, unit management, flight operations, air defense organization operations, advising the Central Military Commission and the Ministry of National Defense on the assigned work areas; improving the quality of training, exercises, competitions and sports; strictly maintaining the order and combat readiness regime; continuing to implement the plan to adjust the organization of the Air Defense - Air Force Service to suit the new situation; reviewing, adjusting and supplementing the system of operational documents to suit the characteristics of the 2-level local government, especially the air defense posture, regional defense posture...

In addition, the Army needs to perform well in logistics and technical work; promote the application and development of science and technology, innovation, and digital transformation; do well in defense land management, and proactively work with localities to effectively resolve problems and backlogs.
General Phan Van Giang also noted that the Army needs to focus on building a clean and strong Party organization in terms of politics, ideology, ethics, organization and personnel. In particular, special attention should be paid to building a truly united and unified Party Committee and command; and to implementing the principle of democratic centralism.

In the immediate future, the Minister requested the Service to focus on performing well the tasks of the last 6 months of the year; well deploy the preparation work and successfully organize the Service Party Congress for the 2025-2030 term, paying special attention to personnel work, ensuring inheritance and development.
