Dak Lak tightens management of joint program teaching activities.

On January 10th, the Dak Lak Department of Education and Training issued a directive on strengthening the management of collaborative activities for teaching English through mathematics, science, life skills education , and extracurricular activities in primary schools.

Accordingly, the Department of Education and Training requires the district, town, and city education departments to direct schools to arrange timetables scientifically , in accordance with the needs of parents and students, suitable to the psychological and physiological characteristics of primary school students, without causing overload, without forcing students to participate, and without inserting voluntary educational activities into regular class hours. Schools must assign management staff and teachers to participate in student assessment to coordinate and evaluate the objectivity and effectiveness of collaborative teaching and other elective programs, and report the results at the end of the first semester and the end of the school year…

The Dak Lak Department of Education and Training also requested that the district education departments inspect primary schools to check whether they are implementing collaborative teaching programs; life skills education activities; and extracurricular activities in the form of clubs (organizational plans; programs, materials, list of participating teachers; capacity profiles of service providers; training contracts; use of funds allocated to the school; proposals for renting facilities, etc.). The district education departments are required to report the inspection results to the Department of Education and Training before February 2nd.

According to the Dak Lak Department of Education and Training, in the 2023-2024 school year, the entire province had 19 primary schools organizing the joint program, comprising 187 classes and 7,652 students; of which 16 schools were in Buon Ma Thuot City and 3 schools were in Krong Pak District.

Previously, in 2023, the Dak Lak Department of Education and Training established a working group to inspect the implementation of this joint program. During the inspection, the Department noted several complaints, including: the voluntary registration form provided by the service provider was unclear; the commitment to study for a 5-year academic year was inconsistent with the spirit of voluntariness; the tuition fee of 400,000 VND/month/8 lessons per student was excessively high, with no foreign teachers present; while other companies offering English classes with foreign teachers charged around 250,000 VND/month; the legal basis for collecting tuition fees was inadequate, with most lacking cost estimates and failing to allocate funds for depreciation of facilities.

Following the inspection, the leaders of the Dak Lak Department of Education and Training concluded that participating schools and the service provider must objectively evaluate the effectiveness of the joint program; the partner institution must provide additional support for students who have not successfully completed the learning content (without charging extra fees). They also requested the company to reduce tuition fees for students participating in the program, as the current fees are quite high...
