Effective community mobilization in Tu Minh ward.

With perseverance and close ties to the people, mass mobilization work in Tu Minh ward (Hai Phong) has become the 'key' to resolving complex problems.

Making mass mobilization the breakthrough step.

After the implementation of the two-tiered local government system, Tu Minh ward took over land clearance work from many projects left behind by Cam Giang district and Hai Duong city (formerly). This included land clearance for the key project to renovate and expand Vu Cong Dan road, connecting Hai Duong city with the Cam Giang - Binh Giang area (formerly), specifically the section passing through Tu Thong residential area. This project started in 2023, but by mid-2025, many households still disagreed with the compensation and support plan.

For example, the Dai An Industrial Park expansion infrastructure investment project (phase 2) was planned for expansion in 2006, but as of November 2025, land clearance has still not been completed.

Upon taking over land clearance work from previous localities, a review revealed that the existing legal documents were complex and involved multiple land types and periods of management. Some projects resulted in disputes, with residents disagreeing on the determination of unit prices, land ownership, and assets on the land.

Immediately after the administrative reorganization, the Party Committee of Tu Minh Ward identified land clearance as a key task and focused its leadership and guidance on it by issuing numerous resolutions and specialized plans on land clearance with a decisive, coordinated, and people-oriented approach. The guiding principle is clearly defined: All policies and guidelines must be widely disseminated, publicly and transparently. All obstacles must be addressed through direct, frank dialogue, in a spirit of respect and listening to the people.

A committee for propaganda, mobilization, and support for land clearance was established with the participation of the entire political system, from Party committees and government agencies to the Fatherland Front, political and social organizations, the police force, professional staff, and representatives of residential groups.

This approach clearly demonstrates the ward's overarching viewpoint: mass mobilization is not the sole responsibility of one department, but a shared responsibility of the entire political system.

Ms. Nguyen Thi Sam, Vice Chairman of the People's Committee of Tu Minh Ward, who was directly in charge of land clearance work, said that during the implementation process, ward leaders directly went to the grassroots level, met with people, understood their thoughts and aspirations, and thoroughly explained the legal regulations related to compensation, support, and resettlement. Legitimate requests were received and resolved promptly. Issues beyond their authority were compiled and reported to the competent authorities for consideration and resolution.

"The ward leaders and members of the propaganda committee spared no effort, persistently meeting with the people to engage in direct dialogue and resolve outstanding issues from the past," Ms. Sam said.

The people of Tu Minh are highly supportive of implementing socio-economic development projects in the area.

The effectiveness of mass mobilization work in Tu Minh ward is clearly demonstrated by the successful resolution of projects that were once considered "bottlenecks".

The Vu Cong Dan Road Renovation and Expansion Project is a prime example. This project involves a large-scale land clearance project affecting dozens of households, with numerous issues arising from unit prices, area, and auxiliary structures. Instead of applying rigid administrative measures, Tu Minh Ward persistently chose the path of dialogue and persuasion.

Numerous meetings were held right in the residential area, with the participation of ward leaders, representatives of various organizations, and influential individuals. Each resident's opinion was listened to and analyzed in detail based on legal regulations, while also considering the long-term interests of the community. As a result, long-standing issues were gradually resolved, and the project's land clearance was completed through consensus, without the need for coercive measures.

For the large-scale Dai An Industrial Park Expansion Project (Phase 2), involving a large number of households and a complex nature, Tu Minh Ward continues to uphold the motto of "going door to door." Ward leaders directly engage in dialogue with each concerned household, clarifying their rights, responsibilities, and relevant policies, while closely coordinating with relevant agencies to ensure all plans comply with regulations and minimize the possibility of complaints. Despite numerous reports to the city and relevant agencies regarding the plan for forced eviction, it has not been implemented.

Many households, initially hesitant and worried, have proactively handed over their land after understanding the policies and seeing the transparency in the implementation process. In December, households with land in the two projects agreed to the compensation and support plans.

Mr. Nguyen Van Tuan, Secretary of the Party Branch and Head of the Tu Thong residential group, said that with the decisive involvement of the Party Committee and the government, the Party branch of the residential group also played a high role in disseminating information and mobilizing the people. Along with that, they closely coordinated with members of the ward's propaganda committee to explain thoroughly and ensure the rights of the people. Therefore, projects that previously faced the risk of delays and potential complaints have been resolved through consensus.
