Notably, the program to eliminate temporary housing was organized by the Party Committee as a widespread political activity. Cadres acted as "coordinators," connecting resources and directly assisting people with tasks like carrying bricks and roofing. By August 2025, Ninh Binh was one of 27 localities nationwide to complete 100% of the construction and repair of houses under this program. In her new, spacious house, Mrs. Tran Thi Minh from Phu Quang village, Vu Ban commune, choked up with emotion: "At 70 years old, this is a lifelong dream I never dared to imagine."
