Born and raised locally, the arduous journey to school and the large family with many siblings instilled in Hai Anh an early desire to succeed. After completing junior high school, he went to Ho Chi Minh City to attend high school, and then graduated from the National Academy of Public Administration. To gain practical experience and opportunities for further study, he worked at businesses and banks, and also established his own distribution channel for vegetables and fruits. In 2021, while working as a commune police officer, Hai Anh pursued a master's degree in public administration and was assigned to the Hamlet Front Committee. In 2023, he completed his master's program; in 2024, he was elected to the position of Party Secretary and Head of Vinh Quoi Hamlet.
Sharing his experience in taking on the role, Mr. Nguyen Hai Anh said: “I was born and raised in this hamlet, and I am deeply connected to the people here. When the organization entrusted me with this task, I saw it as an opportunity to learn from the experiences of previous generations and apply appropriate methods to the local context.” According to him, the biggest challenge for young cadres when assuming leadership roles at the grassroots level is creating consensus within the group, especially with older, experienced party members. Therefore, he chose a cautious, humble, and open-minded approach; carefully preparing the content of branch meetings, working impartially, transparently, and clearly defining tasks and responsibilities. “Only by working seriously and effectively can we gradually build trust,” Mr. Hai Anh shared.
Currently, Vinh Quoi hamlet has 420 households and 2,057 residents. Mr. Hai Anh has identified his main task as always being close to the people, understanding the local situation thoroughly. At the same time, he sets a good example in his work, ensuring his words match his actions, proactively exchanging information, and promptly resolving any arising issues. Deputy Secretary of the Party Branch and Deputy Head of Vinh Quoi hamlet, Tran Van Duoc, commented: “Within the Party branch, Comrade Hai Anh focuses on building unity, thoroughly implementing resolutions, and closely following directives from higher levels, but with adjustments to suit the actual situation of the hamlet.”
During his tenure, Mr. Hai Anh chose an open and democratic approach; all policies were discussed and public input was provided for people to participate in and monitor. According to him, people's opinions need to be listened to and responded to promptly, especially on issues directly related to their lives and legitimate rights. "I always emphasize the exemplary role of Party members, particularly in the transparency of people's contributions. When the people trust us, things will go more smoothly," Mr. Hai Anh said.
That sense of responsibility is demonstrated through concrete actions. Near the end of the workday, when Ms. Lien Tuyet Thuy went to the hamlet office to register the death of a relative, Mr. Hai Anh still assisted her in processing the paperwork promptly, saving her from having to make multiple trips. During the 2025 high tide, when many roads in the hamlet were flooded, Mr. Hai Anh personally surveyed the area, reinforced vulnerable points with the residents, and helped relocate property. Mr. Tran Thanh Phong, a resident of Group 1, said: “When the water rose, while the residents were still confused, we saw Mr. Hai Anh come to encourage and assist us in the evening.”
To improve the effectiveness of Party branch meetings, Hai Anh has gradually applied information technology, such as using the Party branch's Zalo group and an electronic Party member handbook to quickly transmit policies and meeting materials; digitizing Party member lists and work files; and organizing online meetings when necessary. According to him, Party branch meetings should be linked to specific issues in people's lives, avoiding formality.
Thanks to these grassroots changes, the appearance of Vinh Quoi hamlet has gradually transformed, and the material and spiritual lives of the people have been increasingly improved. Practical experience shows that assigning tasks to young cadres trained at the grassroots level is a suitable approach in current cadre work. The trust of the people serves as both a measure and a motivation for young cadres to continue striving and successfully fulfilling their assigned duties.
