Recognizing the crucial role of the marine economy in the new development phase, on February 12, 2026, the Provincial Party Committee issued Resolution No. 16-NQ/TU on the strategy for developing the marine economy until 2030, with a vision to 2045. The resolution sets a target of achieving an average annual growth rate of over 11% for the marine and coastal economy during the 2025-2030 period; the proportion of the marine and coastal economy in the province's GRDP should exceed 20%; and the province should gradually develop a system of seaports, logistics centers, and fisheries support service centers.
In the overall strategy, developing sustainable marine ecotourism is identified as one of the key solutions. According to the Provincial People's Committee's Marine Tourism Development Plan for the period 2026–2030, marine tourism development must be linked to the rational exploitation of marine resource potential, the creation of distinctive tourism products, and the gradual transformation of tourism into a key economic sector of the province. The opening ceremony of the Ninh Binh Marine Tourism Season 2026, held on the evening of April 28th, featured many spectacular performances that became a highlight, attracting a large number of locals and tourists to learn about Ninh Binh's marine tourism.

During the Hung Kings' Commemoration Day and the April 30th - May 1st holidays, the atmosphere at the coastal tourist area was incredibly vibrant and bustling. People from all over flocked to the main beach with its gently sloping, fine sand and clear blue water to enjoy swimming and recreation in the communes of Hai Hau, Hai Thinh, and Hai Tien. In addition, many activities were held to celebrate the tourist season, such as a promotional space for OCOP (One Commune One Product) tourism products and seafood cuisine with 50 stalls; stilt walking demonstrations; and kite-flying festivals… offering unique experiences for tourists and creating a distinctive community cultural space. The number of tourists visiting the Thinh Long tourist area increased sharply, and food and accommodation services around the beach area operated at full capacity.
