Breakthrough in thinking, raising awareness
Resolution No. 71-NQ/TW of the Politburo on breakthrough in education and training development was issued to meet the urgent need for human development and human resource development, in line with the country's development situation and the general trend of the world. The innovation process in our country has been going on for nearly 40 years and has achieved remarkable results. The requirement to transform the economic model from breadth to depth and the need to restructure the economy towards quality, efficiency and high competitiveness requires education and training to meet the learning needs of the people, quickly training a high-quality workforce. If there is no innovation, it will lead to poor quality human resources and will be one of the factors hindering the country's development.
Inheriting the view that education and training is the top national policy, Resolution 71 further affirms that education and training are the factors that "decide the future of the nation". Resolution 71 emphasizes that it is necessary to start with innovation in thinking, creating breakthroughs in resources, motivation and new space for education and training development. Therefore, the "strategic breakthrough" thinking is put first - not only partial innovation but also a leap in institutions, policies, governance, human resources... and raising awareness of responsibility: "Developing education and training is the cause of the Party, the State and the entire people. The State plays the role of strategic orientation, creating development, ensuring resources and equity in education".

Previously, Resolution No. 29-NQ/TW dated November 4, 2013 advocated: "fundamental and comprehensive innovation in education and training". In which, focusing on changing philosophy, goals, content, methods, testing and evaluation. Resolution 71 introduced the concept of "development breakthrough"; meaning: not just innovation but implementing a revolution, focusing on removing "bottlenecks" in institutions, policies, finance, administration and remuneration; not just partial innovation but requiring a shift from "local improvement" thinking to a thinking of creating and leading development. This opens up space to implement bold solutions that have widespread and sustainable effects.
Through this, we can see the breakthrough in thinking and awareness raising, demonstrating the Party's stronger and more decisive viewpoint on the development of education and training. These are strategic, comprehensive and profound orientations, not only solving current problems but also shaping a long-term vision for Vietnamese education.
Clearing " bottlenecks " , aiming for advanced standards
Resolution 71 has set clear goals for each stage such as by 2030, an advanced education system, reaching the region; by 2035, a number of fields will meet international standards; by 2045, Vietnam will become a country with a modern, equitable and quality education system, ranked among the top 20 countries in the world; at the same time, these targets and goals are all linked to the country's overall development goals as defined in the 2045 vision: "High-quality human resources, scientific and technological talents will become the driving force and competitive advantage of the country, contributing to making Vietnam a developed, high-income country".
To realize the above goals, Resolution 71 has proposed 8 groups of key tasks and solutions to clear up "bottlenecks" such as low training quality, ineffective financial and autonomy mechanisms, lack of reasonable investment resources, inadequate remuneration policies for teachers, etc. to improve the quality and guide our country's education and training to reach advanced standards in the region and internationally.
To improve the quality of education and training, Resolution 71 requires strengthening comprehensive education in ethics, intelligence, physical and aesthetic skills, and forming a system of values for Vietnamese people in the new era. In addition to improving the quality of preschool and general education, reforming and modernizing vocational education, it is necessary to modernize and raise the level of university education, create breakthroughs in developing high-quality human resources and talents, lead innovative research and creativity; promote international cooperation and deep integration in education and training; carry out comprehensive digital transformation, popularize and strongly apply digital technology and artificial intelligence in education and training.
The Resolution also fundamentally changes the thinking about financial investment in higher education in a superior way; practically takes care of the teaching staff, provides financial support and creates learning opportunities for everyone; affirms to ensure full and comprehensive autonomy for higher education institutions, regardless of the level of financial autonomy. With preferential policies on allowances and remuneration, it has increased the motivation for the teaching staff and those working in education to feel secure and stay long-term, attracting talented people to join the teaching profession, especially in difficult areas; this is very important because the quality of education largely depends on the teaching staff. The Resolution also encourages public-private cooperation, builds funding funds, prioritizes credit capital for education projects, and creates conditions for society to join hands in investing in education.
Resolution No. 71-NQ/TW is a document of special importance in the current period; it not only sets out a new way of thinking about “development breakthroughs” but also puts forward practical policies: granting real autonomy to educational institutions, strongly reforming financial mechanisms, especially providing outstanding incentives for teachers; these are fundamental solutions to remove long-standing bottlenecks, improve the quality of education, and move towards regional and international standards.
At the same time, with a long-term vision to 2045, the Resolution creates a solid foundation for the development of high-quality human resources, promoting science and technology, innovation and enhancing national competitiveness. It can be affirmed that Resolution 71 is the guiding principle for the education and training cause in the coming decades and is also the central driving force to realize the aspiration of making Vietnam a developed, powerful and prosperous country by the middle of the 21st century.
