The Government Office has just announced the conclusion of Deputy Prime Minister Le Thanh Long at a meeting on the implementation of the investment project to build the second facility of Viet Duc Friendship Hospital and the investment project to build the second facility of Bach Mai Hospital.
The Deputy Prime Minister acknowledged the efforts of the Ministry of Health , the Project Management Board, contractors and relevant ministries and agencies in organizing and implementing the activities of the two projects after Resolution No. 34 of the Government on mechanisms and solutions to handle difficulties and problems in the two projects was issued.

According to the Deputy Prime Minister , relevant ministries, agencies and units have gradually overcome difficulties and removed obstacles to resolve and complete a large volume of work in a short time (construction progress of bid packages reached 90%-95% of the work volume at the Viet Duc Friendship Hospital Facility 2 project and 80%-99% at the Bach Mai Hospital Facility 2 project).
Despite progress, according to the Deputy Prime Minister, many works are behind schedule compared to the set plan. The Deputy Prime Minister assessed that the construction progress at the two projects has not met the requirements, not completed on time as committed; the construction workforce only reached 30%-70% of the requirements.
The arising problems (related to the design estimate plan for construction drawings; changes in architectural design of the site; requirements for interconnection and synchronization of hospital management software; procedures for purchasing and installing equipment; changes in fire prevention and fighting standards and the improvement of project management personnel...) have not been completely resolved.
In addition, over time, many types of equipment change or stop production; many devices, especially IT devices, have been installed but are broken or not suitable for current practical requirements...
To complete the two projects on schedule and put them into use before November 30, the Deputy Prime Minister emphasized that units must be truly determined and make efforts, focus maximum resources, and resolutely and synchronously implement the proposed tasks and solutions.
The Deputy Prime Minister assigned the Ministry of Health to preside over and closely coordinate with relevant agencies to thoroughly resolve arising issues, promptly approve the design estimates for construction drawings and complete them before October 10.
The Ministry of Health is assigned to preside over and coordinate with relevant ministries and agencies to research, propose, and report to the Government and Prime Minister on mechanisms and policies (such as human resources, finance, etc.) to ensure effective operation of the two hospitals.
The Deputy Prime Minister assigned the Ministry of Public Security to direct relevant units to review, appraise and approve fire prevention and fighting acceptance for two project works within 7 days from the date of receiving complete documents from the Project Management Board as prescribed.
The Ministry of National Defense directed Corporation 36 to coordinate with contractors to continue to focus, mobilize and effectively use resources; closely coordinate with the Ministry of Health and the Project Management Board to complete items at the Bach Mai Hospital Facility 2 project.
The Ministry of Finance needs to closely coordinate and guide the Ministry of Health and the Project Management Board on issues arising related to the payment mechanism for completed items of the two project works.
The Deputy Prime Minister requested the Ministry of Health, the People's Committee of Ninh Binh province and relevant agencies to resolutely and urgently carry out assigned tasks, ensuring the goal of completing the two project works and putting the two hospitals into operation on schedule.
Regarding the two projects of Bach Mai Hospital and Viet Duc Hospital, branch 2 in Ha Nam (old), the Department of Police Investigation of Economic Crimes, Corruption and Smuggling (Department C03) of the Ministry of Public Security has initiated a case and prosecuted 7 defendants for the crimes of: Managing and using State assets causing loss and waste; Fraud, appropriation of property; and Abusing position and power while performing official duties.
Previously, the Government Inspectorate discovered that the implementation process of Bach Mai Hospital and Viet Duc Hospital, Branch 2, had many violations of regulations on bidding, construction and other related regulations in almost all stages... Through inspection, the Government Inspectorate determined that these two projects caused waste of over 1,200 billion VND.
The Government Inspectorate also pointed out that the Minister of Health and the Management Board of key health projects at that time "seriously violated bidding regulations with the aim of selecting the correct foreign consulting unit that had been determined in advance."
