"It is necessary to be 'fair, objective, scientific , and to place the interests of the nation, the Party, and the people above all else'" - This message, delivered in the important speech "Some issues that need special attention in the preparation of personnel for the 14th Party Congress" by General Secretary Nguyen Phu Trong at the first meeting of the Personnel Subcommittee of the 14th Party Congress recently, has attracted the attention and agreement of a large number of cadres, Party members, and people from all walks of life nationwide.

It's no coincidence that public opinion is paying attention to the personnel matters of the 14th Party Congress. This momentous event is just two years away, yet the challenges facing the Party outweigh the opportunities.

This poses a risk of further economic backwardness, significant inflationary pressure, and a tendency for business and production activities to decline in some areas. The number of businesses withdrawing from the market is increasing, with many having to reduce staff, cut working hours, or lay off workers. As a result, the lives of workers are also facing many difficulties.

Against this backdrop, the global and regional situations are undergoing very rapid, complex, and unpredictable developments. The 14th National Congress was held precisely at a time when our country had just completed 40 years of implementing the Doi Moi (Renovation) process under the socialist orientation.

This also marks a generational transition from a generation of cadres born, raised, trained, and matured during the years of resistance, primarily educated domestically and in former socialist countries, to a generation of cadres born, raised, and matured in peacetime and educated from diverse sources and countries with different political systems.

Therefore, the question of who our Party intends to select and appoint to the leadership ranks - especially key leadership positions capable of shouldering immense responsibilities - receives the deep and legitimate attention of the entire Party and the entire nation.

Public opinion strongly agrees with the General Secretary's statement: "Personnel work for the Congress is extremely important but also extremely complex, difficult, and arduous, requiring the Central Committee, the Politburo, the Secretariat, and the entire political system to work with a very high sense of responsibility, with great determination and effort, and with a truly impartial, objective, and scientific approach, placing the interests of the nation, the Party, and the people above all else."

Regarding this matter, Dr. Nguyen Viet Chuc, former Vice Chairman of the National Assembly's Committee on Culture, Education, Youth, and Children, shared: Throughout his life and revolutionary career, President Ho Chi Minh always "placed the national interest above all else."

This viewpoint is the supreme principle in the revolutionary leadership process and is one of the reasons for the success of the Vietnamese revolution.

The principle of "placing national interests above all else" in President Ho Chi Minh's actions was not only a goal and an act of struggle for national liberation and the protection of national independence and unity, but also aimed at the interests of the people.

Patriotism cannot be vague or abstract. Patriotism means loving the people, bringing independence, prosperity, freedom, and happiness to the people.

Viewing this perspective in the context of current personnel management, Dr. Nguyen Viet Chuc affirmed: Clearly, alongside difficulties and challenges are opportunities and favorable circumstances. The country's position has never been greater than it is today. Vietnam is making friends with all countries. All nations and powerful countries want to have relations and upgrade relations with Vietnam.

In the new situation and under these conditions, cadres need even more courage and wholeheartedly dedicate their abilities to serving the Fatherland and the people. Cadres must place the interests of the people, the collective, and the country above personal interests.

"Class is within the community, class is within the people. The Party is within the people, the Party belongs to the people," affirmed Dr. Nguyen Viet Chuc.

Dr. Nguyen Viet Chuc also agreed with the General Secretary's frank analysis of the shortcomings and weaknesses of a segment of cadres and the limitations and inadequacies in cadre work. Among them are those who are always only concerned with personal gain and privileges, forgetting about "integrity and honor."

"At a time when the country is facing both great opportunities and a critical situation, if we cannot resolve these long-standing issues, it will be very difficult to realize our dream and aspiration for a strong and prosperous nation," Dr. Nguyen Viet Chuc confided.

Colonel Nguyen Van Nien, former Director of the Pharmaceutical Enterprise of the 12th Army Corps (residing in Khuong Trung, Dong Da, Hanoi), stated that after carefully reading the article "Some Issues That Need Special Attention in the Preparation of Personnel for the 14th Party Congress," he was particularly impressed with the General Secretary's requirement to "place the interests of the nation, the Party, and the people above all else."

“In the 1960s, there was a slogan plastered everywhere: 'The Fatherland above all else.' This meant that cadres and Party members had to put the Fatherland above all else, they had to put the Party above all else. They couldn't put their own interests above all else,” Colonel Nguyen Van Nien expressed, but also frankly stated, “It’s easy to say, but not easy to do. You have to be very impartial, you have to listen very carefully to the opinions of the people, the opinions of those around you.”

Colonel Nguyen Van Nien also expressed his frequent thoughts on why President Ho Chi Minh and the Communist Party of Vietnam were able to gather the most outstanding individuals into their system and attract the entire nation to participate in the great revolutionary cause.

That is because the highest purpose and goal of the Party is the interests of the people. And practice since the founding of the nation has shown that when there is unity, even a small nation can become great. The victories in the two wars of resistance against French colonialism and American imperialism are clear evidence that the Party's correct policies, trusted by the people, led to complete and great victories.

“To succeed on the path chosen by President Ho Chi Minh, the Party, and the nation, personnel work in the coming period is extremely important. Only with a good team of cadres can we have more appropriate and better policies for national development without losing cadres. Only then can we address strategic issues, handle complex situations related to national construction, development, and defense, and the survival of the regime, in a timely, correct, and effective manner,” Mr. Nguyen Van Nien expressed.
