Affirming a dynamic, innovative, and responsible National Assembly.
- What are your feelings when you look back at the Tenth Session - the final session of the 15th National Assembly?

- The Tenth Session marks a significant milestone, concluding a term of the National Assembly marked by numerous innovations, efforts, and clear achievements. Personally, I feel encouraged and confident that the National Assembly has completed its entire agenda, passing many important decisions for the country; and I am also proud of the spirit of innovative legislative thinking, decisive action, and prioritizing the interests of the nation, the people, and the country above all else.

The session also provided an opportunity to reflect on the National Assembly's journey so far, marked by many milestones in building a rule-of-law state, opening up great expectations for the next phase of development, aiming for rapid and sustainable development and a vision extending to 2045. As National Assembly Chairman Tran Thanh Man emphasized in his closing remarks, the Tenth Session affirmed a dynamic, constructive, and responsible National Assembly that is increasingly worthy of the trust and expectations of voters and the people nationwide. As a National Assembly delegate, I am truly honored, proud, and moved to have directly participated in this particularly significant session.

- The Tenth Session was the session with the largest legislative workload ever undertaken by the National Assembly, but it also demonstrated the National Assembly's strong determination to improve the institutional framework, Madam?

- The National Assembly has considered and through 51 laws and 39 resolutions, This includes many important legal resolutions that have a direct and far-reaching impact on the socio-economic, defense and security sectors, and the lives of the people. This enormous workload reflects the urgent demands of national development and demonstrates the strong determination of the National Assembly to improve institutions and create a legal framework for a new stage of development.

Members of the National Assembly, its agencies, and the Government have had to work intensely, from preparing documents, conducting thorough reviews and discussions in committees and in plenary sessions, to incorporating feedback, revising, and finalizing draft laws and resolutions. They often worked outside of regular working hours and on weekends to ensure the progress and quality of each draft law and resolution.

The National Assembly's increased application of information technology and digital transformation in legislative activities—from sending electronic documents, organizing discussions, gathering opinions, to summarizing, incorporating, and revising drafts—has greatly supported delegates, improving work efficiency, saving time, and ensuring timeliness and accuracy.

The legislative results at the Session clearly demonstrate the close, harmonious coordination and high level of consensus among agencies within the political system to promptly address bottlenecks, improve institutions, and create new impetus for the country's development.

Development and growth, linked to the implementation of three strategic breakthroughs.

- Laws and resolutions related to the field of education are of great interest to many National Assembly deputies and voters. What significance do these laws and resolutions have for the country's education system in the coming period, Madam?

- Laws and resolutions related to the field of education and training are truly important highlights, clearly demonstrating the listening to and incorporation of opinions from National Assembly deputies and voters nationwide.

Accordingly, the National Assembly passed three key laws on education, including: the Law amending and supplementing a number of articles of the Law on Education; the Law on Vocational Education (amended); and the Law on Higher Education (amended), along with a Resolution of the National Assembly on a number of specific and outstanding mechanisms and policies to create breakthroughs in the development of education and training.

These policy decisions are significant, with several notable points such as: recognizing vocational secondary education as part of the national education system and establishing vocational secondary education as equivalent to high school education, thereby increasing flexibility in choosing educational paths, meeting the career orientation needs of students after lower secondary school, and contributing to the effective implementation of the policy of streaming and ensuring articulation between different levels of training.

In particular, the National Assembly unanimously agreed to entrust the Minister of Education and Training with the responsibility of deciding on a unified set of general education textbooks for nationwide use, while simultaneously implementing a roadmap to provide free textbooks to general education students, prioritizing areas with particularly difficult socio-economic conditions, ethnic minority regions, mountainous areas, border regions, and islands. These are highly humane policy decisions that directly reduce the financial burden of education for the people, especially disadvantaged families, fulfilling the hopes and recommendations of numerous voters in recent times.

The laws also bring about breakthroughs in university governance and autonomy, affirming that autonomy is a statutory right linked to accountability, regardless of the level of financial autonomy; streamlining the administrative apparatus; and promoting digital transformation and international cooperation in the field of education.

It can be affirmed that the laws and resolutions passed at the Tenth Session not only meet the requirements for fundamental and comprehensive reform of education and training in accordance with the Party's policy, but also clearly demonstrate the National Assembly's responsibility to the opinions of voters, creating a solid foundation for building a fair, humane, and modern education system, contributing to the development of high-quality human resources for the country in the coming period.

- What is the significance of the results of the Tenth Session in particular, and the achievements of the 15th National Assembly in general, for the country's future development, Madam?

- In my personal opinion, the results of the Tenth Session in particular, and the achievements throughout the 15th National Assembly term in general, are of special importance to the country's future development.

The Tenth Session left a very strong legislative mark when the National Assembly passed the largest volume of laws and resolutions in the entire term, accounting for approximately 30% of the total number of laws and normative legal resolutions of the 15th National Assembly, thereby forming a relatively synchronized and modern legal framework, creating a solid foundation for development.

The adopted policies have contributed to removing institutional, land-related, infrastructure, and administrative bottlenecks, improving the investment and business environment, promoting economic growth, controlling inflation, and ensuring the major balances of the economy. At the same time, the National Assembly has issued many specific mechanisms and policies for localities, major cities, and growth poles, thereby creating a ripple effect for regional and local development.

In the social and human resources fields, policies on education, health, population, and social security clearly demonstrate a humane approach, aiming to improve the quality of life for the people and create a foundation for the development of high-quality human resources.

In particular, the Tenth Session clearly demonstrated innovative thinking and a development-oriented approach, linked to the implementation of three strategic breakthroughs in institutions, infrastructure, and human resources, aiming for rapid and sustainable national development.

It can be affirmed that the Tenth Session not only marked the complete conclusion of a responsible, innovative, and people-oriented term of the National Assembly, but also created an important foundation for the next National Assembly to inherit, develop, and strengthen the trust of voters and the people in the National Assembly and the State apparatus in the new stage of national development.

Thank you, delegates!
