Movement "The whole country joins hands to build new rural areas": The Ministry of Culture, Sports and Tourism has proactively developed and issued documents directing and guiding the content, creating a legal basis for localities to organize the implementation of the Program. The propaganda and mobilization work to implement the Movement "The whole people unite to build a cultural life" associated with building new rural areas has been deployed with many new models, good practices and advanced examples, contributing to job creation, limiting violations of the law and social evils.

Every year, the Ministry of Culture, Sports and Tourism organizes a patriotic emulation movement on the occasion of the Conference to summarize the year's work and deploy the following year's work tasks of the Culture, Sports and Tourism sector. The movement's content has a theme closely following the direction of the Government and the Prime Minister on implementing tasks and solutions for socio-economic development management.
Based on the theme of the Emulation Movement launched by the Ministry each year, the agencies and units under the Ministry, the Departments of Culture, Sports and Tourism; the Departments of Culture and Sports, and the Departments of Tourism of the provinces and centrally-run cities respond and implement at their units to concretize the targets in different fields such as cultural heritage, grassroots culture, performing arts, fine arts, photography, cinema, libraries, training, copyright, high-performance sports, mass sports, tourism, family, etc.

In particular, the Ministry has provided timely, accurate and correct advice to the Politburo to decide to successfully organize the National Cultural Conference on the occasion of the 75th anniversary of Uncle Ho's organization of the first National Cultural Conference; submitted to the Secretariat for approval of the policy of organizing a series of activities to celebrate the 80th anniversary of the Vietnamese Cultural Outline (February 1943 - February 2023); advised the Government to submit to the National Assembly for approval the National Target Program on Cultural Development for the period 2025-2035 at the 8th Session with many new policies, unlocking resources, creating for culture, sports and tourism to develop rapidly and sustainably.
The work of building and perfecting institutions is comprehensively reviewed, scientifically and methodically oriented towards changing the mindset from "doing culture" to "state management of culture" through legal tools, creating mechanisms and policies.
In the period of 2021 - 2025, the Ministry of Culture, Sports and Tourism will preside over the development, promulgation, submission to competent authorities for promulgation and completion of 122 legal documents, including 04 Laws (Law on Cinema 2022, Law on Prevention and Control of Domestic Violence 2022; Law on Cultural Heritage (amended) 2024; Coordinating the development and submission for approval of the Law on Intellectual Property on copyright and related rights), 29 Decrees of the Government, 01 Decision of the Prime Minister, 88 Circulars and Joint Circulars. Vietnam was elected as a member of the World Heritage Committee for the 2023-2027 term with a very high number of votes.

The organization of meetings of the Emulation and Reward Council and the Ministry of Culture, Sports and Tourism's Initiative Council shall comply with the provisions of law on emulation and rewards.
Every year, the Ministry organizes meetings of the Ministry-level Initiative Council and the Ministry's Emulation and Reward Council to consider awarding the title of "Ministry-level Emulation Fighter" and considering State-level rewards for collectives and individuals under the Ministry. Regarding the awarding of "Ho Chi Minh Prize" and "State Prize" for literature and art: On October 17, 2022, the President signed decisions to award and posthumously award 16 "Ho Chi Minh Prizes" and 112 "State Prizes" to authors with outstanding works and groups of works in literature and art, contributing to the cause of building socialism and defending the Fatherland. On May 19, 2023, the Ministry of Culture, Sports and Tourism chaired the ceremony to award the "Ho Chi Minh Prize" and "State Prize" for literature and art to authors at the Hanoi Opera House. The ceremony was successfully held with the participation and direct awarding of titles by Party and State leaders.
Regarding the third consideration of the titles of "People's Artisan" and "Meritorious Artisan" in the field of intangible cultural heritage: On September 9, 2022, the President issued decisions to confer the titles of 65 People's Artisans and 563 Meritorious Artisans in the field of intangible cultural heritage. After the President's Decision, the provinces/cities solemnly organized the Ceremony to confer the titles of "People's Artisan" and "Meritorious Artisan" in the province/city.
Regarding the awarding of the titles "People's Artist" and "Meritorious Artist" for the 10th time: On March 6, 2024, the Ministry of Culture, Sports and Tourism chaired and coordinated with relevant agencies and units to organize the 10th "People's Artist" and "Meritorious Artist" awarding ceremony for 124 People's Artists and 268 Meritorious Artists at the Hanoi Opera House. The ceremony was successfully held with the participation and direct awarding of the titles by Party and State leaders.

The Ministry has done a good job of propagating President Ho Chi Minh's patriotic emulation ideology as well as the Party's guidelines, policies and laws of the State on emulation and reward work; promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle and launching the Ministry's emulation movements every year according to the theme.
The Ministry of Culture, Sports and Tourism proactively builds and organizes the launching of patriotic emulation movements to carry out tasks and solutions for socio-economic development in general and the key tasks of the Industry in the annual working year; develops implementation plans, responds to movements launched by the Government, the Prime Minister or integrated into professional programs and activities in the field of work; organizes the launching of emulation movements by topic, suddenly. The content of the movement is practical to strive to successfully carry out the assigned goals and tasks. Therefore, it has created positive changes in the awareness, attitude and actions of cadres, civil servants and workers in the entire Industry.
Heads of agencies and units direct and organize the implementation of emulation work to meet the requirements of the new period, serving well the work tasks of the units. Right from the beginning of the year, the Ministry of Culture, Sports and Tourism has guided agencies and units under the Ministry, the Department of Culture, Sports and Tourism, the Department of Culture and Sports, the Department of Tourism to launch and register emulation covenants, organize well the emulation summary, draw experience in directing and organizing emulation movements.
The Ministry of Culture, Sports and Tourism seriously implements and regularly issues documents to direct units in the Culture, Sports and Tourism sector, disseminates the Law on Emulation and Commendation; advises and directs agencies and units under the Ministry to implement the Law, Decree, Circular and professional guidance documents of the Ministry of Home Affairs (Central Emulation and Commendation Committee) on emulation and commendation work.
Emulation and reward work is always carried out in strict compliance with the provisions of the Law on Emulation and Reward and related guiding documents; emulation and reward work is carried out in a practical manner, with the right achievements, the right work, the right people and in a timely manner; the work of considering titles and awards is carried out in accordance with the procedures and legal regulations. Emulation and Reward Councils at all levels and officials working on emulation work have gradually improved the quality of their activities in a streamlined and effective manner.
It can be said that the Patriotic Emulation Movement is a strong driving force to encourage all classes of people to promote their talents, intelligence, and initiatives, to successfully carry out the cause of innovation, develop the country, and build the culture and people of Vietnam.
