Attending the Congress were: Member of the Party Central Committee, Deputy Prime Minister Le Thanh Long; Member of the Party Central Committee, Minister of Culture, Sports and Tourism Nguyen Van Hung; Alternate Member of the Party Central Committee, Permanent Deputy Minister of Culture, Sports and Tourism Le Hai Binh; Deputy Minister of Culture, Sports and Tourism Trinh Thi Thuy; Deputy Minister of Culture, Sports and Tourism Ho An Phong; Deputy Minister of Culture, Sports and Tourism Phan Tam; representatives of leaders of a number of central and local departments, ministries, branches; leaders of units under the Ministry and more than 300 delegates who are typical examples in various fields of work.

Within the framework of the Congress, the exhibition "Some images of patriotic emulation movements and typical advanced examples of the Ministry of Culture, Sports and Tourism in the period of 2020 - 2025" was displayed in the lobby of the Hanoi Opera House. The exhibition aims to evaluate the results of patriotic emulation movements since the 3rd Patriotic Emulation Congress of the Ministry of Culture, Sports and Tourism with the theme "Solidarity, creativity, emulation to build and protect the Fatherland"; contributing to the implementation of political tasks and cultural and social development. In addition, commending the achievements of emulation movements and honoring collectives and individuals in the state management field of the Ministry of Culture, Sports and Tourism with outstanding achievements, awarded the title "National Emulation Fighter", "Ministry-level Emulation Fighter", typical advanced and exemplary models to create motivation in successfully carrying out the political tasks of the Ministry, thereby arousing and promoting the strength of the great solidarity bloc, creating motivation to successfully carry out the tasks of the Ministry.
