Investing in education

In recent years, along with promoting socio-economic development and improving people's living standards, Quang Ninh has continuously paid attention to education and training. Along with improving the quality of teachers, the province has been investing adequately in school facilities and teaching equipment to meet the fundamental and comprehensive innovation of education and training.

Implementing Resolution No. 51/NQ-CP of the Government on the Action Program to implement Conclusion No. 91-KL/TW dated August 12, 2024 of the Politburo, continuing to implement Resolution No. 29-NQ/TW dated November 4, 2013 of the 11th Party Central Committee "On fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration", Quang Ninh has concretized key tasks and solutions, focused on directing implementation to continue to seriously implement the viewpoints, goals, tasks and solutions on fundamental and comprehensive innovation of education and training. In particular, the province improves the capacity and effectiveness of state management of education and training; continues to perfect mechanisms, policies and laws, creating strong changes in fundamental and comprehensive innovation of education and training according to the Party's guidelines.

Over the years, Quang Ninh has continuously cared for and invested in education and training.

In particular, Quang Ninh has identified comprehensive fundamental innovation in education and training, effectively implementing the 2018 General Education Program as a major, central, and continuous task for the education sector. To realize this task, the province has allocated investment resources for education, especially infrastructure for spacious, modern, and standard schools and classrooms. Evidence is that over the past 5 years, Quang Ninh has promoted the construction, renovation, and repair of public schools, bringing a new look, joy, and excitement to teachers and students in the province. Quang Ninh has implemented 24 projects to build school facilities, including 17 high-quality school projects, with a total cost of more than 2,600 billion VND. This is a very large number, but with political determination and a clear roadmap, the province has successfully implemented it. Up to now, the rate of national standard schools in the province has reached 92.5%, exceeding 2.5% compared to the target set by the Resolution of the 15th Provincial Party Congress.

Thanks to adequate investment in school facilities, teaching and learning equipment, and attention to training and fostering the teaching staff, the quality of education and training in Quang Ninh has been constantly improved. The results of the high school graduation exam have improved significantly, the national high school excellent student selection exam has increased for 4 consecutive years, in which in 2024 and 2025 it ranked 8th in the country. The 2020-2025 term has the highest number of students winning prizes in regional and international Olympic competitions ever.

Notably, in the 2024-2025 school year, 100% of the school year's targets were achieved and exceeded. In particular, the rate of 100% of children attending 2 sessions/day was maintained, preschool education for 5-year-old children was universalized; the rate of primary school students attending 2 sessions/day reached 100%; the quality of universalizing lower secondary education from level 2 to level 3 was reached ahead of schedule; along with 10 provinces and cities nationwide, achieving the earliest universalization of lower secondary education level 3 (the highest level).

At the 2025 national high school graduation exam, Quang Ninh won 88 prizes (an increase of 3 prizes compared to the previous year and also the highest ever). There was 1 student who won a Bronze Medal in the International Olympiad for Informatics, 1 student won a Silver Medal in the Abu Rayhan - Biruni International Chemistry Olympiad 2025. In the 2025 high school graduation exam, Quang Ninh ranked 12th out of 34 provinces and cities.

In the coming period, Quang Ninh is determined to continue effectively implementing Resolution 71-NQ/TW, dated August 22, 2025 of the Politburo on breakthroughs in education and training development, creating fundamental and comprehensive changes in the quality and effectiveness of education and training, focusing on modernizing and innovating education and training methods; promoting the construction of a lifelong learning society, developing models, methods and learning movements in a diversified direction, suitable for all subjects; continuing to develop Ha Long University into one of the centers for training high-quality human resources in the region, while improving training capacity, promoting the effectiveness of training and vocational training facilities; focusing on training high-quality human resources according to international standards, with knowledge, skills and professional responsibility to meet the needs of the labor market and the development needs of the province. By 2030, Quang Ninh strives to be among the top 10 provinces and cities in the country in terms of level and quality of education and training development, becoming one of the centers for education and training of high-quality human resources in the region.
