Investing in education

Over the years, alongside promoting socio-economic development and improving the quality of life for its people, Quang Ninh has continuously paid attention to and cared for the cause of education and training. In addition to improving the quality of the teaching staff, the province has been investing adequately in school facilities and teaching equipment to meet the fundamental and comprehensive reform of education and training.

In implementing Government Resolution No. 51/NQ-CP on the Action Program to implement Conclusion No. 91-KL/TW dated August 12, 2024, of the Politburo, continuing to implement Resolution No. 29-NQ/TW dated November 4, 2013, of the XI Central Committee of the Communist Party of Vietnam "On fundamental and comprehensive reform of education and training to meet the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration," Quang Ninh province has concretized key tasks and solutions, focusing on directing implementation to continue seriously implementing the viewpoints, objectives, tasks, and solutions on fundamental and comprehensive reform of education and training. Specifically, the province is improving the capacity and effectiveness of state management of education and training; continuing to refine mechanisms, policies, and laws, creating strong changes in fundamental and comprehensive reform of education and training in accordance with the Party's guidelines.

Over the years, Quang Ninh has continuously focused on and invested in education and training.

In particular, Quang Ninh province has identified the fundamental and comprehensive reform of education and training, and the effective implementation of the 2018 General Education Program, as a major, central, and continuous task for the education sector. To realize this task, the province has allocated resources to invest in education, especially in building modern, well-equipped, and standardized school infrastructure. As evidence, over the past five years, Quang Ninh has accelerated the construction, renovation, and repair of public schools, bringing a new look and joy to teachers and students throughout the province. Quang Ninh has implemented 24 school infrastructure construction projects, including 17 high-quality school projects, with a total budget of over 2,600 billion VND. This is a very large sum, but with strong political determination and a clear roadmap, the province has successfully implemented them. To date, the percentage of schools meeting national standards in the province has reached 92.5%, exceeding the target set in the Resolution of the 15th Provincial Party Congress by 2.5%.

Thanks to adequate investment in school facilities, teaching and learning equipment, and attention to the training and development of teachers, the quality of education and training in Quang Ninh has continuously improved. Results in the high school graduation exam have significantly improved, and the number of students winning national-level high school student competitions has increased for four consecutive years, ranking 8th nationwide in 2024 and 2025. The 2020-2025 term saw the highest number of students winning awards in regional and international Olympiads ever.

Notably, in the 2024-2025 school year, 100% of the school year's targets and tasks were achieved or exceeded. This included maintaining a 100% rate of children attending two sessions per day, universal preschool education for 5-year-old children; achieving a 100% rate of primary school students attending two sessions per day; and upgrading the quality of lower secondary education from level 2 to level 3 ahead of schedule. The province also ranked among the top 10 provinces and cities nationwide to achieve level 3 (the highest level) of lower secondary education as the earliest to do so.

At the 2025 National High School Excellent Student Selection Exam, Quang Ninh achieved 88 awards (an increase of 3 awards compared to the previous year and also the highest number ever). One student won a Bronze Medal in the International Informatics Olympiad, and one student won a Silver Medal in the Abu Rayhan-Biruni 2025 International Chemistry Olympiad. In the 2025 High School Graduation Exam, Quang Ninh ranked 12th out of 34 provinces and cities.

In the coming period, Quang Ninh province is determined to continue effectively implementing Resolution 71-NQ/TW, dated August 22, 2025, of the Politburo on breakthroughs in education and training development, creating fundamental and comprehensive changes in the quality and effectiveness of education and training, focusing on modernization and innovation of education and training methods; promoting the building of a lifelong learning society, developing models, methods, and learning movements in a diversified direction, suitable for various target groups; continuing to develop Ha Long University into one of the high-quality human resource training centers in the region, while improving training capacity and maximizing the effectiveness of training and vocational training facilities; focusing on training high-quality human resources according to international standards, with knowledge, skills, and professional responsibility to meet the needs of the labor market and the development needs of the province. By 2030, Quang Ninh strives to be among the top 10 provinces and cities nationwide in terms of the level and quality of education and training development, becoming one of the centers for high-quality human resource education and training in the region.
