At the same time, develop Da Nang city into one of the country's cultural - sports, education - training, high-quality healthcare, science - technology development centers and a center for organizing regional and international events.
On the basis of the Party's guidelines and policies and the State's laws, the City Party Committee and the City People's Committee issue decisions, directives, action programs and plans to direct and lead the work of building and developing literature and art in order to promote the city's cultural, literary and artistic values with their own characteristics; encourage the organization and promotion of literary and artistic activities associated with the development of Da Nang people, improve the quality of cultural and spiritual life for the city's people, and contribute to socio -economic development.
Mr. Nguyen Nho Khiem, Chairman of the City's Union of Literature and Arts Associations, said that Da Nang artists have contributed significantly to the development of Vietnamese literature and arts, affirming Da Nang's position on the country's cultural map.
Many literary and artistic works and creations are typical, valuable in terms of content, ideology, artistic quality, consistent with the national cultural identity and cultural characteristics of the city, meeting the spiritual needs of the people. The attention and investment in developing literature and art has great significance and importance in building the city's cultural brand, being the driving force, foundation, and long-term basis to create momentum for the development of the city's culture.
It can be seen that the development of cultural infrastructure is an important aspect that creates the foundation for the social, cultural and economic development of a country or locality. With this great significance, in recent times, the Department of Culture and Sports has focused on consulting and proposing investment in the construction and development of cultural infrastructure from the grassroots to the city level, focusing on organizing and promoting the activities of institutions in the most effective way to increasingly attract people to come to play and practice, meet the needs of cultural enjoyment, and improve the cultural and spiritual life of the people.
New, dynamic cultural institutions have been built, renovated, upgraded and operated effectively such as: the City General Science Library, the Museum of Cham Sculpture, and the Da Nang Fine Arts Museum. The City People's Committee's Advisory Department has focused resources on investing in the City Cultural - Cinema Center; restoring and embellishing the Dien Hai citadel relic (phase 2); the project to renovate and upgrade the facility at 42 Bach Dang to make it the Da Nang Museum; expanding Phuoc Ninh cemetery... Most of the cultural institutions after being invested in, upgraded and renovated have met the needs of use well, promoted their effectiveness, and contributed significantly to improving the cultural and spiritual life of the people.

The Department of Culture and Sports advised the City People's Committee to issue a number of mechanisms and policies to promote the role of literature and art, thereby encouraging the city's artists to continue to create as well as organize literary and artistic activities well, bringing literature and art to the city's public. Typically, providing initial funding to maintain the operation of the City's Literary and Artistic Creation Support Fund; increasing investment funds so that professional associations have the conditions to organize literary and artistic activities well and penetrate into the reality of creation, and establishing the city's art council.
Issue preferential treatment and support policies for a number of outstanding individuals who are artists, actors, and musicians of Trung Vuong Theater and Nguyen Hien Dinh Tuong Theater. In particular, in 2023, the Department of Staff of the City People's Committee issued Decision No. 1462/QD-UBND on the Project "Developing literature and arts in Da Nang city to 2030"; Resolution No. 107/2023/NQ-HDND of the City People's Council on regulations on support policies for collectives and individuals in the city who have achieved titles and high achievements at national and international competitions and festivals in the field of literature and arts.
Ms. Nguyen Thi Hoi An, Deputy Director of the Department of Culture and Sports, said that the results the city has achieved in the cultural field in recent times all stem from the constant maintenance of unity, the efforts of the culture and sports sector, social consensus, along with the strong leadership and direction of the city's leaders. This is the correct application of the Party's policies to local realities and satisfactorily addresses the important requirement of building and developing culture in sync with economic development.
In the coming time, Da Nang will focus on implementing Directive 30/CT-TTg dated August 29, 2024 of the Prime Minister on developing Vietnam's cultural industries, through the effective implementation of the project "Developing cultural industries in Da Nang city to 2030". Accordingly, it will continuously promote the achieved results, focus on overcoming shortcomings and limitations with the goal of continuing to develop culture on par with the economy, associated with the development of cultural industries; thereby promoting Da Nang's cultural identity to domestic and foreign friends, while contributing to increasing the cultural "soft power" of the nation and people.
