Investing in cultural development that is commensurate with its potential.

Cultural infrastructure is not only a foundation for preserving and promoting cultural values, but also a means of creating community connections, developing education, and raising awareness. Investment in cultural infrastructure needs to be accompanied by policy support and development, coordination among government authorities, cultural organizations, and the community to create a favorable environment for the development of cultural and artistic activities, contributing positively to building and enhancing the cultural and spiritual life of the city's residents.

Developing cultural infrastructure

Resolution 43-NQ/TW of the Politburo on the construction and development of Da Nang city until 2030, with a vision to 2045, aims to build Da Nang into one of the major socio-economic centers of the country and Southeast Asia by 2030. Simultaneously, it aims to develop Da Nang into one of the country's leading centers for culture and sports, education and training, healthcare, science and technology, and a center for organizing regional and international events.

Based on the Party's guidelines and policies and the State's laws, the City Party Committee and the City People's Committee issue decisions, directives, action programs, and plans to guide and lead the work of building and developing literature and art, aiming to promote the unique cultural, literary, and artistic values ​​of the city; encouraging and promoting literary and artistic activities associated with building the character of Da Nang people, improving the quality of cultural and spiritual life for the city's residents, and contributing to socio -economic development.

Mr. Nguyen Nho Khiem, Chairman of the Union of Literature and Arts Associations of Da Nang City, said that Da Nang's artists and writers have made a significant contribution to the development of Vietnamese literature and art, affirming Da Nang's position on the national cultural map.

Many outstanding literary and artistic works and creations possess significant value in terms of content, ideology, and artistic quality, aligning with the national cultural identity and the city's cultural characteristics, and meeting the spiritual needs of the people. The attention and investment in the development of literature and art are of great importance in building the city's cultural brand, serving as a driving force, foundation, and long-term basis for the city's cultural development.

It is evident that developing cultural infrastructure is a crucial aspect that forms the foundation for the social, cultural, and economic development of a nation or locality. Given this immense significance, the Department of Culture and Sports has focused on advising and proposing investment in the construction and development of cultural infrastructure from the grassroots level to the city level. It has also prioritized organizing and promoting the activities of these institutions in the most effective way to increasingly attract people to participate in recreation and exercise, meeting their cultural needs and enhancing their cultural and spiritual lives.

New, dynamic cultural institutions have been built, renovated, upgraded, and are operating effectively, such as the City's General Science Library, the Cham Sculpture Museum, and the Da Nang Fine Arts Museum. The City People's Committee's Planning Department has focused resources on investing in the City's Cultural and Film Center; restoring and preserving the Dien Hai Citadel (phase 2); renovating and upgrading the facility at 42 Bach Dang to become the Da Nang Museum; expanding the Phuoc Ninh cemetery… Most cultural institutions, after being upgraded and renovated, effectively meet the needs of users, contribute significantly to improving the cultural and spiritual life of the people.

Elevating events and festivals.

To help introduce the image and people of Da Nang to domestic and international tourists, the cultural sector, in coordination with relevant units, hosts and organizes international-level events and festivals. After its first event in 2008 and 12 successful editions, the Da Nang International Fireworks Festival (DIFF) has become a unique brand of Da Nang, attracting a large number of locals and tourists.

DIFF has become an event that has propelled Da Nang tourism to new heights and left many positive impressions on visitors, especially the fireworks teams from many countries around the world participating in the festival. The Da Nang Asian Film Festival (DANAFF) has been successfully organized and is considered a prestigious film event in Asia and the world, promoting the development of the film and cultural industries, contributing to the development of tourism, culture, and socio-economic development of the city and the country.

In addition, the Department of Culture and Sports advised the City People's Committee to successfully host and organize international-level events such as the International Paragliding Competition, the Clipper Race International Sailing Competition, and the 2016 Asian Beach Games; as well as cultural activities related to the APEC 2017 High-Level Week... helping Da Nang become one of the preferred locations for organizing important national and international events in recent years, contributing to promoting the image and people of Da Nang to domestic and foreign tourists.

The Department of Culture and Sports advises the City People's Committee to issue several mechanisms and policies to promote the role of literature and art, thereby encouraging city artists to continue creating and organizing literary and artistic activities effectively, bringing literature and art to the city's public. Typical examples include providing initial funding to maintain the City's Literature and Art Creation Support Fund; increasing investment to enable specialized associations to better organize literary and artistic activities and engage in practical creative work; and establishing a city-level art council.

The city government has implemented a system of incentives and support for outstanding individuals, including artists, actors, and musicians of the Trung Vuong Theater and the Nguyen Hien Dinh Traditional Opera Theater. In particular, in 2023, the city's People's Committee issued Decision No. 1462/QD-UBND on the "Development of Literature and Arts in Da Nang City until 2030" project; and Resolution No. 107/2023/NQ-HDND of the City People's Council on regulations for supporting collectives and individuals in the city who achieve high titles and achievements at national and international competitions and festivals in the field of literature and arts.

Ms. Nguyen Thi Hoi An, Deputy Director of the Department of Culture and Sports, stated that the city's achievements in the cultural field over the past period stemmed from consistently maintaining unity and consensus, the efforts of the culture and sports sector, social agreement, and the decisive leadership and direction of the city's leaders. This is a correct application of the Party's policies to the local reality and a satisfactory solution to the important requirement of building and developing culture in parallel with economic development.

In the coming period, Da Nang will focus on implementing Directive 30/CT-TTg dated August 29, 2024, of the Prime Minister on the development of Vietnam's cultural industries, through the effective implementation of the project "Development of Da Nang's cultural industries until 2030". Accordingly, it will continuously build upon achievements, focus on overcoming existing shortcomings and limitations, with the goal of further developing culture on par with the economy, linked to the development of cultural industries; thereby both promoting Da Nang's cultural identity to friends both domestically and internationally, and contributing to increasing the "soft power" of national culture.
