Over the years, the province has resolutely implemented a comprehensive set of solutions to practice thrift and combat waste in all areas of socio -economic life. This has contributed to maximizing all resources to achieve economic growth targets and stabilize the lives of the people...

Recognizing that practicing thrift and combating waste is a practical requirement and an important task, the province has effectively implemented the Party's guidelines and the State's laws on this work. The Provincial Party Standing Committee issued Directive No. 23-CT/TU (dated February 10, 2022) "On strengthening the Party's leadership in practicing thrift and combating waste." Party committees, Party organizations, governments, departments, and agencies have proactively developed and issued many documents to concretize the directives of the Central Committee and the Provincial Party Standing Committee, in accordance with the practical situation of the locality and unit. From 2022 to the present, agencies, units, and localities have issued 482 documents to implement the Law on Prevention and Combat of Corruption; and amended and supplemented 32 documents on norms, standards, and regulations. Nearly 1,300 conferences were organized to disseminate and educate officials, civil servants, and the public about thrift and anti-corruption measures, aiming to create a clear shift in awareness and implementation of these measures from the provincial level to the grassroots.
To strengthen the Party's leadership over the work of thrift and anti-corruption, the Provincial Party Committee and the Standing Committee of the Provincial Party Committee have focused on decisively directing the comprehensive, synchronized, and regular implementation of Party building and rectification in politics , ideology, ethics, and personnel organization; building a culture of integrity, practicing thrift, and avoiding negativity and waste among cadres, Party members, civil servants, and the people; and at the same time, thoroughly directing the implementation of thrift and anti-corruption in all fields, ensuring a focus on key areas.
Most notably, the Standing Committee of the Provincial Party Committee and the Provincial Party Committee's Executive Board have consistently provided close guidance, conducted on-site inspections, and decisively directed the implementation of solutions to improve the disbursement rate and efficiency of public investment capital, linking it to the completed volume and improving the quality of works and projects, ensuring post-investment efficiency; reviewing the handling of assets and office buildings of agencies and organizations in administrative units that have undergone restructuring in the 2019-2021 period, and proposing plans for the 2023-2030 period; reorganizing and handling houses and land in a strict and lawful manner; completing provincial planning, general planning, construction planning, and zoning planning to strengthen state management in the exploitation and use of land, natural resources, and minerals in a thrifty, efficient, and sustainable manner, minimizing losses, waste, and negative impacts on the environment; Strictly manage and utilize land resources generated from key and strategic transportation infrastructure projects in an economical, efficient, and sustainable manner.
In particular, from the beginning of the 2020-2025 term to the present, the Standing Committee of the Provincial Party Committee and the Provincial Party Standing Committee have assigned the Party Caucus of the Provincial People's Council to conduct a comprehensive review of all resolutions issued by the Provincial People's Council since the beginning of the term, especially those on mechanisms and policies, in order to promptly identify loopholes, inadequacies, outdated content, and potential risks that could easily lead to corruption, negative practices, and waste. From there, proactive prevention, adjustment, amendment, supplementation, and thorough and timely remediation are necessary.

Party committees, party organizations, agencies, units, and localities should strengthen their guidance to improve the effectiveness of self-inspection and supervision, linking it with the responsibility of the head of the organization, in order to detect and handle violations that cause losses and waste within the organization. For example, from 2023 to the present, the People's Procuracy at both levels has conducted 91 internal self-inspections on compliance with internal discipline, and 2 inspections on anti-corruption and anti-negative practices, and thrift and anti-waste measures. The Provincial People's Committee conducted 1 public service inspection. Departments and agencies conducted 6 internal self-inspections. The Dong Trieu Town Party Committee conducted 1 inspection on the implementation of Directive No. 23-CT/TU of the Provincial Party Committee Standing Committee. The Ba Chẽ District Party Committee conducted an inspection of several Party committees and leaders regarding their leadership and guidance in implementing the Law on Thrift and Anti-Corruption in the management of budget revenue and expenditure at the grassroots level during the budget stabilization period of 2022-2025.
The Party's inspection, supervision, and disciplinary enforcement work has been intensified. Inspection work has been strengthened, focusing on both pre- and post-inspection. Emphasis has been placed on inspecting sensitive areas and localities prone to corruption, negative practices, and waste; and on prominent and pressing social issues with potential risks of violations. In 2023, the Provincial Inspectorate and the inspectorates of districts, towns, and cities conducted 170 inspections and audits on socio-economic issues; and 16 responsibility inspections. As a result, over 19 billion VND was recovered for the state budget…
At the conference reviewing the implementation results of Directive No. 23-NQ/TU, the Standing Committee of the Provincial Party Committee affirmed: The synchronized and effective implementation of solutions on thrift and anti-corruption has created positive changes in the awareness, responsibility, and actions of Party committees, Party organizations, agencies, units, and localities. Especially in the issuance and implementation of norms, standards, and regulations; the preparation, appraisal, approval, budgeting, management, and use of state budget funds; the procurement and use of means of transportation to work and working equipment of agencies and organizations in the state sector; the management and use of office buildings, official residences, and public welfare facilities; the management, appraisal, bidding for projects and the use of capital investment in basic construction; the management, exploitation, and use of natural resources; and the management of state financial funds outside the budget. Administrative procedure reform, investment environment… This will create important resources for socio-economic development, strengthen national defense, security, and foreign relations, contributing to the successful achievement of the socio-economic development goals and targets set by the province...
