The Government Office issued Notice 06/TB-VPCP concluding the Conference to evaluate the situation of 02 years of implementing the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030.

Paying non-cash social security benefits to 1,058,569 people who already have accounts during the Lunar New Year 2024

The results of implementing Project 06 so far are only the beginning, there is still much work to be done. The Conference agreed on the theme of 2024 as the year of "Perfecting institutions, infrastructure, digitizing data, improving the quality of human resources to promote the implementation of Project 06 to effectively serve people and businesses". Basically agreeing with the proposal on key tasks and solutions for 2024 of the Working Group implementing Project 06 with 20 general tasks and 61 specific tasks, requesting the Ministers, Secretaries of Provincial Party Committees, City Party Committees, Chairmen of People's Committees of provinces and centrally-run cities together with the police force to resolutely direct the implementation of Project 06, focusing on key groups of tasks.

Specifically, to implement urgent tasks from now until the Lunar New Year of Giap Thin 2024, including social security payments, the Prime Minister requested the Chairmen of the People's Committees of the provinces: Bac Lieu , Bac Ninh, Dak Lak, Hung Yen, Phu Tho, Quang Tri, Vinh Long, Vinh Phuc to urgently implement social security payments in a non-cash manner according to Directive No. 21/CT-TTg dated November 25, 2022 of the Prime Minister.

Assign the Chairmen of the People's Committees of provinces and centrally run cities to direct the payment of non-cash social security benefits to 1,058,569 people who already have accounts during the 2024 Lunar New Year; coordinate with relevant agencies to promote the issuance of social security accounts to beneficiaries of social security policies who do not yet have accounts.

In January 2024, the organization will provide instructions on how to use the Electronic Health Book information on the VNeID application.

Regarding Criminal Records, the Ministry of Justice will coordinate with the Ministry of Public Security to deploy the issuance of Criminal Records on the VNeID application in Thua Thien Hue in the first quarter of 2024 to complete and expand nationwide.

Regarding the Electronic Health Book, the Ministry of Health will preside over and coordinate with the Ministry of Public Security, Vietnam Social Security and Hanoi city to pilot the organization and guidance of medical facilities and people to use the Electronic Health Book information on the VNeID application, to be completed in January 2024.

Regarding credit access, the State Bank of Vietnam actively coordinates with the Ministry of Public Security to deploy credit scoring solutions, ensuring safe and effective lending activities, creating conditions for people to access bank credit sources, preventing and stopping illegal credit activities, striving to complete in the first quarter of 2024.

Regarding telecommunications coverage, the Ministry of Information and Communications urgently directed the deployment of telecommunications coverage at all low points so that people and businesses can benefit, no one is left behind, no new low points arise, to be completed in the first quarter of 2024.

Focus on solving 09 slow-progressing tasks according to the roadmap of Project 06

Ministries and branches urgently focus on solving 09 tasks behind schedule according to the roadmap of Project 06 and 16 tasks behind schedule according to resolutions, directives and dispatches of the Government and Prime Minister.

The Ministry of Information and Communications shall preside over and coordinate with relevant ministries and branches to urgently focus on resolving delayed and delayed tasks, especially completing the development and unification of processes, standards and norms for implementing information technology. Deputy Prime Minister Tran Luu Quang shall be assigned to directly direct the Ministry of Information and Communications to implement.

Request 14 Ministries and agencies: Labor - Invalids and Social Affairs, Natural Resources and Environment, Education and Training, Transport, Industry and Trade, National Defense, Finance, Culture - Sports and Tourism, Justice, Information and Communications, Health, Foreign Affairs, Planning and Investment, State Bank of Vietnam to coordinate with the Prime Minister's Working Group on reviewing legal documents, the Government Office, the Ministry of Public Security to review and agree on plans and roadmaps for handling administrative procedures that have not been completed in the Government's specialized Resolutions on simplifying administrative procedures and citizen papers in the 2017-2018 period, and report to the Prime Minister in the first quarter of 2024.

The State Capital Management Committee at Enterprises shall coordinate with the Ministry of Information and Communications to direct Vietnam Electricity Group (EVN), telecommunications corporations and enterprises to overcome the situation of signal depressions and power shortages; direct corporations and general companies to research and apply the national database on population, citizen identification, identification and electronic authentication to serve socio-economic development, and report the results in June 2024.

The People's Committees of the provinces and centrally-run cities: An Giang, Ba Ria - Vung Tau, Binh Duong, Can Tho, Dak Nong, Kien Giang, Soc Trang, Tay Ninh, Ho Chi Minh City urgently submit to the People's Councils at the same level policies on exemption and reduction of fees and charges for using online public services and online payments. Ministries, branches and localities focus on implementing tasks according to the roadmap of Project 06 in 2024, specifically, issuing a Plan to implement Project 06 in 2024, to be completed in January 2024.

Request the Working Groups, especially the Public Security of provinces and centrally-run cities, to inspect and report to the Minister of Public Security, Head of the Working Group on the implementation of Project 06, and the progress of the plan to implement Project 06.

Focus on perfecting institutions, mechanisms and policies for Project 06, developing related Decrees, focusing on connecting population data with data of ministries, branches and localities.

Ministry of Public Security: (i) Research and advise on the proposal to develop the Law on Personal Data Protection, to be completed in 2024; (ii) Coordinate with the Ministry of Information and Communications, the Government Office, and relevant ministries and branches to develop a mechanism to inspect and supervise the use of citizen data through the exploitation of the National Population Database, ensuring the right purpose and preventing data leakage. To be completed in the second quarter of 2024.

The Ministry of Information and Communications will research and develop new standards on data and provide guidance on the organization of data integration, connection, communication, sharing, and reuse. To be completed in the first quarter of 2024.

The Ministry of Education and Training shall research, develop and submit to the Government or issue under its authority the Project on human resource training for digital transformation in general and Project 06 in particular. To be completed in the first quarter of 2024.

Build a model of a One-Stop-Shop Department providing public services

Focus on promoting and improving the efficiency of online public service implementation.

Specifically, the Government Office: (i) Takes the lead and coordinates with the Ministry of Home Affairs to guide ministries, branches, and localities to integrate, connect, share, and exploit the results of digitizing records and results of handling electronic administrative procedures between information systems handling administrative procedures at the ministerial and provincial levels through the National Public Service Portal, to be completed in the first quarter of 2024;

(ii) Preside and coordinate with ministries, branches and localities to build a model of a One-Stop Service Unit providing public services in the direction of combining One-Stop Service Units of administrative units at all levels in the area. To be completed in 2024;

(iii) Preside over and coordinate with the Ministry of Planning and Investment to guide ministries, branches and localities to integrate, connect and share data between the National Public Service Portal, the Information System for handling administrative procedures at the ministerial and provincial levels with the National Database on Business Registration. To be completed in the first quarter of 2024.

Urgently complete the restructuring of processes and operations to provide the remaining 15/53 essential public services on the National Public Service Portal.

Assign the Ministries and agencies: Labor - Invalids and Social Affairs, Planning and Investment, Natural Resources and Environment, Justice, Finance, Vietnam Federation of Commerce and Industry, Vietnam Electricity Group, to urgently complete the restructuring of processes and operations to provide the remaining 15/53 essential public services on the National Public Service Portal, ensuring maximum reduction of paperwork, travel time and implementation costs. To be completed in April 2024.

The Ministry of Public Security will deploy the Electronic Authentication Center in July 2024 according to Decree No. 59/2022/ND-CP dated September 5, 2022 of the Government; preside over and coordinate with ministries, branches and localities to deploy tasks according to the roadmap in Resolution No. 175/NQ-CP dated October 30, 2023 of the Government approving the National Data Center Project, strengthening research, learning international experiences and international cooperation.

The Ministry of Planning and Investment shall preside over and coordinate with the Ministry of Finance to allocate funds from the central budget to ministries, branches and localities to effectively implement Project 06 in 2024 and the following years. Deputy Prime Minister Le Minh Khai shall direct the Ministry of Finance to report and explain to the National Assembly Standing Committee and the National Assembly agencies on the interpretation of the provisions in Clause 1, Article 6 of the Law on Public Investment under the direction of the Government in Resolution No. 221/NQ-CP dated December 28, 2023; The Ministry of Finance shall coordinate with the Ministry of Planning and Investment to guide ministries, branches and localities in organizing the implementation after the National Assembly Standing Committee has given its opinions. Strive to complete before January 30, 2024.

Research on granting "Social Security Account" linked to personal identification number

Promote the provision of utilities for people, social management on the VNeID application, especially social management such as crime reporting, fire prevention, traffic safety, environmental protection, temporary residence declaration, temporary absence...; services for people such as banking services, shopping, payment, education, healthcare, utilities for vulnerable groups... Assign the Bank for Social Policies to coordinate with the Ministry of Public Security, the State Bank of Vietnam to study the issuance of "Social Security Accounts" associated with the personal identification number of each Vietnamese citizen, provided on the VNeID application.

Promote extensive information and propaganda work to all classes of people to raise awareness in implementing online public services. Requesting the Ministry of Information and Communications to guide and direct this work, the Prime Minister will directly work with the agencies: Vietnam Television, Voice of Vietnam, Vietnam News Agency, Government Electronic Information Portal, Nhan Dan Newspaper, Army Newspaper, Army Television, People's Public Security Television on propaganda work for people and businesses.

Assign the Ministry of Public Security and the Government Office to absorb the opinions of the delegates at the Conference, develop and submit to the Prime Minister for promulgation the Prime Minister's Directive on promoting the implementation of Project 06 in 2024 and the following years.
