Strengthening communication, raising awareness, and creating consensus in the merger and reorganization of administrative units.

Speaking at the 50th Conference of the Provincial Party Committee, 20th term, 2020-2025, on the afternoon of April 16th, Comrade Trinh Viet Hung, Alternate Member of the Central Committee of the Party, Secretary of the Thai Nguyen Provincial Party Committee, requested: Party committees, party organizations, agencies, units, and localities at all levels should study, understand, and effectively implement the content of the Resolution of the 11th Conference of the Central Committee of the Party, 13th term, on the arrangement and merger of administrative units according to the two-level local model, in conjunction with successfully organizing party congresses at all levels leading up to the 14th National Congress of the Party; and at the same time continue to effectively implement the conclusions and plans of the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW.

The Provincial Party Secretary emphasized that each member of the Provincial Party Committee must directly monitor and supervise their assigned areas, without shirking or avoiding responsibility; each member must be an active propagandist, directly grasping the situation at the grassroots level, clearly explaining the policies, directions, and long-term benefits of the administrative unit restructuring; they must act first, speak first, and lead the way, creating a ripple effect among cadres, Party members, and the general public, contributing to alleviating anxiety and reluctance to change.

The Provincial Party Secretary instructed the Party Committee of the Provincial People's Committee to direct the Provincial People's Committee to urgently finalize the plan for rearranging administrative units, ensuring progress and criteria according to regulations, while carefully considering historical, cultural, topographical, naming, and location factors of the headquarters, ensuring that the commune-level government is streamlined, effective, efficient, close to the people, serving the practical interests of the people in a timely manner, and reducing costs.

The Provincial Party Secretary emphasized that all tasks must have a clear roadmap, specific timelines, and designated individuals responsible, coupled with inspection and supervision to promptly address difficulties during implementation. Relevant departments, agencies, and units should focus on carrying out their assigned functions and responsibilities; localities should proactively develop plans for the arrangement of cadres, civil servants, and public assets to ensure suitability with practical management operations.

Strengthening the fight against corruption, waste, and negative practices in personnel arrangement, management, and use of public finances and assets; resolving administrative procedures for citizens and businesses without interruption or disruption. The implementation of organizational restructuring and administrative unit reorganization must be carried out simultaneously with focused leadership in implementing socio -economic development tasks, ensuring national security, defense, and social welfare; striving to achieve and exceed all set growth targets.

The Provincial Party Secretary requested that the provincial Party committees, city and district Party committees, agencies, and units effectively carry out their assigned tasks; strengthen propaganda work, raise awareness, ensure unity within the Party, and gain public consensus on the province's merger and the reorganization of commune-level administrative units; and conduct a public consultation period of three days (from April 18-20).

Previously, the Conference discussed and provided feedback on three important issues, including: a report and request for opinions on amending and supplementing the Working Regulations of the Provincial Party Committee's Executive Board, 20th term, 2020-2025; a report and request for opinions on the draft plan for rearranging commune-level administrative units in Thai Nguyen province; and a report and request for opinions on the draft plan for merging the administrative units of Bac Kan and Thai Nguyen provinces, under the name Thai Nguyen province. The Conference also disseminated Notice No. 142-TB/VPTW dated March 20, 2025, from the Central Party Office regarding the conclusions of General Secretary To Lam at the working session with the Standing Committee of the Party Committee of the Government Inspectorate and other agencies on resolving long-standing complaints and denunciations submitted to the Central level in Hanoi.

* Later that same day, Comrade Trinh Viet Hung, Secretary of the Provincial Party Committee, chaired the 96th meeting of the Standing Committee of the Provincial Party Committee, 20th term, 2020-2025, to discuss and provide feedback on issues related to Party building work.
