The delegation was received and worked with by leaders of the Department of Health, leaders of specialized departments, and representatives of centers, hospitals, and medical facilities under the Department's jurisdiction.
Comrade Nguyen Minh Luan, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, delivered a directive speech at the working session.
According to a quick report from the Department of Health, over 95% of the population now has electronic health records. In the coming time, the Department will continue to promote data digitization, increase the interoperability between medical facilities and national systems (insurance, population, VNeID, etc.) to move towards smart healthcare and better serve patients. Accordingly, the Department of Health has also directed 123 out of 123 (including health stations) medical examination and treatment units to accept patient examinations and treatments using the National Identity Card, achieving a rate of 96.2% of the total number of examinations and treatments. As a result, 100% of medical facilities throughout the province have now applied cashless payment in medical examinations and treatments.
Delegates spoke at the working session regarding obstacles in implementing digital transformation in the healthcare sector.
Regarding the implementation of electronic medical records, as of now, the Department of Health has implemented the system in 31 out of 31 general hospitals, specialized hospitals, private hospitals, and regional health centers, all of which have undergone assessment and been published on the Ministry of Health's electronic portal; 100% of medical examination and treatment facilities throughout the province have implemented data linkage for health insurance on the Health Insurance Verification Portal. In addition, the health sector has also applied AI technology to medical examination and treatment at hospitals, thereby somewhat facilitating medical examination and treatment for people in the area.
Speaking at the meeting, many delegates noted that the implementation process still has some limitations and shortcomings. These include inadequate technical infrastructure and information technology equipment, difficulties in data interoperability, integration, and utilization of medical data, and a lack of unified and synchronized guidelines for data interoperability to support the development of electronic health records for citizens. Meanwhile, healthcare facilities in the province are using various management software programs, hindering standardization, connectivity, and data sharing.

Speaking at the meeting, Comrade Nguyen Minh Luan, Member of the Provincial Party Standing Committee and Vice Chairman of the Provincial People's Committee, emphasized: “To comprehensively promote digital transformation in the health sector, we need budgetary resources and simultaneous investment in both financial and human resources. Implementation requires specific policies to be applied to specific tasks, including those related to digital transformation in the sector. In addition, we must propose research on public services with a source of funding, mobilizing resources to better serve the sector and the interests of the people. Immediately after this meeting, the health sector needs to have specific solutions and clearly define the tasks to submit to the Provincial People's Committee for guidance and implementation in the coming time.”
