Prioritize the use of domestically sourced scrap materials as raw materials for production.

In Official Letter No. 12240/UBND-KTN dated December 18, 2025, regarding the continued promotion of solid waste management, plastic waste, and the import of scrap materials for production in the province, the Chairman of the Provincial People's Committee requested the Department of Agriculture and Environment to review and update the construction plan, integrating the infrastructure plan for solid waste transfer and treatment in the province into the Provincial Planning. Particular attention should be paid to reviewing the planning of treatment areas in the North Dong Nai region to meet the waste generation situation in the area.

Urgently advise the Provincial People's Committee to regulate the form and level of payment by households and individuals for the collection, transportation, and treatment of solid waste based on the volume or weight of sorted waste; and to set a maximum price for solid waste collection, transportation, and treatment services in accordance with the law on pricing.

The presiding authority, in coordination with the People's Committees of communes and wards, shall review and update data as of December 31, 2024, on the total volume of municipal solid waste generated in the area; the number and percentage of households and individuals implementing solid waste sorting or the number and percentage of communes implementing solid waste sorting; the volume and percentage of solid waste collected and processed, etc.

The Department of Industry and Trade is improving the efficiency of managing scrap metal imports, gradually reducing dependence on imported sources, and prioritizing the use of domestically produced scrap metal as raw materials for production.

The People's Committees of wards and communes shall mobilize maximum resources, promote social participation, and combine this with increased spending from the state budget to invest in a comprehensive system for collecting, storing, transferring, transporting, and processing sorted solid waste, along with public works and equipment serving solid waste collection and public sanitation.
