Promoting the application of information technology (IT) in resolving administrative procedures not only enhances the efficiency of state agencies and brings satisfaction to citizens and businesses, but also contributes to the modernization of administration and the building of a digital government.

Promoting the application of information technology in resolving administrative procedures. Officials and civil servants at the one-stop service center in Bim Son town receive and guide citizens in resolving administrative procedures.

Focusing on developing technological infrastructure to support digital transformation, Bim Son town has gradually invested in and ensured the necessary infrastructure and equipment for officials and employees to work in a networked environment. All specialized departments of the town's People's Committee and the People's Committees of communes and wards are connected to a broadband internet network. The town's People's Committee has also deployed and installed a LAN network and a dedicated data transmission network, which are regularly upgraded and maintained to ensure smooth access to the internet and digital applications for the people in the town. Furthermore, the town has invested in expanding the modern technology network to all villages and neighborhoods, supporting the leadership, direction, and management of the Party committee and government in socio-economic development, national defense and security, disaster prevention and control, search and rescue, as well as meeting the service needs of the town's residents.

Thanks to the accelerated digital transformation and the strong application of information technology in resolving administrative procedures, especially software such as document and work file management, electronic one-stop service software, official email, and task tracking software for the town, connecting and serving organizations and individuals has facilitated the implementation, retrieval, and monitoring of administrative procedure progress. As a result, 100% of documents and work files of the Town People's Committee and communes/wards are exchanged, created, processed, digitally signed, and stored electronically (except for documents containing state secrets as stipulated by law). 100% of administrative procedure files are received and processed through the electronic one-stop service software. 100% of officials and employees of the Town People's Committee and communes/wards have been issued personal and organizational digital certificates. 100% of affiliated public service units process work and digitally sign documents using the TDoffice software; all 7 communes and wards have online meeting systems; 100% of units have exchanged, created, processed, and digitally signed documents and work files in an electronic environment. At the one-stop service center, all information and work files of citizens are received and stored electronically and transferred through the management software system for processing, contributing to improving the efficiency of administrative procedures and bringing satisfaction to the people.

As a mountainous district with 83.2% of its population being ethnic minorities, Ba Thuoc faces many economic difficulties; the majority of people still lack the skills to access the internet and use modern devices such as smartphones and computers. Therefore, in addition to disseminating information and guidance through local radio broadcasts, mobile outreach, and distributing instructional materials on using online public services, Ba Thuoc district has assigned officials to directly guide people in creating accounts and registering to submit applications online.

Ms. Le Thi Dung, Deputy Chief of the Office of the People's Committee of Ba Thuoc District, said: The district has assigned specialized staff to guide people in carrying out administrative procedures, instructing them on how to submit applications, and create online public service accounts... During the implementation process, any difficulties encountered will be coordinated with specialized departments and agencies for timely and quick resolution, aiming to create convenience and provide maximum support for the people.

Currently, the People's Committee of Ba Thuoc District is effectively maintaining shared software applications such as: document and work file management software, task tracking software, official email; electronic one-stop service software; 99% of documents are processed online, and exchanges between the District People's Committee and the People's Committees of communes and towns are all digitally signed; administrative procedures under the district's jurisdiction are fully updated and supplemented, and all areas of activity, directives, and operational documents of the People's Committee and the Chairman of the People's Committee are fully posted on the district's electronic information website; focusing on building integrated, interconnected, and shared data platforms, gradually building a digital government infrastructure, and completing the construction of the provincial document exchange system...

To effectively implement IT applications in work performance, Ba Thuoc district regularly collaborates with the Information and Communication Technology Center, the Department of Information and Communication, and telecommunications enterprises in the area to organize training courses to improve the skills and knowledge of IT applications and the proficient use of official software for its staff and civil servants. The district also strengthens professional training for officials and civil servants performing duties at the district-level and commune/township-level reception and results delivery departments.

The robust application of information technology (IT) has created a breakthrough in modernizing the administrative system, upgrading technological infrastructure in handling administrative procedures for citizens and businesses, and applying IT to monitoring the handling of administrative procedures for organizations and citizens at locations where applications are received and results are delivered. Simultaneously, promoting the application of IT in the operations of state management agencies, completing the construction of e-government, and transitioning to digital government are goals that localities throughout the province are striving to achieve. Besides modernizing IT infrastructure, digital human resources are also extremely important, requiring localities to strengthen training, education, and awareness campaigns so that people are aware of and actively participate.
