The Ministry of Public Security is seeking public opinion on the draft resolution of the Government on citizen development. The draft is open for comments until December 31st on the Ministry of Public Security's electronic portal.

In the draft, the Ministry of Public Security stipulates that the conditions for becoming a digital citizen include having an account on VNeID; being able to use public services and digital services safely; fulfilling the responsibilities of a digital citizen; and having been ranked as a digital citizen.

The Ministry of Public Security also proposed that digital citizens be divided into three categories. These would include active digital citizens with 350 or more trust points, basic digital citizens with 100-349 points, and those with less than 100 points not yet ranked.

Citizens will earn points based on data updates, frequency of digital service usage, and contributions to the digital community. Accordingly, the more online services a citizen uses, the more actively they contribute opinions on draft documents, participate in surveys, and submit suggestions and recommendations digitally, the more points they will receive. Citizens with high scores will receive special benefits regarding taxes, fees, services, administrative procedures, and social welfare.

The draft proposal suggests that citizens who complete their VNeID application 100% will receive 100 points; providing feedback on draft legal documents will earn 10 points; interacting with National Assembly representatives will earn 5 points per interaction; completing online administrative procedures will earn 7 points per interaction; and submitting suggestions or complaints that are successfully received and processed will earn 5 points per interaction…

The Ministry of Public Security has proposed numerous preferential policies to encourage citizens to actively participate in digital services. Accordingly, citizens will be exempt from 100% of fees and charges for 66 basic and essential administrative procedures related to personal rights or high-frequency procedures such as marriage registration, birth registration, death registration, driver's license renewal, and identity card reissuance…

Reduce fees and charges by at least 50% for 56 complex administrative procedures that require significant management costs, such as: fire safety inspection, accessing citizen information in the national population database, adjusting residence information, updating DNA in the identity card database, etc.

Specifically, the draft proposes a 10% reduction for five types of taxes and registration fees when using digital services and online administrative procedures through the VNeID electronic identification and authentication platform, such as: personal income tax on real estate transfers, personal income tax on business activities through e-commerce, vehicle registration tax, value-added tax when purchasing goods online through e-commerce or making cashless payments…

The draft regulations stipulate that basic digital citizens are only exempt from or entitled to fee reductions when carrying out administrative procedures. Active digital citizens will enjoy all benefits, including the 10% tax reduction mentioned above.

The Ministry of Public Security also proposed expanding VneID into a "super app" with unlimited features, including: providing a national e-wallet and digital payment services; providing secure personal digital signatures; providing a personal data repository; assigning official email addresses to each citizen; and developing a social network.
