Coordinating efforts to ensure security in ethnic minority areas.

The Ministry of Ethnic Minorities and Religions and the Ministry of Public Security are coordinating the development of ethnic minority areas while ensuring domestic security during the period 2026-2030.

Focus on coordinating the implementation of three key tasks.

On the afternoon of May 27, 2026, a signing ceremony for the Cooperation Program between the National Office for Ethnic Minorities and Mountainous Areas and the Department of Internal Security ( Ministry of Public Security ) took place at the headquarters of the Ministry of Ethnic Minorities and Religions. The program focuses on socio-economic development in ethnic minority and mountainous areas, linked with ensuring internal security, for the period 2026-2030.

Mr. Ha Viet Quan, Chief of the National Office for Ethnic Minorities and Mountainous Regions, and Colonel Ngo Xuan Phu, Deputy Director of the Department of Internal Security, co-chaired the signing ceremony. Attendees included representatives from the Party Committee Office, leaders of departments and units under the Ministry of Ethnic Minorities and Religion , and leaders of departments under the Department of Internal Security.

At the signing ceremony, the two units agreed to approve the draft cooperation plan for the period 2026-2030, focusing on three key tasks: coordinating the exchange and support of information in the implementation of national target programs, government decrees and projects; coordinating in advising on the development of institutions and policies, and combating subversive activities by hostile forces in ethnic minority and mountainous areas; and coordinating in inspecting and evaluating the implementation of national target programs, government decrees and projects in localities.

This coordinated plan is expected to create a smooth operational mechanism between the vertical systems of local police and ethnic affairs agencies, contributing to preserving cultural identity and ensuring national defense and security in strategic areas of the country in the new era.

Speaking at the signing ceremony, the Chief of the National Office for Ethnic Minorities and Mountainous Areas, Ha Viet Quan, affirmed that political security is a prerequisite and the "foundation stone" for all socio-economic development activities in mountainous and border areas. Emphasizing the viewpoint that "without security, there is no development," Mr. Ha Viet Quan stated that people's trust in the policies of the Party and the State can only be ensured when their living environment is maintained in a stable manner.

Highly appreciating the role of grassroots security forces in closely monitoring the local areas, Chief of Office Ha Viet Quan noted that this is an important information channel that helps the ethnic affairs sector to early identify risks of policy distortion, group profiteering, or acts of exploiting ethnic issues to incite division and undermine national unity. To ensure the coordination plan is truly effective, the National Office for Ethnic Minorities and Mountainous Areas proposed a mechanism to include security officers in on-site inspection and monitoring teams. At the same time, it committed to transforming the coordination contents on paper into concrete and substantive actions immediately after the signing ceremony.

In the context of modern technology, Mr. Ha Viet Quan also hopes to closely cooperate with the police force to build an early risk warning system on a digital platform. The goal is to protect ethnic minorities from challenges in cyberspace and bridge the ever-widening "digital divide."

With a long-term vision, this coordinated plan is expected to be an important stepping stone to upgrading cooperation to the ministerial level, creating a mechanism for more synchronized, timely, and effective development for ethnic minority and mountainous regions in the future.

Colonel Ngo Xuan Phu, Deputy Director of the Department of Internal Security, affirmed that this is a strategic step to concretize the close guidance of the leaders of the two Ministries on ensuring security in ethnic minority areas. Assessing the practical situation, the Department of Internal Security believes that although coordination efforts have achieved certain results, given the increasingly complex and sophisticated actions of hostile forces exploiting ethnic and religious issues, establishing a close and substantive cooperation mechanism is an urgent requirement.

The focus of this coordination plan is on four main pillars: improving the mechanism for timely information exchange; developing a plan for coordinated propaganda and public mobilization; periodically inspecting and evaluating the implementation of government resolutions and projects; and ensuring resources for implementation through breakthrough projects. Colonel Ngo Xuan Phu emphasized that the longer-term vision is to propose the development of a coordination mechanism at the ministerial level, focusing on key areas with intertwined ethnic and religious elements.

At the ceremony, the Department of Internal Security pledged to decisively direct the vertical system, provide professional guidance to local Internal Security Departments, and strengthen field activities, working closely with ethnic minority officials. With synchronized efforts from planning to implementation, the Department believes that the new coordination mechanism will create a breakthrough, contributing to maintaining political security and social order in ethnic minority and mountainous areas.
